Staff, initially, contacted three (3) community-based organizations: Somos Familia Valle, Pueblo y Salud, and Tia Chucha’s Centro Cultural, to explore their interest in participating in and helping coordinate the candlelight vigil. All organizations have experience supporting community events and engaging residents in meaningful and respectful gatherings.
Staff is currently awaiting responses and will continue outreach and coordination with additional organizations suggested by the City Council, including Emprende, Family Memorial, Mujeres Alfa International, Todo Para Cristo, TPC Radio, CHIRLA, Tarzana Treatment Centers, and AJUA. The goal is to ensure the vigil reflects a collaborative, inclusive, and community-driven effort consistent with City Council direction. A planning meeting is being organized to begin defining roles, responsibilities, and event details, pending confirmation of organizational availability.
Staff is seeking direction from the City Council on the approach to hosting the candlelight vigil.
The following options are presented for City Council consideration:
Option 1: Community-Partner Led Vigil (City in Support Role) If a community organization agrees to lead and coordinate the vigil, staff would return to a future City Council meeting with:
• Proposed date, time, and location
• Estimated costs
• Operational details and staffing needs
• Any required budget adjustments
Under this option, the City would serve in a supportive role, working alongside the lead organization, with final details brought back to City Council for approval.
Option 2: City-Hosted Vigil at City Hall
The City would directly host the vigil in front of City Hall, with street closures similar to those used for the Foodzilla event. All interested community organizations and residents would be invited to participate.
This option includes an estimated budget of approximately $12,000, which would cover:
• Public Works costs for street closure and event setup • Police Department staffing for traffic control and public safety • City staff time for coordinating, advertising, event planning and implementation. • Supplies and printing services from the Recreation and Community Services Department and the Business and Community Resource Center
Staff requests City Council direction on which option to pursue.

Subject: Discussion and Direction Regarding the City’s 115th Birthday Celebration RECOMMENDATION:
It is recommended that the City Council:
a. Discuss and consider the proposed options outlined in Table A, for the City’s 115th Birthday Celebration; and
b. Provide direction to staff, as appropriate.
BACKGROUND:
1. On January 15, 2026, staff met with Pepe Benitez to hear his proposal on assisting with the City’s 115th Birthday Celebration (Celebration) by bringing entertainment and carnival style rides.
2. On February 17, 2026, staff began planning for the Celebration to beheld on Monday, August 31, 2026.
3. On February 23, 2026, staff met with My Valley Pass (MVP) to explore the possibility of combining the standing Foodzilla event with the Celebration this year.
ANALYSIS:
Celebrating San Fernando’s anniversary is important because it strengthens civic pride, honors the community’s history, and brings residents together around a shared identity. These milestones create opportunities to recognize past achievements, celebrate cultural diversity, support local businesses through community events, and build positive momentum for the future. An anniversary is not just a celebration of years passed, it is a reaffirmation of who the city is, what it values, and where it is headed.

Discussion and Direction Regarding the City’s 115th Birthday Celebration
The City annually commemorates its incorporation with a community celebration that honors its rich history, diverse culture, and residents. Historically, the event was held on or near the City’s official incorporation date of August 31. Beginning in 2021, the celebration has been conducted on the actual incorporation date to formally recognize and observe this significant milestone.
Given that in 2026, San Fernando will celebrate its 115th Anniversary, staff is seeking City Council direction regarding the preferred format for this year’s celebration. Three (3) options are presented below for City Council consideration, along with their associated fiscal impacts. While these options provide a framework for planning purposes, staff remain open to additional ideas or alternative concepts the City Council may wish to propose to ensure this milestone anniversary is commemorated in a meaningful and memorable way (Table A).
TABLE A: Cost Comparison
Options Description Additional Cost
Option A Utilize current budget of $13,000 for entertainment and light refreshments at the customary venue, at the Lopez Adobe House.
No additional cost
Option B Combine the Celebration with the monthly Foodzilla event in front of City Hall. Similar to El Grito celebration, with the City organizing the stage and entertainment and My Valley Pass would be responsible for vendor selection. Current budget of $13,000 would be utilized.
No additional cost
Option C Increase budget by $15,000+ to collaborate with St.
Ferdinand Catholic Church to hold a Carnival beginning on Saturday, August 29 and culminating on Monday, August 31 with the Celebration at the Lopez Adobe House. Funds
would be used for carnival ride rentals including a Ferris wheel giant slide, etc..
$15,000+
BUDGET IMPACT:
The Fiscal Year (FY) 2025-2026 Adopted Budget includes approximately $13,000 for this event. If the City Council directs staff to enhance the event with additional premium features, such as expanded food vendors or carnival rides (Option C), additional funding may be required to support those enhancements. In this case, staff will return with a budget amendment identifying funding sources, which may include General Fund reserves, reallocation within the Recreation Division budget, or secured sponsorship contributions.
CONCLUSION:
It is recommended that the City Council discuss and consider the proposed options outlined in Table A, for the City’s 115th Birthday Celebration; and provide direction to staff, as appropriate.

