4. On June 2, 2025, the City Council awarded a Professional Services Agreement (Contract No. 2365) to Plansman, Inc. (Consultant) for design services for the Downtown Trash Enclosures Improvement Project.
5. On September 17, 2025, the Consultant presented to staff three (3) concept designs for the proposed new trash enclosures for review by the Public Works Department.
6. On October 8, 2025, the City hosted a community outreach Open House event in City Parking Lot No. 4, located adjacent to the first alley south of Truman Street between Brand Boulevard and Maclay Avenue, to present three (3) concept designs for the San Fernando Mall and gathered feedback from business owners and the community members.
ANALYSIS:
Trash enclosures in a downtown pedestrian mall retail center are an important part of an overall waste management system and offer several important benefits, including improved aesthetics by keeping waste out of sight, better odor and pest control, and a cleaner, more inviting environment for shoppers and visitors. Waste enclosures support local businesses by enhancing the customer experience and promoting a hygienic, well-maintained setting. They also help ensure compliance with health and sanitation regulations, reduce illegal dumping, and protect stormwater systems by preventing debris from entering drains. Additionally, centralized waste areas improve collection efficiency for sanitation crews, making overall operations smoother and more cost-effective.
The San Fernando Mall is a two-block area along San Fernando Road bracketed by San Fernando Mission Boulevard and Brand Boulevard comprised of mostly retailers and service outlets, including multiple food operations. Currently, there are five (5) trash enclosures located in the two (2) parking lots along Truman Street and behind the stores facing San Fernando Road that serve approximately 50 businesses. Many of the bins stored in these enclosures are frequently left unlocked or open. Additionally, due to the lack of gates or doors on the enclosures, unauthorized individuals have access to the bins. This unrestricted access has led to consistent overfilling of the bins, illegal dumping, and unsanitary conditions in and around these enclosures.
The trash problem within the San Fernando Mall is both consistent and long standing.
To address these problems, the City Council awarded a contract on June 2, 2025, to Plansman, Inc., for the design of Downtown Trash Enclosures Improvement Project. The purpose of the Project is to replace the existing multiple trash enclosures in the two (2) parking lots with centralized enclosures that incorporate design features that are standard in modern waste management systems.
On October 8, 2025, the City gathered comments on the first three (3) concept designs (Options No. 1 – 3 from Attachment “A”) from the community at a community outreach Open House event August 3, 2026 Special & Regular Mtg Page 180 of 294
Discussion and Consideration Regarding Design Options for the Downtown Trash Enclosures Improvement Project Concept
held in City Parking Lot No. 4 located adjacent to the first alley south of Truman Street between Brand Boulevard and Maclay Avenue. Seven (7) business owners and employees attended the Open House event. In addition, on October 1, 2025, the City solicited input from business and property owners that utilize these enclosures, via US mail. Twenty-one (21) mailers were sent to affected property owners, and forty-six (46) mailers were sent to affected business owners. On October 1, 2025, City staff also hand delivered comment forms to forty-two (42) business and property owners in the San Fernando Mall. Two (2) comment forms were received during the Open House event and one (1) comment form was received via mail.
The consensus of all the comments received was that the three (3) concept designs (Options No. 1 – 3 from Attachment “A”) were well received, but no particular preference was indicated.
Comments received included a desire for the City to implement a porter service where trash is picked up daily from the inside of each business and transported to an off-site facility, freeing the alleys for outdoor dining and eliminating the need for City-owned trash enclosures.
The seven (7) concept designs prepared by Plansman, Inc. for selection are included as Attachment “A”. All the concept designs feature enclosures equipped with a roof, locking gates for the solid waste management franchisee (Republic Services) access, and a locking service door for business owner access. Per the City Council’s request, five (5) of the concept designs reflect a Spanish/Mission Revival style (Options 3 – 7).
Concept Design Options No. 1 – 5 are higher in cost and include additional features such as storage for a street sweeper, hot water service, and cameras.
Staff recommends Concept Design Options No. 6 or No.7, which have lower estimated costs and do not include the additional features identified above. The project is proposed to be implemented in two phasesto implement the City Council’s approval from January 21, 2025. City Council’s approved was for demolition of two (2) enclosures and renovation of the remaining three (3) enclosures in the two (2) parking lots along Truman Street and behind the stores facing San Fernando Road, from Brand Boulevard to San Fernando Mission Boulevard (Attachment “C”).
BUDGET IMPACT:
The project has an approved budget of $412,000 in Measure W (Fund 023) funds. As shown in Attachment “B”, estimated costs to construct the enclosures in both alleys per the proposed designs would be significantly higher than the available budget, requiring an additional $412,000 to $862,000, depending on the design selected. The estimated cost of constructing the enclosures for one (1) alley with selected Concept Design Options No. 6 – 7 would be within the available budget.

