Agenda Item Staff Report
To: Honorable Mayor and Members of City Council
For the Meeting of November 12, 2025
From: Brad McKinney, City Manager
Prepared by: Scott Wasserman, Director of Parks & Recreation Subject: Approve Capital Improvement Projects at the San Dimas Canyon Golf Course with a Total Cost of $916,283
____________________________________________________________________________
SUMMARY
The City’s Golf Course Advisory Committee recommends that the City Council approve expenditures of $916,283 to complete ten (10) capital improvement projects at the San Dimas Canyon Golf Course. Funding for the projects will be drawn from the Green Fee Capital Improvement Fund, which currently has a balance of $1,576,818. If approved, this will leave a remaining balance of $660,535.
RECOMMENDATION
Staff recommends that the City Council:
1. Approve expenditures of $916,283 to complete ten (10) capital improvement projects at the San Dimas Canyon Golf Course that are recommended by the Golf Course Advisory Committee; and
2. Approve a budget amendment to transfer $916,283 from the Green Fee Capital Improvement Fund to the Golf Course Expenditure Account 053.4410.041.003 to pay for the recommended improvement projects.

FISCAL IMPACT
Approve Annual Capital Improvement Projects at the San Dimas Golf Course Page 2 For the Meeting of November 12, 2025
The Green Fee Capital Improvement Fund currently retains a balance of $1,576,818. Funds are placed into this account monthly by the City’s Lease Operator, American Golf, and reflect 10% of monthly gross green fees that are collected at the San Dimas Canyon Golf Course pursuant to the terms of the Lease Agreement with American Golf. The Green Fee Capital Improvement Fund is maintained and audited monthly by the City‘s Finance Division. If the City Council approves all capital improvement projects that are recommended by the Golf Course Advisory Committee in the amount of $916,283, the Green Fee Capital Improvement Fund will retain a balance of $660,535.
The City disburses funds from the Green Fee Capital Improvement Fund to American Golf upon the completion of individual projects. Disbursements to American Golf will require a budget amendment to transfer $916,283 from the Green Fee Capital Improvement Fund to Expenditure Account 053.4410.041.003 to make the funds available for disbursement to American Golf.
BACKGROUND
Creation of Golf Course Advisory Committee
The City Council of the City of San Dimas approved Resolution No. 85-110 on December 19th, 1985, establishing the Golf Course Advisory Committee. Per Section 2A of Resolution 85-110, the Golf Course Advisory Committee acts in an advisory capacity to the City Council in all matters pertaining to the San Dimas Municipal Golf Course.
The City Council of the City of San Dimas subsequently approved Resolution No. 05-02 to amend Section 3.B of Resolution No. 85-110 to clarify that that members of the Golf Course Advisory Committee shall include:
• Two (2) members of the City Council of the City of San Dimas; • One (1) member of the City of La Verne City Council; and • Two (2) members of the public appointed by the City Council of the City of San Dimas.
Current members of the Golf Course Advisory Committee include Mayor Emmett Badar and Councilmember Ryan Vienna from the City of San Dimas; La Verne City Councilmember Rick Crosby; and public members Timothy Hughes and Don Green who were both appointed by the San Dimas City Council.
Creation of Green Fee Capital Improvement Fund
Section 6.1.2 of the Lease Agreement with American Golf states that on a monthly basis, American Golf shall deposit an amount equal to ten percent (10%) of the gross green fees for the Golf Course reportable by Lessee during the preceding month. All accumulated amounts in the Green Fee Capital Improvement Fund shall be spent toward Lessee’s completion of approved capital improvement projects.
Per Section 6.1.2 of the Lease Agreement, American Golf must submit to the City for approval a detailed list of proposed capital improvement projects for completion in the subsequent year. The Golf Course Advisory Committee reviews the list and recommends projects for funding to the San Dimas City Council. The San Dimas City Council is responsible for approving expenditures for projects that are recommended by the Golf Course Advisory Committee.

