Los Angeles County Metropolitan Transportation Authority (Metro) RE: Potential Double-Track Rail Improvements and SB 79 Concerns in the City of San Fernando
Dear Metro Board Members and Staff:

The City of San Fernando is writing regarding potential double-track rail improvements affecting the City.

When Metro previously discussed this project with the City, the City was not advised that future rail operations could potentially create conditions that may trigger Senate Bill 79 (SB 79) or similar state-mandated zoning requirements. Had this issue been raised, it would have been an important factor in the City's review and discussion of the project.

The City wishes to make clear that it strongly opposes the creation of any SB 79 zones within San Fernando. As one of the smallest cities in Los Angeles County, San Fernando has already made substantial progress toward meeting its Regional Housing Needs Allocation (RHNA) obligations. Additional state-mandated zoning requirements could place unnecessary pressure on existing neighborhoods, infrastructure, public services, parking, and local planning efforts while reducing the City's ability to make land use decisions that reflect community priorities.

Accordingly, the City requests that any future planning, construction, operation, scheduling, or service modifications associated with a double-track rail line be conducted in a manner that avoids the creation of any SB 79 zones within the City of San Fernando.

The City further requests that Metro and any partner agencies regularly evaluate projected and actual train frequencies, service levels, and operational changes to ensure that future actions do not trigger SB 79 thresholds. If annual or periodic reviews are necessary to accomplish this objective, the City requests that such reviews be performed and shared with the City.

LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (METRO) Potential Double-Track Rail Improvements and SB 79 Concerns in the City of San Fernando

Page 2 of 2 ends

The City also requests that Metro provide ongoing communication regarding any proposed changes to service levels, train frequencies, operational plans, or other matters that could affect SB 79 applicability. Such communication should occur sufficiently in advance of any changes to allow the City an opportunity to review and provide input.

While Metro previously received guidance from the City Council regarding the rail project, that discussion did not include the potential impacts of SB 79. Regardless of future actions related to the rail project itself, the City's position remains that no rail improvements, operational changes, or service increases should result in the creation of an SB 79 zone within San Fernando.

The City values its partnership with Metro and supports transportation improvements that enhance mobility, safety, and reliability. However, such improvements should not come at the expense of local planning authority or result in unintended land use consequences for the San Fernando community.

We respectfully request written confirmation regarding Metro's position on these concerns and its plans to ensure that future rail operations do not trigger SB 79 zoning requirements within the City of San Fernando.

Sincerely,
City Council
City of San Fernando