Discussion and Consideration Regarding Design Options for the Downtown Trash Enclosures Improvement Project Concept
CONCLUSION:
It is recommended that the City Council select one (1) of the design options (Option “A” – “N” from Attachment “A”) for the new trash enclosures and, if desired, direct staff to proceed with final design.

CITY CLERK DEPARTMENT 117 MACNEIL STREET, SAN FERNANDO, CA 91340 (818) 898-1204 WWW.SANFERNANDO.GOV REVIEW: ☒ City Clerk ☒ Director of Admin. Services ☒ City Manager To: Mayor Victoria Garcia and Councilmembers
From: Kanika Kith, City Manager
By: Julia Fritz, City Clerk
Date: August 3, 2026
Subject: Discussion and Consideration to Approve Councilmember Liaison and Ad Hoc Committee Lists, Receive City Commission Updates and Adopt a Resolution Appointing the City’s Delegate and Alternate Delegate to the Independent Cities Finance Authority Governing Board
RECOMMENDATION:
It is recommended that the City Council:
a. Review and approve updates to the Councilmember Liaison (Attachment “A”) and Ad Hoc Committee (Attachment “B”) List Assignments, and receive City Commission updates (Attachment “C”);
b. Create a new Cesar Chavez Memorial Site Redesign Ad Hoc Committee and appoint two (2) Councilmembers to serve on the committee; and
c. Adopt Resolution No. 8476 (Attachment “D”) appointing the City’s delegate and alternate delegate to the Independent Cities Finance Authority (“ICFA”) Governing Board.
BACKGROUND:
1. On December 1, 2025, the City Council proceeded with the annual reorganization and elected Joel Fajardo to serve as Mayor and Victoria Garcia to serve as Vice Mayor. The terms of office for the Mayoral and Vice Mayor position would be held until the City’s June 2, 2026 General Election, at which time an annual reorganization would occur pursuant to Government Code Section 36801.
2. On January 5, 2026, the City Council proceeded with the selection of Councilmember assignments to serve on certain Liaison and Ad Hoc Committees, pursuant to Section 11.2 of the City Council Procedural Manual.

Discussion and Consideration to Approve Councilmember Liaison and Ad Hoc Committee Lists, City Commission Assignment Updates and Adopt a Resolution Appointing the City’s Delegate and Alternate Delegate to the Independent Cities Finance Authority Governing Board
3. On July 6, 2026, a Board vacancy occurred for the delegate representative to the Independent Finance Cities Authority following the conclusion of former Mayor Joel Fajardo's Councilmember term ending on July 6, 2026. Former Mayor Fajardo, the previous appointee, did not seek reelection, resulting in the vacancy.
4. On July 6, 2026, the City Council proceeded with the annual reorganization and elected Victoria Garcia to serve as Mayor and Patty Lopez to serve as Vice Mayor and installed three (3) Councilmembers: re-elected Mary Mendoza and Mary Solorio and newly elected Sean M.
Rivas to the City Council and certified the City’s June 2, 2026 General Election.
ANALYSIS:
The San Fernando City Council is composed of five (5) Councilmembers who are directly elected by the voters of the City to serve four-year terms. Each year, the City Council conducts its annual reorganization and selects a Mayor and Vice Mayor to serve one-year terms, until the next annual reorganization or until their successors are selected.
As part of the annual reorganization, the City Council makes new or reaffirms existing appointments to City Council liaison positions, ad hoc committees, standing committees, and outside organizations, including the Independent Cities Finance Authority (ICFA). Pursuant to Section 11.2 of the City Council Procedural Manual, the Mayor, with the consent of a majority of the City Council, may appoint Councilmembers to serve in these capacities.
Following the annual reorganization and changes in City Council membership, it is appropriate to review and update these appointments and assignments to reflect the current composition of the City Council and provide all Councilmembers with the opportunity to participate in liaison and committee assignments.
Liaison Appointments.
Appointments to outside agencies and regional organizations ensure the City is represented in matters of regional and intergovernmental importance. Councilmember liaisons serve as the City's representatives, participate in meetings and policy discussions, communicate information and recommendations to the City Council, and advocate for the City's interests on issues that may affect the community. These appointments also promote collaboration with regional partners and provide the City with access to information, resources, and funding opportunities.
The following changes are being proposed to the Liaison Assignments:
1. Assign Councilmember Mary Mendoza as delegate to the City Selection Committee – Los Angeles County.
2. Assign Mayor Victoria Garcia as the delegate and Vice Mayor Patty Lopez as the alternate delegate to Independent Cities Finance Authority.