Background on American Golf as Lease Operator
The City entered into a 25-year Lease Agreement with Jim Colbert Golf, Inc. on December 11, 1985, to manage the San Dimas Golf Course.
In 2007, the Lease Agreement was amended by Amendment 2 to revise the term to a period ending December 31, 2016, and to acknowledge American Golf Corporation succeeding by operation of law to all of the interests of the original Lessee (i.e. Jim Colber Golf, Inc.).
The Lease Agreement was further amended by Amendment 3 on October 26, 2010, to provide American Golf Corporation with three 5-year option terms with the first option term starting on January 1, 2017, and the expiration of the third 5-year option ending December 31, 2031.
The City and American Golf continue to operate based on the terms of the Lease Agreement that dates back to 1985. Staff is in the process of negotiating the terms of an updated Lease Agreement with American Golf, which will ultimately be considered by the City Council at a future date.
During the process of reviewing the Lease Agreement for these negotiations and related documents that date back to 1985, staff discovered that some of the original terms have not been followed. These terms contemplate the San Dimas City Council‘s annual approval of recommendations made by the Golf Course Advisory Committee that relate to the funding of capital improvement projects. Specifically, staff did not seek the City Council’s approval to complete capital improvement projects that were recommended by the Golf Course Advisory Committee in 2024 and 2025. As a result, some projects that were recommended for funding by the Golf Course Advisory Committee in Fiscal Years 2024-25 and 2025-26 have already been completed by American Golf prior to staff seeking City Council approval. These projects are summarized in the table below.
Approve Annual Capital Improvement Projects at the San Dimas Golf Course Page 4 For the Meeting of November 12, 2025
Staff is seeking City Council approval of the four (4) capital improvement projects that were recommended for funding in Fiscal Year 2024-25 and the six (6) projects recommended for funding in Fiscal Year 2025-26. Moving forward, staff will seek City Council approval annually for all capital improvement projects that are recommended by the Golf Course Advisory Committee for funding.
DISCUSSION/ANALYSIS
Capital improvement projects and funding levels recommended for the City Council’s approval by the Golf Course Advisory Committee include:
1. $68,000 – Replacing150 Irrigation Valves throughout the Course
2. $28,000 – Clubhouse Signage
3. $20,000 – Purchase of Replica Model T Golf Cart for VIPs and Special Events
4. $40,000 – Decorative Tree Wrapping at Clubhouse Entrance (lights)

6. $67,800 – Add Safety Netting Near Hole #9 to Protect Nearby Homes
7. $150,000 – Design of Oak Tree Venue to Support Restaurant Service and Special Events
8. $40,000 – Decorative Tree Wrapping for Oak Tree Venue
9. $178,483 – Replacing the on-course restroom and septic tank with a modern restroom facility and connecting to the sewer. This project also includes the payment of sewer connection fees ($22,290), sewer connection annexation fees ($18,350) and a Sewer Connection Other Agency Service Agreement (OASA) with the Local Agency Formation Commission (LAFCO) ($5,843).
10.$277,000 – Development of ceremony Site adjacent to the Clubhouse to support special events and weddings. The Ceremony Site includes the design and installation of shade sails, decorative lighting and a foot path that is compliant with the Americans with Disabilities Act (ADA).
The total of all projects is $916,283.
ALTERNATIVES
The City Council could decide to approve expenditures to complete certain recommended projects, all recommended projects or not to approve expenditures for any of the recommended projects.

To: Honorable Mayor and Members of City Council
For the Meeting of November 12, 2025
From: Brad McKinney, City Manager
Prepared by: Genevieve Amaro, Management Aide
Subject: Approve and Authorize the City Manager to Execute a Bus Stop Enhancement Program (BSEP) Funds Agreement with Foothill Transit; Approve and Authorize the Appropriation of $40,000 Upon Receipt of the Grant Revenue Funds.
____________________________________________________________________________
SUMMARY
In September 2025, Foothill Transit approved the City’s application for a grant in the amount of $40,000 in Bus Stop Enhancements Program funds to improve two bus stops on Bonita Avenue at Walnut Avenue. In order to receive these funds, the City must enter into an Agreement with Foothill Transit. This item authorizes entering into the appropriate agreement with Foothill Transit and to make the appropriate budget appropriation to recognize receipt of the grant revenue.
RECOMMENDATION
Staff recommends that the City Council:
1. Authorize the City Manager, or his designee, to execute the Bus Stop Enhancement Program Agreement with Foothill Transit in a form approved by the City Attorney, and
2. Authorize the appropriation of revenue in the amount of $40,000 when the grant revenue is received.
GOVERNMENT CODE §84308 APPLIES:

