6. Budget Study Session #1 was held on May 18, 2026, which involved a presentation of the budget overview, City Manager’s Office, and Administrative Services Department (Attachment “B”). Additional budget study sessions are scheduled for May 26, 2026 (City Clerk, Community Development, and Recreation & Community Services), June 8, 2026 (Public Works), and June 15, 2026 (Police Department). A Public Hearing to adopt the Fiscal Year 2026-2027 Budget is tentatively scheduled for the Monday, June 15, 2026 Regular City Council Meeting.
ANALYSIS:
Budget Overview.
The theme of the FY 2026-2027 City Manager’s Proposed Budget is “Maintaining Core Services During Challenging Economic Conditions.” The City is entering this fiscal year amid economic volatility, with inflation, slowing revenue growth, and fiscal pressures at all levels of government.
Like many jurisdictions across California, cities are facing difficult fiscal decisions due to rising costs and slowing revenue growth. Several municipalities have been forced to implement staffing furloughs, hiring freezes, or the postponement of cost-of-living adjustments and salary increases to balance their budgets. The City of San Fernando remains in a stronger position, and at this time, is not proposing staffing furloughs or freezing salary increases. However, these regional actions highlight the broader fiscal environment and reinforce the need for continued prudence and disciplined financial management to ensure the City’s long-term stability.
The Proposed Budget takes a conservative approach, projecting flat revenue growth and limiting ongoing expenditure increases, while prioritizing the maintenance of essential City operations and ensuring that San Fernando remains safe and beautiful. Despite significant external cost pressures, the Proposed Budget maintains core service levels and prioritizes fiscal stability by aligning staff capacity with essential service delivery. In accordance with the City’s Budget Policy, the Proposed General Fund Budget represents a balanced budget. In fact, with $29,980,451 in projected revenues and $29,904,851 in proposed expenditures, there is a nominal budget surplus of $75,600.