Discussion and Consideration to Approve Councilmember Liaison and Ad Hoc Committee Lists, City Commission Assignment Updates and Adopt a Resolution Appointing the City’s Delegate and Alternate Delegate to the Independent Cities Finance Authority Governing Board
3. Assign Councilmember Mary Mendoza as the delegate and Councilmember Sean Rivas as the alternate to the League of California Cities.
4. Assign Councilmember Sean Rivas as the alternate voting delegate to the League of California Cities Annual Conference and Assembly Meeting.
5. Assign Vice Mayor Patty Lopez as the alternate delegate to the San Fernando Valley Council of Governments.
6. Assign Mayor Victoria Garcia as the Regional District No. 67 Representative – pending Southern California Association of Governments Executive Board Ratification/Approval, with term to begin in May 2027.
7. Re-Appoint Pastor Rudy J. Trujillo to the Los Angeles County Metropolitan Transportation Authority (MTA) San Fernando Valley Service Council.
8. Assign Councilmember Sean Rivas as the alternate delegate to the Upper Los Angeles River and Tributaries Working Group (Mountains Recreation and Conservation Authority) (ULAR).
All other Liaison assignments are proposed to remain unchanged.
Ad Hoc Committees.
Ad hoc committees consist of one (1) or two (2) Councilmembers, are established for a specific and limited purpose, and dissolve upon completion of that purpose unless extended by the City Council with a revised scope. Because ad hoc committees are temporary, have a defined purpose, and consist of fewer than a quorum of the City Council, they are generally exempt from the requirements of the Ralph M. Brown Act.
After review of the current Ad Hoc list, a number of Ad Hoc Committees are proposed by the Mayor to be dissolved, Councilmember assignments, creation of a new Ad Hoc Committee and edits to the committees name:
1. Veterans’ Banner Recognition Program’s (Mendoza, Garcia) - Rename to Veterans’ Program’s.
2. San Fernando Mall and Area B Funds (Lopez, Vacant) - Assign Councilmember Sean Rivas to fill vacant position.
3. Hosting Immigration Event (Lopez, Vacant) - Assign Councilmember Sean Rivas to fill vacant position.
4. World Cup & Olympics/California 175 & American 250 Celebrations (Mendoza, Garcia) - Revisit to rename when events of the World Cup and America 250 winds down.