FISCAL IMPACT
Authorize the City Manager to execute Bus Stop Enhancement Program (BSEP) Funds Agreement with Foothill Transit ad Appropriate the Grant Revenue Upon Receipt Page 2 For the Meeting of November 12, 2025
If the City elects to enter into an agreement with Foothill Transit, the City would receive $40,000 in Bus Stop Enhancement Program (BSEP) grant funding available for the installation of two new bus shelters with seats, and solar lighting along Bonita Avenue at Walnut Avenue. This grant does not require a City match and would offset the majority of the total project cost. Based on current quotes received, the total estimated cost is $45,446.12, which includes $25,200 for two shelters, seats, and solar lighting, $11,746.12 for concrete pad installation, and approximately $8,500.00 for removal of existing shelters and installation of new ones. The estimated amount over the grant money would be funded through Proposition A funds (Fund 72), which are restricted for use for transit purposes and are already budgeted for Bus Stop Maintenance in the Fiscal Year 2025- 2026 budget.
The City maintains 35 bus stops and receives funds through Proposition A for the maintenance costs. The federal bus stop standard changed in spring 2024 requiring the City to schedule upgrades for all bus stops. The grant money would help offset some of these costs which are otherwise entirely funded from the City’s share of Proposition A funds.
It should also be noted that the City previously utilized BSEP grant funding in March 2022 to successfully upgrade bus shelters along Foothill Boulevard and San Dimas Canyon Road, improving transit amenities for riders. The new shelter has reduced maintenance requirements and code compliance activities at these stops. Acceptance of the current BSEP grant would allow the City to continue these ongoing systemwide improvements with less impact to local transit funds.
BACKGROUND
On July 31, 2025, the City of San Dimas Public Works Department applied for a Bus Stop Enhancement Program (BSEP) grant with Foothill Transit. This marks the second time the City has applied for and been awarded funding through this grant program. Foothill Transit approved the 2025 application and is willing to award the City $40,000 to upgrade two existing bus stops on Bonita Avenue at Walnut Avenue. To receive these funds, the City must enter into an Agreement with Foothill Transit. The two proposed bus stop locations can be found in this report (Attachment 1).
DISCUSSION/ANALYSIS
The Bus Stop Enhancement Program (BSEP) was developed to enrich customers experience when riding Foothill Transit.
In order to receive BSEP funds, the City must execute the attached agreement and adhere to the scope of work outlined in the agreement (Attachment 2). The scope of work outlined in the agreement requires the City to provide the following information to Foothill Transit. • Submit and complete approved designs and construction drawings of bus stop enhancements by agreed date;
• Provide monthly update reports on enhancements by fifth day of every month once construction begins;
• Submit invoices for reimbursement within 30 days of completion; • Operations & Maintenance Plan;
• Post-Construction Monitoring; and
• Submit Work Schedule and Completion Date.
Authorize the City Manager to execute Bus Stop Enhancement Program (BSEP) Funds Agreement with Foothill Transit ad Appropriate the Grant Revenue Upon Receipt Page 3 For the Meeting of November 12, 2025
Staff has identified the bus stops located on Bonita Avenue at Walnut Avenue (westbound and eastbound Bonita Avenue respectively) as priorities in need of upgrading and included them in the grant request. Both locations have existing wooden bus shelters which are aging poorly. Staff proposes to remove the existing wooden shelters and replace them with a prefabricated metal shelter, seating, and solar lighting. The cost for each location is estimated to be approximately $22,723.
ALTERNATIVES
The City Council may elect not to enter into an Agreement with Foothill Transit, thereby forgoing the grant award. The City would be required to use Proposition A funds (Fund 72) for required upgrades of the bus stops.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this item is statutorily exempt pursuant to CEQA Guidelines section 15262. The discussion of grant acceptance will not have an impact on the environment.

