Study Session
Agenda Item Staff Report
To: Honorable Mayor and Members of City Council
For the Meeting of April 28, 2026
From: Brad McKinney, City Manager
Prepared by: Michael O'Brien, Director of Administrative Services Subject: Presentation of the Fiscal Year 2026-27 Draft Budget ____________________________________________________________________________

SUMMARY
This is an overview of the preliminary Fiscal Year 2026-27 Operating and Capital Improvement Program Budget

RECOMMENDATION
Staff recommends the City Council:
• Review the draft Fiscal Year 2026-27 Operating and Capital Improvement Program Budget, provide comments and recommendations to facilitate the completion and proposal of a final budget for adoption at a future meeting.

GOVERNMENT CODE §84308 APPLIES:
https://leginfo.legislature.ca.gov
No

FISCAL IMPACT
The draft budget proposes an expenditure budget of $58,289,937 across all governmental funds.

The General Fund is projected to generate revenues and transfers in the amount of $35,053,408 with expenditures and transfers totaling $34,818,389, of which $1,600,000 is a transfer to fund 100 for future asset replacement needs.

This would result in a surplus to the General Fund unassigned fund balance totaling $235,019.

The total Assigned General Fund balances which includes fund 70 (New Equipment Reserve) and fund 100 (Capital Asset Replacement Fund) are projected to increase by $1,242,760 as the

transfer into the Capital Asset Replacement fund is greater than the budgeted expenditures in the new equipment reserve and the Capital Asset Replacement fund.

The Unassigned General Fund Balance is projected to be $20,414,124 which would equate to a 62% reserve.

In total, the General Fund Balance for Unassigned and Assigned Fund balances will total $44,130,880 which equates to a reserve of 133% compared to operating expenditures totaling $33,218,389.

The fund balances across all funds would be decreased by ($5,855,772) as major capital projects are completed, many of which utilize funds that will otherwise lapse if not spent. Those lapsing funds are specific to the Metro funds 072,073,074,076. The projected fund ending balance across all Governmental funds is projected to end the 2026-2027 fiscal year with a total of $61,928,452.

The chart below illustrates the changes in the various General Fund Reserve categories from the 2022-23 fiscal year through the proposed 2026-2027 fiscal year.

BACKGROUND
The budget process begins in January of each year with a kickoff meeting with executive staff to discuss the budget process, expectations and City Council priorities.

Each department compiles figures for each account they are in charge of and submits detailed line items describing what makes up their expenditure and revenue totals for each line item. Staff -

also submits new request forms for any new operations, capital asset purchases or capital projects they wish to be included in the upcoming fiscal year budget.

Each department meets with Administrative staff to review their budgets for accuracy and to understand their operations needs before meeting with the City Manager and Assistant City Manager to determine what will be included in a draft presentation to City Council and the public.

The prior year budget projected that we would end the 2025-26 fiscal year with a total unassigned and assigned General Fund balance of $39,392,141. The proposed 2026-2027 fiscal year budget estimates that we will end the 2025-2026 fiscal year with $42,653,100. The increase is mainly due to the ending the 2024-2025 fiscal year in a much more favorable position than was estimated. Additionally, the 2025-2026 fiscal year is estimated to have a deficit due to use of reserves for an additional PERS contribution of $1,000,000 and transfers totaling $1,000,000 to the Infrastructure and New Equipment reserves. The reserves were significantly increased from the 2024-2025 fiscal year surplus, which funded the above purposes and covered carryover expenditures from the 2024-2025 fiscal year. Considering the use of reserves, carryovers and the budgeted 2025-2026 deficit, the reduction in fund balance could have been as high as $3,800,000. However, expenditure savings and additional tax and permit revenues have reduced the projection to $1,989,532.

DISCUSSION/ANALYSIS
While staff has not proposed any additions to current service levels, a number of significant increases will occur due to increases in costs for professional and contract services, insurance coverage, retirement obligations and software programs. Below are examples of increases incorporated in the draft budget that affect the General Fund:
• 2.3% increase for public safety deputies.
• 1.5% increase to the public safety liability trust fund. • $300,703 increase in the unfunded liability contribution to CALPERS. • $249,444 increase in insurance costs.
• 3.4% March to March CPI increase for professional and contract services such as landscaping and custodial services.
• 3.4% increase in employee salaries and the corresponding increase to employee benefit costs.