Discussion and Consideration to Approve Councilmember Liaison and Ad Hoc Committee Lists, City Commission Assignment Updates and Adopt a Resolution Appointing the City’s Delegate and Alternate Delegate to the Independent Cities Finance Authority Governing Board
Committees proposed to be dissolved:
1. Waste Hauler Services (Mendoza, Vacant) – Request for Proposals has been released.
2. Street Sweeping & Tree Trimming Services (Solorio, Vacant).
3. City Council Handbook and Procedural Manual (Lopez, Vacant) – Procedural Manual Updates adopted at the June 29, 2026. City Council Handbook is a “reference guide” for incoming newly elected Councilmembers and is used as a point of reference and not a policy guide.
One (1) new ad hoc committee is proposed to be established with the following scope of work:
1. Cesar Chavez Memorial Site Re-design (Vacant, Vacant) - Review information received from the community outreach and develop recommendations for the City Council consideration for redesign the Memorial Site, as well as other areas of the city in need of redesign.
City Commissions.
Per the City’s Code, each Councilmember may appoint one Commissioner to each Commission (i.e., Planning and Preservation Commission, Parks and Wellness Commission, Transportation and Public Safety Commission, and Education Commission), with such appointment to be ratified by the City Council. Attached is the current roster of City Commissioners and their respective appointing Councilmember (Attachment “D”). Each Commission currently has a vacancy following the expiration of former Mayor Joel Fajardo's City Council term, which concluded the appointments of the Commissioners he appointed. Councilmember Sean M. Rivas is currently considering appointments to fill these Commission vacancies. Additionally, an unscheduled vacancy exists on the Parks, Wellness, and Recreation Commission due to the recent resignation of former Commissioner Christian Garcia. Vice Mayor Lopez will be considering a nominee for the appointment to fill the vacancy.
Independent Cities Finance Authority (ICFA).
The Independent Cities Finance Authority (ICFA) is a Joint Powers Authority that helps cities and other public-serving organizations secure financing for community projects such as hospitals, schools, utilities, and affordable housing. ICFA is governed by a Board of Directors made up of elected officials (mostly City Councilmembers) from around the state of California. Board meetings are held on an as-needed basis except for their annual Board meeting which is held in June. Board meetings are held at the current Board President’s City. However, traditional remote teleconferencing is used by most Board Members, provided that the remote location is identified and posted on the meeting agenda. There is no fixed term of office and a member can serve until replaced or the Councilmember term of office has ended.
August 3, 2026 Special & Regular Mtg Page 198 of 294
Discussion and Consideration to Approve Councilmember Liaison and Ad Hoc Committee Lists, City Commission Assignment Updates and Adopt a Resolution Appointing the City’s Delegate and Alternate Delegate to the Independent Cities Finance Authority Governing Board
ICFA pays a stipend of $150 per meeting, with an annual maximum of $1,500 which translate to 10 meetings per year. In addition, ICFA also pays the City $10,000 as part of its Community Outreach Program. Eligibility for these funds requires that the appointed Delegate or Alternate Delegate attend at least two-thirds of the ICFA Board meetings held during the prior year. Cities must use these funds to promote public good for the entire community within the Board Member's jurisdiction.
As a member city, it is necessary to adopt a Resolution, as required by ICFA, to appoint a Delegate and Alternate Delegate to serve on the governing Board of Directors. Historically and consistent with past practice, the City Council has appointed the Mayor and Vice Mayor as the Delegate and Alternate Delegate representatives to the Governing Board.
Due to the annual City Council reorganization and changes in Council membership, it is appropriate to update appointments and assignments to City Council Liaison positions and Ad Hoc Committees to reflect the current composition of the City Council and provide all Councilmembers with the opportunity to participate in these assignments.
BUDGET IMPACT:
The City Council annual updates to the liaison assignments, ad hoc and committees lists are included in the City Clerk’s regular work plan and, therefore, included in the Fiscal Year 2026-2027 Adopted Budget.
CONCLUSION:
It is recommended that the City Council review and approve updates to the Councilmember Liaison (Attachment “A”) and Ad Hoc Committee (Attachment “B”) List Assignments, receive City Commission updates (Attachment “C”); create a new Cesar Chavez Memorial Site Redesign Ad Hoc Committee and appoint two Councilmembers to serve on the committee; and adopt a Resolution (Attachment “D”) appointing the City’s delegate and alternate delegate to the Independent Cities Finance Authority (“ICFA”) Governing Board.

REVIEW: ☒ City Clerk ☒ Director of Admin. Services ☒ City Manager CITY COUNCIL 117 MACNEIL STREET, SAN FERNANDO, CA 91340 (818) 898-1201 WWW.SANFERNANDO.GOV To: Mayor Victoria Garcia and Councilmembers
From: Councilmember Sean M. Rivas
Date: August 3, 2026
Subject: Discussion and Consideration to Appoint Representatives to Serve as Commissioners to the Education, Planning and Preservation, and Transportation and Public Safety Commissions
RECOMMENDATION:
I have placed this on the agenda to recommend the City Council:
a. Approve Angel Zobel-Rodriguez be appointed as my representative to the Education Commission (Attachment “A”);
b. Approve Nicole Mohr be appointed as my representative to the Planning and Preservation Commission (Attachment “B”); and
c. Approve Michelle Vergara be appointed as my representative to the Transportation and Public Safety Commission (Attachment “C”).
BACKGROUND:
1. Due to the June 2, 2026 General Municipal Election, changes to the members of the City Council prompts a review of City Council Committee/Commission appointments.
2. Pursuant to the City’s Code (Attachment “D”), each Councilmember may appoint one (1) Commissioner to each Commission (i.e., Education Commission; Parks, Wellness, and Recreation Commission; Planning and Preservation Commission; and Transportation and Public Safety Commission), with such appointment to be ratified by the full City Council. For appointment consideration, interested residents must submit an application to the nominating City Councilmember, at which time the proposed appointment is considered by the City Council to approve and ratify.
3. On July 6, 2026, former Councilmember Joel Fajardo's term on the City Council ended, resulting in the expiration of his appointed commissioners' terms effective July 7, 2026, pursuant to Section 11.2 of the City Council Procedural Manual. This left unscheduled August 3, 2026 Special & Regular Mtg Page 215 of 294
Discussion and Consideration to Appoint Representatives to Serve as Commissioners to the Education and Planning and Preservation Commissions
vacancies on each of the following four (4) commissions: the Education Commission, the Parks, Wellness and Recreation Commission, the Planning and Preservation Commission, and the Transportation and Public Safety Commission.
4. On July 7, 2026, the City Clerk posted Unscheduled Vacancy Notices (Attachment “E”) pursuant to Government Code Section 54974 that states: “Final appointment to the board commission or committee shall not be made by the legislative body for at least 10 working days after the posting of the notice in the clerk’s office.”
5. On July 8, 2026, Angel Zobel-Rodriguez submitted an application (Exhibit “A” to Attachment “A”) seeking consideration as my representative to be appointed to the Planning and Preservation Commission to fill the unscheduled vacancy.
6. On July 13, 2026, Nicole Mohr submitted an application (Exhibit “A” to Attachment “B”) seeking consideration as my representative to be appointed to the Planning and Preservation Commission to fill the unscheduled vacancy.
7. On July 28, 2026, Michelle Vergara submitted an application (Exhibit “A” to Attachment “C”) seeking consideration as my representative to be appointed to the Transportation and Public Safety Commission to fill the unscheduled vacancy.
ANALYSIS:
With the City’s July 2, 2026 election of a new City Councilmember, responsibility for appointing commission representatives has transferred from former Mayor Joel Fajardo to Sean M. Rivas, the newly elected Councilmember. Consistent with the City's appointment process, each Councilmember appoints one (1) representative to each of the four (4) City commissions for the duration of their term or until replaced.
If the commissioner appointments are approved, the Commissioners’ term will begin on the date the appointee is administered the Oath of Office.
BUDGET IMPACT:
The City pays each Commissioner $100 for attendance at up to one (1) Commission meeting per month. A total of $1,200 per Commissioner is appropriated in each responsible Department’s budget. Sufficient funds are included in the Fiscal Year 2026-2027 Adopted Budget.

