Agenda Item Staff Report
To: Honorable Mayor and Members of City Council
For the Meeting of August 25, 2026
From: Brad McKinney, City Manager
Prepared by: Steven Farmer, Landscape Maintenance Manager Subject: Discussion on Potential Installation of New Camera Equipment in Freedom Park.
____________________________________________________________________________
SUMMARY
The City Council requested information from staff regarding the replacement of the existing security camera system that is installed across the street from Freedom Park with a security camera system that would be installed inside Freedom Park. The proposed new camera system would include one fixed camera and one adjustable camera to provide improved coverage of the facility and to enable 24-hour streaming.
RECOMMENDATION
City staff recommends that the City Council:
1. Receive the report and provide direction to staff.
GOVERNMENT CODE §84308 APPLIES:
https://leginfo.legislature.ca.gov
No
FISCAL IMPACT
The fiscal impact is dependent on City Council action. There are three options to install the proposed new camera system in Freedom Park that will include two new Verkada cameras. Each option includes the recommended installation of one fixed camera on a street pole that is located inside of Freedom Park. The camera system also proposes the installation of a second camera mounted on an 18-foot pole to provide additional aerial coverage of the facility. Each option for installation of the camera system presented by the contractor varies in cost, depending on the location that is selected to install the recommended second camera.
Potential Installation of New Camera Equipment in Freedom Park. Page 2 For the Meeting of August 25, 2026
The estimated project cost ranges from $58,856 (Option 1), $55,856 (Option 2), and $75,726 (Option 3) to install the entire camera system. Funding to complete the installation of a new camera system in Freedom Park has not been allocated and will require a supplemental budget appropriation from the new equipment fund (070) reserves which is estimated to have a $901,000 balance at the end of Fiscal Year 2026-27. The final project budget will include a 5% contingency.
Under the California Uniform Public Construction Cost Accounting Act, the City may use its own personnel, negotiated contracts, or purchase orders at or under $75,000 without going out to bid.
If the Council wished to select Option 3, the City would need to solicit informal bids unless the cost could be negotiated to an amount at or below $75,000.
BACKGROUND
Freedom Park was constructed as a joint project between the City of San Dimas and the San Dimas Heroes Foundation. The City maintains all landscaping, seating areas, irrigation systems, walking paths, the exterior of the decorative fountain and provides tree maintenance as needed.
The San Dimas Heroes Foundation is responsible for maintaining the decorative fountain in proper working order, raising and lowering flags, and performing routine cleaning of the granite monument walls.
Freedom Park is a passive use facility, highlighted by a series of monument walls surrounding an ornamental fountain. The monument walls are constructed with granite slabs engraved with the names of the men and women of San Dimas who have served honorably in our nation’s military.
The monument is a place for the City to recognize residents' duty, honor and service to our nation.
The area of the park was reduced by approximately 8,700 square feet in connection with the construction of the A Line by the Foothill Gold Line Construction Authority. The Construction Authority provided the City with two Verkada security cameras in response to the City’s concerns regarding the security of the park following the construction of the entry road and reconfiguration of the adjacent former Park and Ride parking lot.
Throughout the park’s history, it has suffered from various forms of vandalism and inappropriate behavior. To combat these actions, two security cameras were installed on a streetlight located across San Dimas Avenue in the Grove Station parking median. The performance of these cameras was satisfactory at the time of installation in 2021 and is considered inadequate by today’s technical standards. Both cameras are mounted on the same pole and provide a static view of the park from across San Dimas Avenue. Their field of view is limited to a single angle, and the quality and usefulness of video footage is compromised in the evenings, when the sun shines directly into the camaras. Moreover, the existing cameras across the street operate using cellular service and suffer from bandwidth limitations, which results in poor image quality, frozen video feeds and a limited capacity to stream. The City’s Information Systems Division reports that these cameras lost connectivity and are no longer functioning as of July 14, 2026.
Connectivity
The reconfiguration of San Dimas Avenue by the Goldline light rail construction project enabled the City to install dedicated conduits for the expansion of existing fiber optic communication lines.
The fiber optic pull box is located adjacent to the vacant CVS building on the east side of the street and can be connected to the cameras at Freedom Park. These conduits allow for a new camera system to be installed and linked directly to City Hall, negating the need for the installation
Potential Installation of New Camera Equipment in Freedom Park. Page 3 For the Meeting of August 25, 2026
of a new fiber optic communications lines to serve the cameras. Connecting the proposed camera system to the City’s fiber optic network will ensure that the cameras have the required bandwidth to stream 24 hours a day and provide quality video footage of the facility. Cellular service and WIFI connections are not reliable in this area.
On May 26, 2026, the City Council directed staff to schedule a study session regarding the Freedom Park camera system. Staff has since gathered estimated costs and requirements for relocating the cameras from across the street (on the east side of San Dimas Avenue) directly into the park.