A 3.4% CPI increase for permits, business licenses, the landscape parcel tax and Assessment District will be requested for approval by the Council later this year. CPI increases were considered in the proposed budget.

The main reason for the projected surplus in the proposed budget after multiple years of deficit budgets is due to a significant repayment towards former redevelopment loans outstanding from the Department of Finance. This repayment created an increase in the projected interest revenues for the 2025-2026 fiscal year budget.

Additionally, major developments scheduled to begin construction in the 2026-27 fiscal year are projected to generate significant increases in permit revenues.

Page 5 ends

Discuss the Fiscal Year 2026-27 Draft Budget Presentation Page 4 For the Meeting of April 28, 2026
That one-time revenue boost should be enough to lift revenues over expenditures, creating a surplus for the 2026-2027 fiscal year.

The proposed budget allocates funding for investment in capital improvements and capital asset purchases that include the following:

Bonita Avenue $3,400,000
Badillo Road Rehabilitation & Signal Upgrade $1,715,000 Street Rehabilitation Terryglen Lane $1,000,000
Street Rehabilitation Avenida Verde Vista $1,000,000
Ladera Serra Upgrades $75,000
Re-pavement Dalepark and Cataract Ave. $500,000
City Yard Upgrades $200,000
Bus Route Striping $100,000
Foothill Blvd. Design $150,000
San Dimas Loop $94,000
Replacement Chipper and Trailer $115,000
Horse Stall Replacements $65,000
Ladera Serra Fence Restoration $141,240
Total Cost of Listed Projects $8,555,240
Lastly, the following commissions provided input on budget priorities.

1. Equestrian Commission – At its meeting of March 3, 2026, the Equestrian Commission expressed a budget priority for FY 2026-27 to increase enforcement of e-bikes and off leash dogs in City parks and trails.

2. Senior Commission – At its meeting of March 5, 2026, the Senior Commission expressed a budget priority to increase funding to the YWCA to pay for a “grab and go” food service that was previously offered to seniors since 2020 as part of the City’s Senior Nutrition Program. However, the grab and go food service has been discontinued by the YWCA and is no longer offered.

For clarification, the City contracts with the YWCA to provide daily hot meals, which the YWCA continues to provide without issue. The City never paid for the grab and go service, which was provided by the YWCA free of charge due to the COVID Pandemic (approximately since 2020).

As the YWCA has discontinued providing grab and go food for various cities, it is not an option for the City of San Dimas to pay to continue the grab and go service.

3. Public Safety Commission – At its regular meeting on March 17, 2026, the Public Safety Commission identified a budget priority for FY 2026-27 to add three Flock Safety Automated License Plate Reader (ALPR) cameras at priority locations identified by the Los Angeles County Sheriff’s Department. The initial first-year cost would be $13,450, with an ongoing annual cost of approximately $13,000 for these additional cameras. The Commission is unanimously recommending that these ALPR cameras be included in the FY 2026-27 budget.

4. Parks and Recreation Commission – At its meeting on March 31, 2026, the Parks and Recreation Commission articulated a budget priority to continue to expand the community forest. (A City Council study session on this topic is currently scheduled for May 12, 2026).

ALTERNATIVES

1. Accept draft budget as is and instruct staff to move forward for adoption at a future meeting.

2. Direct staff to adjust the proposed budget, either increasing or decreasing it, and identify which programs should reflect those changes.

ENVIRONMENTAL REVIEW
Pursuant to CEQA guidelines Section 15061 (b)(3), CEQA does not apply to this item because there is no potential for causing a significant effect on the environment. Therefore, no additional environmental review is needed at this time.

Respectfully submitted,

CITY OF SAN DIMAS
13 1. Equestrian Commission – At its meeting of March 3, 2026, the Equestrian Commission expressed a budget priority for FY 26-27 to increase enforcement of e-bikes and off leash dogs in City parks and trails.

The City never paid for the grab and go service, which was provided by the YWCA free of charge since COVID (approximately since 2020).

4. Parks and Recreation Commission – At its meeting of March 31, 2026, the P&R Commission articulated a budget priority to continue to expand the community forest. (A study session on this topic is currently scheduled for May 18, 2026).