Subject: Discussion and Direction on Programming and Scope for the 2026 Independence Day Celebration
RECOMMENDATION:
It is recommended that the City Council:
a. Review the proposed 2026 Independence Day Celebration options (Table A); b. Provide direction on programming and scope (Table B); and c. Provide direction to staff regarding budget adjustments, if necessary.
BACKGROUND:
1. On April 7, 2025, the City Council authorized a one-time enhancement of $20,000, in addition to the on-going event budget of $32,000, to be included in the Fiscal Year (FY) 2025-2026 budget towards the City’s annual Independence Day Celebration to be used for a 150-drone show and an additional jumper.
2. On June 30, 2025, the FY 2025–2026 Adopted Budget included the enhanced budget of $52,000 towards the event. In recognition of the United States’ 250th anniversary of independence, staff evaluated potential event enhancements while maintaining the same event level within the prior year funded amount.
3. On December 9, 2025, staff initiated planning for the City’s annual Independence Day Celebration. The event traditionally includes live entertainment, family-oriented activities, and a drone light show presented as an alternative to traditional fireworks.

4. On January 29, 2026, staff met with the World Cup 26/Olympics 28/America 250/California 175 Ad Hoc and discussed adding a 250th logo and additional features to this year’s Veteran Banner program for recognition of the nation’s 250th anniversary.
5. On February 23, 2026, staff met with My Valley Pass to discuss how investing additional funds could enhance the live artist entertainment experience.
ANALYSIS:
As staff begins planning for the 2026 Independence Day Festival, we recognize that 2026 marks the 250th anniversary of the signing of the Declaration of Independence. This historic milestone presents a meaningful opportunity for the City to thoughtfully enhance the event to honor the occasion and strengthen community pride, while remaining fiscally responsible.
The Independence Day Celebration is one of the City’s signature annual events, offering residents an opportunity to come together for civic pride, community engagement, and family-friendly recreation in a safe and well-managed environment.
Despite community engagement challenges related to ongoing federal immigration enforcement operations, the City’s 2025 Independence Day Celebration, attracted approximately 1,500 attendees. Feedback from the community was largely positive, with strong support expressed for the drone show format due to its environmental benefits, reduced fire risk, and overall enhanced safety compared to traditional fireworks displays.
While expanding the drone show or incorporating additional attractions could potentially increase attendance and create greater sponsorship opportunities, such enhancements would require additional funding appropriated from the City’s General Fund Reserve.
To maintain the 2025 event format for 2026, staff estimates that approximately $5,500 in additional funding will be necessary due to increased vendor pricing and rising operational costs.
Table A provides a detailed breakdown of the projected event expenses.
TABLE A: Line-Item Cost for 4th of July Event

