ADMINISTRATION DEPARTMENT 117 MACNEIL STREET, SAN FERNANDO, CA 91340 (818) 898-1202 WWW.SFCITY.ORG REVIEW: ☒ City Clerk ☒ Director of Admin. Services ☒ City Manager To: Mayor Joel Fajardo and Councilmembers
From: Kanika Kith, City Manager

Date: March 19, 2026
Subject: Discussion Regarding Cesar E. Chavez, News, and Related Matters RECOMMENDATION:
It is recommended that the City Council:
a. Discuss Cesar E. Chavez, news, and related matters; and b. Provide staff direction, as applicable.
BACKGROUND/ANALYSIS:
Cesar Chavez Day, observed annually on March 31, commemorates the life and legacy of labor leader and civil rights activist Cesar E. Chavez, who co-founded the United Farm Workers union and advocated for improved working conditions, fair wages, and social justice for agricultural workers.
On March 16, 2026, the City Council approved co-sponsorship with Pueblo y Salud, Inc., organizing the Cesar E. Chavez March for Justice on Sunday, March 22, from 10:00 a.m. to 4:00 p.m., and directed staff to promote the Cesar E. Chavez March for Justice on the City’s official social media platforms.
Recent national news reporting has brought forward publicized allegations of sexual assault involving labor leader Cesar E. Chavez and Dolores Huerta, co-founder of the United Farm Workers, a labor union for farmworkers in the United States. These allegations are based primarily on an investigative report and Ms. Huerta’s subsequent public statement.
BUDGET IMPACT:
Discussion of this item has no direct budget impact for the Fiscal Year 2025-2026 Adopted Budget. Future costs, if any, would be determined based on City Council direction.
CONCLUSION:
It is recommended that the City Council discuss Cesar E. Chavez, news, and related matters; and provide staff direction, as applicable.