DISCUSSION/ANALYSIS
Proposed Cameras -
City staff recommends installing two separate cameras inside of Freedom Park to provide complete coverage of the facility. Both cameras to be used for the proposed camera system were provided at no cost to the City by LA Metro and are in the City’s possession. City staff proposes installing one Verkada CD43-EMP fixed lens camera to be mounted on an existing streetlight pole that is located inside of the park to provide a fixed view that will capture the majority of the park.
A second adjustable camera would be mounted on an 18-foot pole to provide an unobstructed aerial view of the fountain and granite walls. The second camera is a Verkada CB52-E 5MP with pan, tilt, zoom capability that can be adjusted as needed.
Both Verkada cameras are of high quality and are capable of providing quality video footage up to 160 feet in the dark. Staff is proposing to hardwire both cameras to the City’s fiber optic cables to facilitate 24-hour streaming, as requested by the Heroes Foundation.
The video footage provided by the cameras will be retained in compliance with State public records requirements. The video footage may be reviewed by law enforcement as appropriate to review suspicious behavior or to identify suspects that commit crimes in the park. The camera footage from both cameras will be streamed 24 hours per day and will be publicly accessible on the City’s website. Additionally, the Sheriff’s Department will have the capability to monitor the live feed from both cameras from the San Dimas Sheriff’s Station.
Installation
City staff requested a proposal from the City's electrical contractor, Crosstown Electric, Inc. (”Crosstown”), to install the proposed camera system in Freedom Park. Crosstown provided three options that include the installation of two cameras; a fixed camera mounted on a street pole located inside the park and a second camera that is adjustable that will be mounted on an 18- foot-tall pole, inside the park.
As previously noted, all three options presented by Crossroads include the mounting of the fixed camera on the street pole but differ in the specific location and placement of the second camera.
Hence, all three options vary in cost depending on the installation requirements of the second camera. The installation requirements for the second camera are driven by the distance of this camera from the electrical cabinet that will be used to power the camera system. Camera locations that are farther from the electrical cabinet would require more trenching, hardware,
Potential Installation of New Camera Equipment in Freedom Park. Page 4 For the Meeting of August 25, 2026
conduit and labor to install and, therefore, reflect a higher installation cost. Locations that are closer to the electrical cabinet will require less labor and materials and cost less to install.
The proposal from Crosstown includes the following:
• The installation of the fixed camera on the existing light post that is located inside of Freedom Park, directly in front of the monument wall;
• The installation of a second adjustable camera on a pole to provide an aerial view of the facility;
• The installation of a waterproof cabinet to contain the supporting hardware for the camera system, and
• All required trenching, fiber optic cables, conduit and pull boxes to facilitate electrical and fiber optic connectivity.
The City identified three potential locations for the placement of the second camera as represented in the photo below.
Costs estimates for the installation of the camera system are as follows:
1. $58,856 Option 1 (Second Camera Placed on West Side of Park) This option includes the installation of a fixed camera mounted on the existing streetlight and a second adjustable camera mounted on an 18-foot pole directly behind the monument walls, in the west side of the park. The cost of installing the second,
Potential Installation of New Camera Equipment in Freedom Park. Page 5 For the Meeting of August 25, 2026
adjustable camera at this proposed location reflects the cost of trenching, laying conduit to connect the camera to the electrical cabinet, and additional fiber optic cables.
2. $53,856 Option 2 (Second Camera Placed on North Side of Park) This option includes the installation of a fixed camera mounted on the existing streetlight and a second, adjustable camera mounted on an 18-foot pole on the north side of the park, near the electrical cabinet. This option is less expensive to install because it requires less trenching, hardware and labor for installation. $75,726 Option 3 (Second Camera Placed on South Side of Park) This option includes the installation of a fixed camera mounted on the existing streetlight and a second, adjustable camera mounted on an 18-foot pole near the south side of the park. Installation of the proposed location of the second camera in the south side of the park is more expensive due to the additional trenching, hardware, and labor required for installation. This option is the first preference of the L.A County Sheriffs Department.
ALTERNATIVES
• The City Council could decide not to install a new camera system in Freedom Park and direct staff to troubleshoot the existing system. Under this scenario, the City would not have any camera coverage of the park, would not stream a live video feed of the park, and would not have video footage available for review by the Sheriff’s Department. The City would retain the two Verkada cameras that were provided by the Foothill Gold Line Construction Authority that could potentially be used to install a camera system at a new location.
ENVIRONMENTAL REVIEW

As a follow up to the City’s request, attached is an aerial image showing more detail in regards to proposed camera placement.
