Subject: Update on the City's Boards, Commissions, and Committees ____________________________________________________________________________
SUMMARY
This report provides an overview of the updates to the City’s Boards, Commissions, and Committees (BCC) policies and processes, outlines a request to advertise an unscheduled vacancy on the Parks and Recreation Commission, and introduces the City’s newly appointed Youth Commissioner.
RECOMMENDATION
City Staff recommends that the City Council:

FISCAL IMPACT
There is no fiscal impact for the recommended action.
BACKGROUND
In May 2024, the City Council approved significant updates to the BCC Handbook. Two primary areas of change were:
Update on the City's Boards Commission and Committees Page 2 For the Meeting of August 26, 2025
1. Appointment Process – A “Zero Term Policy” was adopted, effective through the 2026 election cycle, ensuring that all commissioners were automatically reappointed during the transition. Appointments for new commissioners now begin six months following the certification and swearing-in of newly elected Councilmembers, typically on the second Tuesday of the month, unless impacted by special elections or circumstances.
2. Terms of Service – Adjustments were made to better align appointments with alternating election cycles and to create a staggered appointment structure.
Additionally, for commissions and boards composed of five City Council–appointed positions (Equestrian, Parks and Recreation, Planning, Public Safety, and Senior Citizen Commissions), each Councilmember nominates an individual to serve.
Another new component of the overhaul was the establishment of non-voting Youth Commissioner seats. These positions are open to student residents of San Dimas between the ages of 16 and 21, serving one-year terms. Selection is handled by City staff in collaboration with local schools.

DISCUSSION/ANALYSIS
Unscheduled Vacancy – Parks and Recreation Commission
In May 2025, Commissioner Jesse Ash notified the City of his resignation from the Parks and Recreation Commission. Commissioner Ash had been appointed by the Mayor. With this resignation, staff is requesting City Council approval to advertise to fill this unexpired 1st Term.
The next scheduled meeting of the Commission is September 16, 2025.
Appointment of Youth Commissioner
On August 12, 2025, the City Clerk, Parks and Recreation Manager, and Parks and Recreation Supervisor interviewed Maya Yassine, a resident and junior at Glendora High School. Maya was approved for appointment as the non-voting Youth Commissioner on the Parks and Recreation Commission. She has demonstrated qualities of leadership, civic engagement, and community involvement that reflect the intent behind establishing Youth Commissioner positions.
Her appointment provides young residents of San Dimas an opportunity to participate in local government and develop leadership experience, while also strengthening collaboration between the City and its schools.
ALTERNATIVES
The City Council may choose not to approve the request to advertise the vacancy at this time.
Should Council take this course of action, the Parks and Recreation Commission will continue to operate with one fewer member until a later date when the vacancy is addressed. This may limit representation and the ability of the Commission to achieve full participation and balanced discussion on agenda items.
Council may also choose to defer or modify the recognition of the Youth Commissioner appointment. While this action would not prevent the Youth Commissioner from serving in the role, it may delay the formal acknowledgment of her contribution and the intent of the Youth Commissioner program established in the BCC policy overhaul.
ENVIRONMENTAL REVIEW
Pursuant to CEQA guidelines Section 15061 (b)(3), CEQA does not apply to this item because there is no potential for causing a significant effect on the environment. Therefore, no additional environmental review is needed at this time.
Respectfully submitted,
Debra Black
City Clerk

Agenda Item Staff Report
To: Honorable Mayor and Members of City Council
For the Meeting of August 26, 2025
From: Brad McKinney, City Manager
Prepared by: Scott Wasserman, Director of Parks & Recreation Subject: Proposal for Regulatory Signage and Dog Waste Stations on City Trails ____________________________________________________________________________
SUMMARY
The City Council requested information pertaining to the potential purchase and installation of regulatory signs and dog waste stations on City trails.
RECOMMENDATION
City staff recommends the City Council receive the report and provide direction to staff as appropriate.
GOVERNMENT CODE §84308 APPLIES:
https://leginfo.legislature.ca.gov
No
FISCAL IMPACT
The fiscal impact is dependent on City Council action.
BACKGROUND
At the July 22, 2025, City Council meeting, the City Council requested information from the Parks and Recreation Department regarding regulatory signage addressing dog waste and the potential installation of dog waste stations on the multi-use trails throughout the City.
DISCUSSION/ANALYSIS
The City maintains approximately thirteen miles of multiuse trails throughout the city and park system. These trails are used by multitudes of people on a daily basis as they provide recreational space for pedestrians, cyclists and equestrians.
Proposal for Regulatory Signage and Dog Waste Stations on City Trails Page 2 For the Meeting of August 26, 2025
A portion of these trails are located within the City’s park system. The trails within a park are governed by Section 13 of the San Dimas Municipal Code, as it provides rules and regulations pertaining to public parks and facilities. Trail access at each park is posted with regulatory signs that specifically state that dog waste must be removed by the owner (SDMC 13.16.420F).
The remaining multiuse trails that are not in City parks are curb-adjacent on various arterial streets throughout the City, such as Foothill Boulevard and Via Verde Drive. These trails are also bound by white rail fencing and accommodate pedestrians, bicyclists and equestrians. These trails are governed by Section 6 of the San Dimas Municipal Code. Trail use is enforced in the same manner as regulations for City sidewalks. Currently, no signage is posted on City trails citing the requirements of Section 6.04.070 of the SDMC, which requires dog owners to remove defecation from their pets. Similarly, the trails are not equipped with dog waste stations. Listed below is the associated cost to purchase and install dog waste stations and regulatory signage for the multiuse trails.
Item Installation Cost
Dog Waste Station – 15 Installed $5,250
Annual cost for bags $9,000
Servicing by Nieves (15 stations/3 times per week) $23,400 Total Initial Cost $37,650
25 Dog Waste regulatory signs (12”x18”) with posts $3,500 The servicing cost of $23,400 to enable the City’s landscape contractor to service the dog waste stations would require an addendum to the City’s current Landscape Maintenance contract with Nieves Landscape and a corresponding supplemental budget appropriation. This expense would become an annual cost that could potentially escalate each fiscal year. The 15 dog waste stations (approximately 1 per mile) and the 25 regulatory signs (approximately two signs every mile) would be installed intermittently along the trails.
ALTERNATIVES
The City Council may wish to consider the following four options:
Option 1 (0$) -Maintain the trails in their current state with no regulatory signs and no dog waste stations
Option 2 ($3,500) -Install regulatory signs but no dog waste stations Option 3 ($37,650) -Install dog waste stations but no regulatory signs Option 4 ($41,150) -Install both regulatory signs and dog waste stations
ENVIRONMENTAL REVIEW
Pursuant to CEQA guidelines Section 15061 (b)(3), CEQA does not apply to this item because there is no potential for causing a significant effect on the environment. Therefore, no additional environmental review is needed at this time.