Discussion and Direction on Programming and Scope for the 2026 Independence Day Celebration
Given the time-sensitive nature of planning the 2026 Independence Day Celebration and the specialized nature of drone show services, staff requests that the City Council waive the formal Request for Proposals (RFP) process. Many qualified vendors are already booked for other events during this period and using the drone vendor that we have secured a quote to ensure continuity, reliability, and timely execution of the festival’s programming. Waiving the RFP will allow the City to secure the necessary services without delay. The City Council may waive this process as specified in Section 2‑777 of Division 6 of the Purchasing Code.
Staff developed three (3) program options (Table B) to assist the City Council in determining the preferred scope of the 2026 Independence Day Celebration, which may include 250th Anniversary landmark celebration of our nation.
TABLE B: Cost Comparison Options
Options July 4, 2026 Additional Cost
Option A Includes all items listed in Table A, using between 250- 300 drone show, entertainment and games.
• $5,500 (250 Drones)
• $12,500 (300 Drones)
Option B Keep Option A with just 250 drones to increase additional budget allocation for interactive carnival
activities from $5,500 to $15,000. Using $9,500 for
carnival game rental.
$15,500
Option C Use the funds originally planned for the drone show to add alternative activities and entertainment, such as
carnival-style attractions and well-known performers.
No additional costs
*Pricing is based on availability as of February 2026 and is subject to change.
As shown in Table B, the additional cost to enhance the drone show ranges from approximately $5,500 to $12,500, depending on the selected option. Specialized drone companies that the City has worked with in the past are no longer available for the 4th of July date. The Company that is able to provide services on the day of our celebration only offers packages of 250 plus drones. If the City Council decides to remove the $42,500 cost of the drone show (Option C), the City would have $37,188 to use for additional entertainment and activities while remaining within the prior year $52,000 budget.
City staff is prepared to proceed with planning and vendor procurement immediately upon receiving City Council direction to ensure timely execution of the 2026 Independence Day Celebration. Given time constraints and the need to secure contracts well in advance, it is imperative to obtain Council direction at this time. Staff requests City Council direction regarding the preferred event option and associated funding level.

Discussion and Direction on Programming and Scope for the 2026 Independence Day Celebration
BUDGET IMPACT:
The FY 2025‑2026 Adopted Budget allocated $52,000 for the event. In previous years, staff secured about $5,500 in sponsorships and in-kind donations to help offset costs, and similar efforts are ongoing. The sponsorship packet was circulated in December 2025, but no commitments have been received yet. Staff will continue outreach to secure support.
If the City Council selects Option A, which maintains the same event as last year. Projected costs may exceed the budget by $5,500–$12,500, depending on the number of drones selected, due to higher vendor and operational costs. If the City Council selects Option B, which includes a 250-drone show plus carnival-style rides.
If the City Council selects Option C, which focuses on larger interactive games and possibly a more popular band. This option keeps costs within the current budget.
Additional funding is required for each of the above options to maintain prior year funding levels in addition to any further enhancements, as directed. Staff will return with a budget amendment identifying potential funding sources, such as General Fund reserves, Recreation Division budget reallocation, or secured sponsorships.
CONCLUSION:
Staff recommends that the City Council provide direction on programming and scope for the 2026 Independence Day Celebration.

Subject: Presentation of Follow-up Information Pertinent to Discussion of February 17, 2026 Regarding Local Sales Tax Measures
RECOMMENDATION:
It is recommended that the City Council:
a. Receive follow-up information pertinent to discussion under Agenda Item 17 at meeting of February 17, 2026, concerning local transactions and use tax measures; and b. Receive and file, or if desired, discuss and provide further direction.
BACKGROUND:
On February 17, 2026, the City Council received a presentation on the Los Angeles County Board of Supervisor’s (“County”) action to place a one-half percent transactions and use (sales) tax measure on the June 2, 2026 Statewide Primary Election ballot (Attachment “A”). The Council directed staff to return with information on strategies other cities have used to prevent local sales tax revenues from being diverted to the County.
ANALYSIS:
On February 17, 2026, staff explained that if the County’s proposed one-half percent sales tax is approved, it could prevent the City from increasing its current three-quarter percent local tax by an additional one-quarter percent in the future. While residents would still pay a higher sales tax, the additional revenue would go to the County rather than the City.
March 2, 2026 Special & Regular CC Mtg 187 of 256
Presentation of Follow-up Information Pertinent to Discussion of February 17, 2026 Regarding Local Sales Tax Measures
The County is trying to secure special legislation (Assembly Bill (AB) 1768) from the California legislature that would exempt its proposed one-half percent tax from statutory rate limits. If approved, the City’s authority to increase its own rate would be preserved. However, action on AB 1768 is expected after the March 6, 2026 deadline to place a City measure on the ballot.
Some cities have placed competing measures on the ballot to protect their local revenue authority, including measures that only trigger a tax increase if the County or another agency would otherwise block the City from raising its own rate. If the City places a competing measure on the ballot and later chooses to withdraw it, the County Registrar has advised that rescission must occur by March 11, 2026, which is before the outcome of AB 1768 is known.
BUDGET IMPACT:
There is no immediate fiscal impact from discussion regarding a local sales tax measure. If the City Council directs staff to place a one-quarter cent sales tax measure on the ballot for the June 2, 2026 Statewide Primary Election, additional revenue analysis, draft ballot language and impartial analysis, community engagement plans and election administration costs will be returned for review at a Special Meeting to be determined by City Council that would need to take place by March 5, 2026.
CONCLUSION:
Staff recommends City Council receive the supplemental information report as requested by the City Council at its meeting of February 17, 2026, concerning local transactions and use tax measures; and provide direction to staff, as appropriate.

Presentation and Discussion of the Mid-Year Budget Review for Fiscal Year 2025-2026; and Consideration to Adopt a Resolution Approving the Mid-Year Proposed Budget Adjustments
ANALYSIS:
The annual mid-year budget review is an essential element in maintaining financial stability and transparency. The mid-year budget review process providesthe City Council with an opportunity to review the General Fund, make the needed adjustments to achieve a more accurate budget for the current fiscal year, and help shape the development of the next fiscal year budget.
General Fund.
The General Fund is the City’s primary operating fund, supporting the City’s core municipal services, including public safety, street and sidewalk maintenance, tree care, construction permitting, code enforcement, parks and recreation programs, and overall city operations. For the 2025–2026 fiscal year, the City Council adopted a balanced budget totaling $28.8 million in revenues and expenses. General Fund Reserve has increased from $11.0 million to $12.2 million (increase of $1.2 million). This increase is due to lower than expected expenses and revenue increases primarily from property taxes and investment earnings. More details will be presented on March 16, 2026 as part of the annual report of the prior fiscal year financial audit results.
Following review of the first half of the fiscal year, staff is recommending adjustments to both revenues and expenditures, which are further detailed below. • Revenues. The adopted General Fund revenue for FY 2025-2026 is $28,752,215. Staff reviewed prior year’s actuals revenues, year-to-date receipts, current economic data, and consulted with the City’s revenue advisors. Proposed mid-year adjustments primarily affect property taxes, sales taxes, and permits. The mid-year resolution also formalizes a prior City Council request to transfer unused mural project funds to support citywide tree planting:

• Expenditures. Total adopted General Fund expenditures for FY 2025–2026 were $28,752,215. Throughout the fiscal year, the adopted budget is adjusted through City Council–approved budget amendments to address emerging needs and through year‑end accounting adjustments that carry forward unspent balances. To date, Council actions increased the budget by $749,866, including $500,000 for OPEB and $249,866 in spending so far.
Additionally, $388,325 in previously approved appropriations (approved expenses) were carried from the prior fiscal year to cover purchases or services authorized before June 30, 2025, but not received or completed in the prior fiscal year. Combined, these changes total $1,138,191, resulting in the current expenditure budget (authorized to spend) of $29,890,406 prior to the recommended mid‑year adjustments:

