Mayor, Council, City Attorney, Independent Budget Analyst, City Clerk Comment:
CC-1: Councilmember Elo-Rivera criticized ICE over the killings of Lorenzo Salgado Araujo and Joan Sebastian Guerrero, saying both men were going to work, were not the subjects of warrants, and posed no criminal threat. He questioned the government's account that the men "weaponized" their vehicles, argued the agency's explanation has changed, and said witnesses in Lorenzo's case were detained before they could testify. Councilmember Elo-Rivera said the killings have spread fear throughout immigrant communities, called for ICE to be abolished, and criticized the lack of body-camera footage despite the agency's funding, saying the families deserve truth and justice.
CC-2: Councilmember von Wilpert thanked Councilmember Elo-Rivera and said ICE's actions are "completely lawless," "chaotic," and wrong. She said San Diego joined a lawsuit with Minneapolis to stop ICE from entering communities without warrants and argued that police are trained not to shoot into moving vehicles unless absolutely necessary, adding that the circumstances in the Texas and Maine shootings do not appear to meet that standard. Councilmember von Wilpert stated she hopes the city continues the lawsuit and efforts to keep ICE out of San Diego communities, while urging federal officials to ensure ICE follows the U.S.
Constitution and the same basic constitutional guardrails required of other law enforcement agencies.
Report Out from Closed Session:
