Mayor, Council, City Attorney, Independent Budget Analyst, City Clerk Comment:

CC-1: Councilmember Campillo articulated that a congressman’s tweet claiming Muslims do not belong in American society is offensive, unconstitutional, and morally wrong because it rejects the core American principle of religious freedom and pluralism. Councilmember Campillo went on to explain that the U.S. Constitution— especially the First Amendment—protects the rights of all people regardless of faith, and that America’s strength lies in allowing people with different beliefs to live together peacefully under the law. By attacking Muslims and denying pluralism, the tweet undermines both American democratic values and the very freedoms that allow such speech to exist.

CC-2: Councilmember Whitburn thanked Councilmember Campillo for his eloquent words.

CC-3: Council President LaCava recognized the Operations staff, particularly those in EDD, for their work in improving the Real Estate Department and updating Policy 700-10. He also reminded the public of the 6:00 p.m. meeting for budget public comment and encouraged continued input on the FY 2027 budget.

City Clerk Comment: City Clerk Fuentes noted for the record the start of several public examination periods related to the 2026 election, including: Candidate Statements (March 6–16), ordinances calling the election and placing measures on the ballot (March 9–19), and the City Attorney’s impartial analysis, ballot title and summary, and fiscal analyses from the Mayor, IBA, and City Auditor (March 10–20).

She reminded everyone Appellate arguments are due March 11th, with the related examination period running March 12–22. Information and materials are available at www.sandiego.gov/2026elections.

Report Out from Closed Session:

None.

Council President LaCava adjourned the meeting at 6:52 p.m.