This Agreement is effective as of the Effective Date and will terminate on one (1) year from the completion of the Enhancements(the "Termination Date"), unless terminated earlier, as provided herein, or extended by written approval from Foothill Transit.
Section 3. Construction of Enhancements
1. Grantee agrees to provide Foothill Transit approved record design and construction drawings (“Record Drawings”) of the Enhancements no later than _________________ (the “Record Drawings Date”) for Foothill Transit’s approval. If the Record Drawings are not provided by the Record Drawings Date, this Agreement shall terminate and be of no further force or effect. The Record Drawings Date may be extended with Foothill Transit’s prior written approval.
2. Grantee agrees to complete the Enhancements in accordance with the Record Drawings to Foothill Transit’s satisfaction within ______________ weeks of the Record Drawings Date (the “Substantial Completion Date”). If the Enhancements are not substantially completed by the Substantial Completion Date, Foothill Transit, in its sole discretion, may terminate this Agreement. Upon such termination, the Agreement shall be of no further force and effect and Foothill Transit shall have no obligation to reimburse Grantee for any funds expended by Grantee. For purposes of this Agreement, the phrase “substantial completion” means the stage in the progress of the Enhancements when the work on the Enhancements is sufficiently complete such that Grantee could, if necessary, occupy and utilize the Enhancements for their intended use.
3. Grantee shall be solely responsible for furnishing all supplies, equipment, installation, and labor required for the Enhancements.
4. Grantee shall design and construct the Enhancements in accordance with all applicable standards, codes, and regulations. Grantee shall ensure that all bus stops meet the applicable Accessibility Guidelines for Transportation Facilities set out as Appendices B and D to 36 C.F.R. Part 1191 (formerly Appendix A to 49 C.F.R. Part 37). As applicable, Grantee shall comply with, and shall cause its contractors and subcontractors to comply with, all applicable provisions of Division 2, Part 7, Chapter 1 (commencing with Section 1720) of the California Labor Code relating to public works and Section 6109 of the California Public Contract Code.
Section 4. Grant Amount and Requirements; Reimbursement
1. Foothill Transit will allocate to Grantee funds from the Bus Stop Enhancement Program in the amount of $40,000.00 (the “Grant Amount”).
2. Grantee is obligated to contribute all funding beyond the Grant Amount that may be required to design and construct the Enhancements.
3. In consideration for Foothill Transit's payment to Grantee of the Grant Amount, Grantee shall use the Grant Funds and the Local Match to design and construct the Enhancements as described in Grantee’s Application. If Grantee estimates that it will have Grant Funds remaining after completion of the Enhancements, Grantee shall report this to Foothill Transit on or before the sixtieth (60th) day prior to the Termination Date. Any Grant Funds not utilized by the Termination Date of this Agreement are

5. Reimbursement.
a. The Grant Amount shall be provided to Grantee on a reimbursement basis for funds actually expended by Grantee for the Enhancements shown on the approved Record Drawings. Grantee shall not be entitled to reimbursement for any Enhancements or other work not reflected on the approved Record Drawings. b. Grantee shall submit to Foothill Transit its invoice requesting reimbursement, together with a detailed itemization of costs incurred for which reimbursement is sought, within thirty (30) days of the completion of the Enhancements. c. Foothill Transit shall reimburse Grantee for all costs Foothill Transit determines to be reimbursable, in an amount not to exceed the Grant Amount, within sixty (60) days of receipt of Grantee’s invoice.
d. Foothill Transit’s responsibility for payment is limited to reimbursement of the Grant Amount. Grantee will act as an independent contractor and assumes all responsibility for federal and state income tax withholding, FICA, SDI, and any other deductions from income that Grantee is properly required to make as an independent contractor. Grantee assumes all responsibility for payment of wages to its employees and for federal and state income tax withholding. Grantee hereby agrees to indemnify and hold Foothill Transit, its officers and employees, harmless from any and all claims that may be made against Foothill Transit based upon any contention by any employee of Grantee or by any third party including but not limited to any state or federal agency, that an employer-employee relationship or a substitute therefore exists for any purpose whatsoever by reason of this Agreement or by reason of the nature and/or performance of any obligation under this Agreement.
Section 5. Monthly Reporting
Grantee shall submit monthly update reports to Foothill Transit concerning the status of the Enhancements. The Grantee’s monthly reports shall be submitted no later than the fifth (5th) business day of each month. DISCUSSION/ANALYSIS
It is the policy of the City of San Dimas to invest public funds in a manner that will provide an optimal combination of security and investment return while meeting the daily cash flow demands of the City and conforming to all State and local statutes governing the investment of public funds.
The priority objectives of the City’s investment activities are as follows: Safety, liquidity and returns.
The City’s investment portfolio as of October 31, 2025 maintained liquid cash in the amount of $14,001,211.45 held between BMO Harris, the City and LAIF and the CALTRUST Liquidity Fund which amounts to just over 18% of the portfolio to provide the cash flow necessary for City

