Item 50: California Coastal Commission Modifications to the 2024 Land Development Code Update of the San Diego Municipal Code and Local Coastal Program.
Total Estimated Cost of Proposed Action and Funding Source:
There are no expenditures related to this item.
Council District(s) Affected: Citywide.
Proposed Actions:
This action proposes to amend the Municipal Code and Local Coastal Program to adopt the California Coastal Commission’s requested modifications to the 2024 Land Development Code Update. The City Council adopted the 2024 Land Development Code Update on July 16, 2024. State law requires the California Coastal Commission's certification of amendments to the Local Coastal Program before they can take effect in the Coastal Zone. The California Coastal Commission conditionally certified the 2024 Land Development Code Update and amendments to the Local Coastal Program with three modifications on February 5, 2026. The first modification corrects a grammatical error in Municipal Code section 143.0740(c)(1)(B) to clarify the intended application of the regulation. The second and third modifications clarify regulations related to density bonus incentives and waivers. For the 2024 Land Development Code Update to take effect within the Coastal Zone, the City Council must adopt the modifications.
Adopt the following Ordinance which was introduced on 6/15/2026, Item 203 (Council voted 7-0, Councilmember Foster III-not present, Councilmember Moreno-not present):
(O-2026-120)
Ordinance amending Chapter 14, Article 3, Division 7 of the San Diego Municipal Code by amending sections 143.0740 and 143.0743 relating to the California Coastal Commission’s modifications for certification of the 2024 Land Development Code Update.

The project proposes substantial alterations to a designated historical resource located at 2900-2912 University Avenue, also known as the Edward and Emma Newman Building (HRB No. 1482), that consists of the removal of the existing roof and north façade, and the new construction of a seven-story mixed use structure that is not consistent with the Secretary of the Interior’s Standards due to its proposed massing, size, scale and proportion in relation to the historical resource. The completed 108,000 square-foot project will retain the existing west and south facades of the historical resource within a ground level, one-story mezzanine (double height) that includes 4,889 square feet of commercial space, under six-stories of new construction consisting of 92 multiple dwelling units, with 16 units designated as affordable, over a one-story subterranean parking garage. The project will utilize the Complete Communities Housing Solutions regulations. The 0.34-acre site is located at 2906, 2912, and 2920 University Avenue in the Commercial Community (CC 3-9) Zone, Sustainable Development Area, Complete Communities Housing Solutions (FAR Tier 3: 6.5 FAR), Complete Communities Mobility Choices (Mobility Zone 2), Transit Priority Area, Airport Land Use Compatibility Overlay Zone (San Diego International Airport), ALUCP Airport Influence Area (San Diego International Airport - Review Area 2 ), and FAA Part 77 Noticing Area, and within the North Park Community Plan area.