Total expenditure budget amendments, carryforward balances, and proposed mid‑year adjustments increase the adopted budget by $1,421,492, resulting in a net General Fund shortfall of $1,138,492 (see Table 4). This shortfall would be covered using the General Fund reserves, which increased from $11.0 million to $12.2 million (increase of $1.2 million). After accounting for the proposed adjustments, reserves would decrease to approximately $11.0 million. At this level, the General Fund Reserve would remain well above the City’s required minimum of 20%, representing approximately 39% of the General Fund budget, and reflecting a strong and stable financial position.
Other Funds.
In addition to the General Fund adjustments, mid‑year budget adjustments are also recommended for the Parking Authority, Equipment Replacement, Water and Sewer Funds to support operational needs through the end of the fiscal year. Several Public Works capital improvement program funds are likewise proposed for increases to ensure sufficient resources to complete citywide projects. Upon City Council approval, the amendment requests will be submitted through the Los Angeles Metropolitan Transit Authority (MTA) portal for secondary approval before final appropriations are made.

Fiscal Year 2026-2027 Budget Outlook.
In order to meet the budget adoption deadline of June 30th and give City Council and the public sufficient time to review and consider the City Manager’s Proposed Budget, staff began making preparations for the budget process in January each year. Preparations include initial revenue projections, providing directions to Departments regarding budget guidelines and expectations (e.g., reductions in Operations and Maintenance budgets, Maintenance of Effort budgets, funded enhancement requests only, etc.), and planning the budget calendar to get input from the City Council.
To support the FY 2026–2027 budget development process, staff has prepared the following calendar of key events. BUDGET IMPACT:
The budget adjustments as proposed reflect funding level revisions needed during the normal course of business in any fiscal year. Although the General Fund mid-year adjustments result in a net one-time budget deficit of $1,138,492, this shortfall would be covered using the General Fund reserves, which increased from $11.0 million to $12.2 million. After accounting for shortfall, General Fund Reserve would decrease to approximately $11.0 million:
Table 4: General Fund Reserve Balance
GF Reserve Balance (6/30/24) $10,988,667
GF Reserve Balance (6/30/25) $12,146,901

Surplus/(Deficit) $ (1,138,191) $ (1,138,492)
Estimated GF Reserve (6/30/26) $ 11,008,409
Pending authorization of the recommended mid-year adjustments, staff projects a year-end General Fund Balance of approximately $11.0 million, which represents 39% of the City’s General Fund FY 2025-2026 operating expenditures. At this level, the General Fund Reserve is well above the City’s required minimum of 20% and reflects a strong and stable financial position.
CONCLUSION:
Adopting the proposed FY 2025-2026 mid-year adjustments will provide staff with the budget authority to make the adjustments needed and achieve a more accurate budget for the current fiscal year and provide the basis for developing the FY 2026-2027 Budget.

Review of Rental Control Policies in the City of San Fernando Agenda: Tuesday, February 17, 2026
Problem:San Fernando is currently facing challenges related to rental afford ability and tenant protections. Many residents are experiencing increasing rent costs, which can lead to displacement and housing insecurity. The existing rental policies may not fully address the needs of low- and moderate-income families, leaving a gap in protections for tenants and stability in the rental market.
Proposed Solution:Conduct a comprehensive review of the city's current rental control and tenant protection policies. Explore options for strengthening rent control measures, improving tenant rights, and providing resources to landlords to maintain safe and affordable housing. Consider programs that balance tenant protections with incentives for property owners to maintain and improve rental units.
□ □
Direct city staff to prepare a report on the current rental control regulations, identify gaps or weaknesses, and present recommendations for policy updates or new initiatives. The goal is to ensure rental affordability, protect tenants from displacement, and maintain a stable and fair rental market in San Fernando.

