MAYOR, COUNCIL, CITY ATTORNEY, INDEPENDENT BUDGET ANALYST, CITY CLERK COMMENT COUNCIL COMMENT-1:
Councilmember Elo-Rivera wanted to call attention that the federal administration continues to act more out of control and in hostility with Southern California in particular. He stated that the President mobilized the National Guard for the first time without consent of the Governor since 1965. Councilmember Elo-Rivera mentioned the Marines are ready to be deployed against American citizens and the Trump administration is speaking about the insurrection and invasion which is clearly setting up a pretext to take over the sovereignty of California and local jurisdictions. He expressed the actions of this federal government are completely out of control and will not stand by while the residents of this City are living in fear and who are law abiding, good people.

Minutes of the Council of the City of San Diego Page 8
for the Regular Meeting of Monday, June 9, 2025
City Clerk Diana Fuentes announced that the City Clerk’s Office received a total of 46,456 protests including the 805 that were received during the public hearing. Based on information provided by the Environmental Services Department 113,249 protests would represent 50 percent plus 1 of affected parcels subject to the proposed solid waste management fees.
Without reviewing or authenticating these protests and assuming that every protest received is valid and is not a duplicate, we can clearly say that the number of protests lodged with the City Clerk’s Office is clearly below the threshold of 50 percent plus 1. City Clerk Diana Fuentes certified the results and submitted them to the City Council.