As John, mentioned one of the cameras shall be facing the front of the monument which shall be mounted on the existing City streetlight on the west side of San Dimas Ave north of Commercial St. This particular streetlight has a vacant conduit that runs north through a series of pullboxes and then east across San Dimas Avenue south of the tracks and then north under the tracks to where fiber optic lines are available to be spliced into near the NE corner of that railroad crossing. Unfortunately, we can’t use the existing street light power source because that street light runs oƯ the electrical pedestal and timer behind the B of A, but there is an existing electrical pedestal on the north side of the park available as a power source.
As for the second camera facing the back side, the City has 3 potential locations (Option #1, #2, #3). Please include a cost for each option. Please note that cost shall include installation of conduit & conductors, pole & foundation (pole height shall be 16’ to 18’), mounting of camera, and any other equipment needed to integrate.
Please provide quote ASAP.

Jerry,
It was nice meeting you today.
As discussed the city purchased two (2) Verkada brand surveillance camera for Freedom Park located at 271 S San Dimas Ave, San Dimas CA 91773.
Verkada CB52-E Outdoor Bullet Camera, 5MP, Zoom Lens
Verkada CD43-E Outdoor Dome Camera, 5MP, Fixed Lens
Verkada cameras utilize cloud based technology that only requires power and broadband. Recording and viewing of the footage is done through their cloud command portal.
The City desires to use the two cameras to provide surveillance on the monument located at the site.
One facing the front and the other facing the back side.
The site currently has no infrastructure in place for broadband or power source.
City explored broadband options and currently discussing the use of city owned fiber by extending it from the nearest termination box (Steve Farmer can provide more information) City is requesting a proposal and or quote to provide for install of the above cameras and providing power and broadband to the cameras.
We are looking to get this turned around quickly.
If you have any questions, please let me know.

San Dimas City Council Study Session
August 25, 2026
Security Camera System – Freedom Park
1
Background
2 • At its May 26, 2026 meeting, the City Council requested a study session to discuss the history and relocation of the Freedom Park camera system. • Freedom Park was constructed as a joint project between the City of San Dimas and the San Dimas Heroes Foundation.
• The City maintains landscaping, seating, irrigation, walking paths, tree care, and the fountain exterior.
• The Heroes Foundation maintains fountain mechanics, manages flags, and cleans the granite monument walls.
• The A Line construction by the Foothill Gold Line Construction Authority reduced the park space by approximately 8,700 sf.
• The Construction Authority provided two cameras to address security concerns from the new entry road and reconfigured Park & Ride lot. Page 19 – 31 Existing Camera System– Freedom Park
• In 2021, two cameras were installed across the street from the park on the east side of San Dimas Avenue on a streetlight pole.
• The existing cameras provide a limited view of the park, utilize cellular service and do not have the bandwidth to provide 24-hour streaming, as requested by the Heroes Foundation.
• The existing cameras do not provide high-quality video footage that can be used to identify potential perpetrators of vandalism.
• As of July 14, 2026, the camera system lost connectivity and is no longer functioning.
3
Existing Camera System Location & View
4 • The existing cameras are located across
the street from Freedom Park on a single
streetlight pole.
• This is the view of
Freedom Park from
the existing
cameras.
• The cameras are less
effective in the
evening, when the
setting sun shines
directly into the
camera.
• The existing cameras
do not allow for
reliable 24-hour
streaming.
Proposed Camera System
5 The goal of installing a new security camera
system:
• Provide more complete site coverage using
multiple cameras, including an aerial view of
the park's primary central amenities.
• Hardwiring the proposed system to the City’s
fiber optic network will enable 24-hour
streaming and deliver higher resolution
compared to the existing cameras.
6 • The proposed new camera
system would provide one
fixed camera on an existing
streetlight in Freedom Park to
provide a broad view of the
park.
• Staff recommends the
installation of a second
camera that would be
installed on an 18-foot pole to
provide an aerial view of the
park.
Proposed Camera System (cont.)
Recommended Location for 1st Fixed Camera
7 • Staff proposes to place a fixed
camera on the streetlight pole
in the park.
• This location provides broad
coverage of the park, including
a clear view of the primary
amenities that could
potentially be vandalized.
8 • Staff recommends installing a
second pole-mounted camera to
provide an unobstructed aerial
view of the central park
amenities.
• To determine the best setup,
staff evaluated three potential
camera locations focused on this
area.
2 nd Fixed Camera
Option 1 for Second Camera
9 • One option is to install a
camera on an 18-foot pole
in the west side of the park
to provide aerial coverage
for the amenities in the
center of the park.
Option 2 for Second Camera
10 • A second option is to
install a camera on an 18-
foot pole in the north side
of the park to provide
camera coverage for the
area behind park amenities
and in the center of the
park.
Option 3 for Second Camera
11 • A third option is to install a
camera on an 18-foot pole
in the south side of the
park to provide camera
coverage for the amenities
in the center of the park.
Estimated Cost of the New Camera System