Public Works Maintenance & Operations Yard- Facility Conditions Review and Next Steps Agena: Tuesday, February 17, 2026
Current Situationln 2002, the City approved the construction of a new Public Works Maintenance and Operations Yard facility located at 500 First Street, San Fernando, CA 91340. The purpose of this facility was to provide a safe and secure location for Public Works staff to store tools and equipment necessary to maintain the City's infrastructure and public spaces. Additionally, the facility was intended to offer appropriate rest and support areas for employees, as the department operates seven days a week and is often required to respond to emergencies on a 24-hour basis.
It is recommended that the City initiate a collaborative review of the existing Public Works Maintenance and Operations Yard facility plans with the Public Works Director and the assigned Commissioner. This review would allow for the identification of potential improvements, operational efficiencies, and safety enhancements. Additionally, this discussion would serve as a starting point to explore possible funding opportunities and available resources to support necessary upgrades or improvements to the facility.
Photographs of the facility will be presented during the presentation.

Consideration to Request City Council Approval for a Proclamation Recognizing Nancy C. Avery Nancy C. Avery was a pioneering public servant and community leader who made history as the first Black woman Postmaster, having been appointed during the administration of President John F.
Kennedy. Her leadership and dedication to public service broke barriers during a time when opportunities for women, particularly women of color, were limited, and her contributions had a lasting impact on communities throughout the Northeast San Fernando Valley. Her influence extended beyond Pacoima into neighboring communities, including the City of San Fernando, reflecting the shared history and regional connections within the San Fernando Valley.
The recent dedication and unveiling of Nancy C. Avery Square in Pacoima provided an opportunity to recognize her legacy, and this item is being requested to formally acknowledge her historic achievements and ensure her contributions are included in the official City record of the City of San Fernando.

Special Olympics Torch Run
The Torch Run is a fundraising event to benefit Special Olympics of Southern California, (SOSC). The San Fernando Police Department has historically supported community-centered events that promote inclusion and positive engagement. Participation in the Torch Run provides an opportunity for officers to interact with residents in a positive, community-focused environment while representing the City in a regional philanthropic effort.
The Torch Run is an annual fundraising event benefiting Special Olympics of Southern California.
Law enforcement agencies across the region participate by carrying the “Flame of Hope” Torch through their communities to raise awareness and funds in support of athletes with intellectual disabilities. The Torch Run is open to the public, and residents are encouraged to line up along the designated route to cheer on Team San Fernando as they run in support of the Special Olympics.
The Flame of Hope Torch symbolizes courage, diversity, inclusion, and respect for all core values that align with the City’s commitment to equity and community engagement. Participation in this event strengthens the partnership between the San Fernando Police Department and the community while supporting a meaningful regional cause.
This event will be open to the public and members of the public are encouraged to line up along the Torch Run’s path to support Team San Fernando as they run in support of the Special Olympics. The Flame of Hope Torch symbolizes courage, diversity, inclusion, and respect for all in the spirit of the Special Olympics.
I move that the San Fernando City Council approve participation of the San Fernando Police Department in the 2026 Torch Run benefiting Special Olympics of Southern California. ✔

Authorization to Use City Logo, Co-Sponsorship, and Social Media Promotion for The Cesar Chavez March for Justice
Pueblo y Salud, Inc. is organizing the Cesar Chavez March for Justice on Sunday, March 22, from 10:00 a.m. to 4:00 p.m., beginning with a rally at Pacoima Charter Elementary, followed by a march along Van Nuys Boulevard, and concluding with a community festival at Ritchie Valens Park. The event is intended to honor the legacy of Cesar Chavez, a nationally recognized civil rights leader and labor organizer who advocated for workers’ rights, dignity, and social justice. The march aims to bring together residents, families, students, and community leaders in a peaceful demonstration promoting unity, equality, and civic engagement.
City co-sponsorship and authorization of logo use would formally recognize the City’s support of community events that promote civic participation and honor historical figures who contributed to civil rights and social progress. Promotion of the event through the City’s social media channels would help inform residents of an opportunity to participate in a regional cultural and educational event aligned with values of inclusion, community engagement, and social awareness. Staff will coordinate with the event organizers to ensure proper use of the City logo consistent with City branding guidelines and applicable policies.
✔
I motion that the City Council authorize use of the City of San Fernando logo, approve co-sponsorship designation, and direct staff to promote the Cesar Chavez March for Justice on the City’s official social media platforms.
