SUMMARY
This report addresses the challenges faced by the City Council in managing the reorganization of its members following changes in election cycles, particularly the recent shift to March and June elections. The report highlights the impact of these changes on the appointment process for Intergovernmental Boards and Committees.
RECOMMENDATION
Staff recommends that the Council:
Review and revise appointment procedures to accommodate the rotating election cycles.
FISCAL IMPACT
There is no fiscal impact for the recommended action.
BACKGROUND
Historically, the City Council managed reorganization after the March election, which involved appointing a Mayor Pro Tem and representatives to various City and Intergovernmental boards and committees. However, recent changes, including the adoption of the Commission Handbook removing Council representatives and shifts in election cycles, have complicated this process.
The shift in election cycles to March and June has created challenges for the reorganization process, particularly concerning the confirmation of City delegates for annual business meetings of outside agencies. These appointments often do not align with the City's timeframe for reorganization, posing logistical challenges for ensuring timely and accurate representation.

conducted after the June 2022 election. Councilmember Ryan A. Vienna was appointed Mayor Pro Tem in August 2022 and was appointed to the San Gabriel Valley Mosquito and Vector Board for a term of 2 years in December 2023. However, with the March 2024 election, adjustments are necessary to accommodate the new election timeline highlighting the ongoing need for flexible appointment processes.
In light of the recent changes in election cycles and the complexity of managing reorganization processes, it is imperative to adopt proactive measures to address challenges and ensure effective representation on City and Intergovernmental boards and committees. By implementing a new strategy, the City Council can navigate these changes more effectively and uphold its commitment to serving the community's interests.
Attached to this report is a brief description of each outside agency, including meeting days and times, to provide context for the appointment process.
DISCUSSION/ANALYSIS
Councilmembers represent the City of San Dimas on numerous other agency boards. By doing so they are involved in some of the planning and decision making for policies and programs that can affect the City of San Dimas and many other cities in the region. Some of the agency appointments provide compensation to the appointee.
As part of the appointment process, the City must post on its website FPPC Form 806, which lists all the paid appointed position to which an official will vote to appoint themselves. This form must be posted prior to a vote (consent item) if the appointee will participate in the decision and appointment results in additional compensation to the appointee. (FPPC Regulation 18702.5) FPPC Regulation 18702.5 provides that as long as the public is informed prior to a vote, an official may vote to hold another position even when the vote results in additional compensation to the appointee.
ALTERNATIVES
There are no alternatives being presented for this item as City representation on outside agencies can promote advocacy, engagement and collaboration.