payroll and operating expenditures as well as large capital project expenses and unforeseen emergencies that may come up throughout the year. The following chart displays the total investments and weighted average yield per investment category:
The City’s Banking Services Provider BMO Harris provides a fully collateralized checking account whose funds are used to make cash payments for City payroll and operational expenses. The City performs daily bank reconciliations to assure adequate cash is held in the checking account for upcoming expenditures. Cash held in the account earns income credits that accumulate at a rate of .75% which offsets banking service charges that are charged each quarter to the city. As of June 10, 2024, the City opened a collateralized money market account, BMO Harris.
Petty Cash is held at City facilities for cashiering purposes and to reimburse small dollar expenditures between $0.01 and $50.00.
The Local Agency Investment Fund (LAIF) is considered a Local Agency Investment Pool and acts much like a money market account. Funds can be deposited and withdrawn without penalty.
The pool invests funds in short-term securities and can produce returns at rates like money markets but is considered more secure.
CALTRUST is a public agency that provides investment funds that are liquid, short term, and medium term. The assets held by CALTRUST are managed by State Street Global Advisors.
Since the City first invested with CALTRUST in August of 2010, buying into the Medium-Term Fund. The City has made various contributions throughout the years as well as reinvested any accumulated interest earnings throughout the life of the fund.
In total, the weighted average cost of investing in CALTRUST is $9.99. Currently due to increasing interest rates driving market rates down for assets already held, the share price of the fund as of October 31, 2025, was $9.91. Until interest rates decline to the point that share price

would increase to $9.99 or above, the City would be recognizing a loss on sale. However, the City could pull out funds at any time if liquidity needs arose.
The City Treasurer also utilizes Brokers to purchase investment securities such as Government Sponsored Enterprises (Agency Bonds), Corporate Bonds, U.S. Treasuries and Negotiable CD’s.
As investments get purchased a broker money marker will be used for the transition time between investments maturing and becoming available cash for reinvestments.
The investment policy and California Government Code Section 53600.3 allows the City to invest 30% of its portfolio in Certificates of Deposit and 20% of its portfolio in Corporate Bonds through Brokers. U.S. Treasuries and Government Sponsored Enterprises (Agency Bonds) have no investment limits; however, it is considered a best practice not to invest more than 5% in a single Government Sponsored Enterprises.
The following is a breakdown of the total invested in each type of investment along with its percentage of the portfolio:
Additionally, per the Investment Policy, the City has an established maturity matrix with the investment ranges as follows:
The city’s current investment maturity range is as follows:
The weighted average maturity for all City investments is 1.77 years, short term investments with maturity within six months continues to draw higher yields, however longer-term yields have been increasing making investing in longer term assets more appealing.

