Call to Order: 6: 03 PM
CONSENT ITEMS COMMENTS/ RECOMMENDATIONS
1. Receive Report and Discuss the The Council discussed the management and Management of the Community Forest expansion of San Dimas' urban forest. It was noted by a member of the public that the
city' s tree planting history, includes 2, 200
trees planted from 2006 to 2014 at a rate of
200- 225 per year. The current plan aims to
plant 60 trees annually, with 30 being new.
The city maintains 8, 685 trees worth $ 40. 48
million. Challenges include resident
objections to tree planting in front yard
easements and infrastructure issues.
Proposed solutions include increasing the
budget to $ 20, 000430, 000, using Metro
funds, and creating an endowment for tree
maintenance. The council agreed to continue
the discussion at a future study session.
Council requested additional analysis and
materials for the follow- up discussion:
Provide additional analysis and
materials for that follow- up discussion,
including:
Maps and data on identified
planting opportunities ( the 43
street segments / 32 street

beams") and where vacancies
exist.
Feasibility analysis for
additional planting ( utilities,
easements, ADA, irrigation,
resident acceptance).
Exploration of areas with low
tree canopy and potential
heat island" conditions,
especially along streets like
Cypress and in neighborhoods
with fewer trees.
Budget and funding context:
Historic council budget
additions over the last
decade for urban forest
expansion versus
realized total costs.
Clarification of parcel
tax vs. general fund
subsidy and what' s
driving the deficit
contracts, water,
electricity).
Estimated watering
costs for community
trees ( coordination with
Golden State Water).
How Metro ( Gold Line)
funds for
tree/ landscape
mitigation could be
used to support
planting, rather than
drawing from the
General Fund.
Estimates of lifetime costs and
benefits per tree ( planting,
pruning, hardscape repair vs.
environmental/ health benefits).
Council also gave clear policy -leaning
direction ( for staff to plan within), even though
it was not adopted as a formal policy yet:
o not resume planting trees in
front -yard easements without resident
consent; the Council expressed broad
opposition to "forcing" trees on
unwilling property owners.
Approve Minutes of the May 12, 2026 City Council Study Session Meeting Page 3 For the Meeting of May 26, 2026
Be open to expanding the urban
forest, but in a fiscally responsible
way, prioritizing:
Locations where lifetime costs
are lower (e.g., minimal
hardscape impact).
Areas with significant canopy
gaps and higher heat impacts.
Explore creative options such as:
An endowment model to fund
lifecycle maintenance of trees.
An " adopt a tree" / " plant a
tree" program where residents
can voluntarily fund or co -fund
trees in front of their homes.
The meeting was adjourned at 7: 00 PM.