To: Honorable Mayor and Members of City Council
For the Meeting of November 12, 2025
From: Brad McKinney, City Manager
Prepared by: Scott Wasserman, Director of Parks & Recreation Subject: Award a Contract to Waterline Technologies, Inc. for the Replacement of Swim Blocks at the Recreation Center in the Amount of $71,350.45; approve a total project budget of $78,485.45 which includes a 10% Contingency of $7,135; and Authorize the City Manager to Negotiate and Execute a Contract in a Form Approved by the City Attorney.
____________________________________________________________________________
SUMMARY
Award a contract in the amount of $71,350.45 to Waterline Technologies, Inc., for the purchase and installation of eight (8) swim blocks at the City’s competition swimming pool at the Recreation Center. The swim blocks are required equipment for swim meets held at the facility by the Bonita Unified School District Swim Team and are used on a regular basis by City staff for swim lessons and by a rental group called San Dimas Aquatics. The total project budget is $78,485.45, which includes a 10% contingency of $7,135. The Bonita Unified School District will pay half of the cost of the contract amount of $71,350.45, or $35,675.
RECOMMENDATION
Staff recommends the City Council:
1. Approve the purchase and installation of eight swim blocks for a total project cost of $78,485.45; and
2. Authorize the City Manager to negotiate and execute a contract in the amount of $71,350.45 with Waterline Technologies, Inc. for the purchase and installation of eight (8) swim blocks at the competition pool located at the City’s Recreation Center in a form approved of by the City Attorney.

FISCAL IMPACT
The total project budget of $78,485.45 will include the purchase of eight swim blocks for $40,560.64, installation for $26,490, taxes in the amount of $4,299.81 and a 10% contingency of $7,135.
The Bonita Unified School District has agreed to pay for half the cost of the contract to purchase and install the swim blocks, which is $35,675, plus half of any required contingency. The balance will be drawn from the Recreation Center Improvement Account which retains a balance of $273,331. Additional budget allocations are not needed to complete this project. If approved, the recommended action will leave a balance of approximately $234,088.50 in this account.
BACKGROUND
Swim blocks (also called starting blocks) are a requirement of USA Swimming for facilities that host sanctioned swim meets. The swim blocks are used by the San Dimas High School Swim Team for swim meets that take place between February and December of each year at the Recreation Center. The swim blocks are also used by City staff to teach swim lessons and by a rental group called San Dimas Aquatics. This year, pool rentals by San Dimas Aquatics are expected to generate approximately $80,000 in revenue. Similarly, the BUSD's annual pool rentals are anticipated to generate revenue of $141,925 in the current fiscal year. As previously stated, the Bonita Unified School District has offered to pay half the cost of the contract to purchase and install the swim blocks. The BUSD’s contribution toward the completion of the project will be $35,675.
The swim blocks that were recently removed were installed in 2006. The swim blocks were removed because they became hazardous for use. The surface of all eight swim blocks had become worn and slick, and the swim blocks became loose and unstable in the concrete.
DISCUSSION/ANALYSIS
The use of swim blocks at the competition pool is considered standard equipment and their replacement is a matter of routine maintenance. USA Swimming, the sanctioning body for swim meets, requires the use of swim blocks to ensure fair competition and transparency within the sport. As the cost to purchase and install the swim blocks exceeds the signing authority of the City Manager, staff has agendized the proposed expenditure for the City Council’s approval.
The installation of the swim blocks includes:
• Removal of existing concrete with a jackhammer
• Disposal of broken concrete
• The rental of heavy equipment and a dumpster
• Anchoring each platform beneath the concrete per the manufacturer’s specifications • Pouring and replacing the concrete
Swim blocks are not available for purchase at typical backyard swimming pool supply stores and are generally sold and installed by specialty vendors. City staff reached out to three vendors to provide estimates to provide and install swim blocks for the competition pool and received one bid as follows:

If approved, there is a lead time of 8 weeks to receive the swim blocks. Installation is expected to last approximately 2 weeks once construction begins. It will be necessary to close the competition pool for the duration of construction
ALTERNATIVES
The City Council could decide not to replace the swim blocks. In this case, the San Dimas High School Swim Team would not have swim blocks available to practice and could not host swim meets at the facility. Additionally, City staff could not teach some skills during swim lessons and San Dimas Aquatics could potentially decide to stop renting the competition pool for regular use if they feel that the facility no longer meets their needs. The loss of San Dimas Aquatics could jeopardize approximately $80,000 in annual revenue that is generated by the group’s use of the facility throughout the year.
ENVIRONMENTAL REVIEW