Discussion and Consideration to Appoint Representatives to Serve as Commissioners to the Education and Planning and Preservation Commissions
CONCLUSION:
I recommend that Angel Zobel-Rodriguez be appointed as my representative to the Education Commission; Nicole Mohr be appointed as my representative to the Planning and Preservation Commission; and Michelle Vergara be appointed as my representative to the Transportation and Public Safety Commission.

0 OTHER BOARD, COMMISSION OR COMMITTEE ___________________ _ Please provide your background and related experience information below:
San Fernando is my chosen city of 35 years. My husband, Mario, is a lifelong resident and we raised our family here. I am the parent of two adult children-age 35 and 25. I was a working commuter student at CSUN, earning two degrees in Radio-TV-Film and English.
I have served on three commissions: Historical (2006-2009), Transportation & Safety (2009 to 2013), and Education (2011-2013 and 2015 to the present).
My children attended magnet, open enrollment, SAS, and neighborhood schools to find the right fit. I learned early that navigating public schools requires advocacy. When VRHS#5 was becoming CCLA (now Arroyo HS), I realized that the city needed to advocate for families who would attend that shiny new school.
In 2013, the commission was tapped to administer the Gabriel Fernandez and Republic scholarships and soon grew to several more scholarships. We added a principal's brunch to connect our principals with services within the city, the Student of the Month program to honor students, and Teacher's Spotlight to celebrate hard-working teachers.
I personally build the forms for the now 6-8 scholarships each year, pass out flyers at local businesses and city events, give talks to local schools to advertise the scholarships, and maintain donor relations to help our RCS staff so that we don't overburden them with our commission work.
Over the years, I've volunteered at local high schools during college application season, served on numerous school site councils, and attended an array of LAUSD meetings including every meeting for what would become Cesar Chavez (now Arroyo) and Vista del Valle. District configurations change and some services and events can be too far away for our famlies to attend. Through constant advocacy, the Magnet Fair for LAUSD North was held at San Fernando Middle School for the first time two years ago. I hope with the use of the MOU, we can insist that happen annually.
Early in COVID, two principals reached out saying the district had run out of hot spots and some students would not be able to connect on the first day. I worked with the School Boardmember's office and and those schools had hot spots delivered before the children started the year.
Advocating for our community beyond K-12, I've also worked with Supervisor Lindsey Horvath's office. Starting last year, to attend the Hollywood Bowl, San Fernando residents can take a bus from the Metrolink station. It took two years, but we now have the same access as Sherman Oaks or Chatsworth and it's ADA accessible from start to finish.
My busiest days as a parent are behind me, but I am grateful for the experiences and (thankfully) have the time to help others. I look forward to continuing my work with the Education Commission and finding ways to make things better for our community.

Subject: Discussion and Consideration Regarding Broadway International Film Festival 2026 - City Co-Sponsorship Request
RECOMMENDATION:
I have placed this on the agenda (Attachment “A”) for City Council to approve the City of San Fernando's participation as a co-sponsor of the 2026 Broadway International Film Festival and authorize the use of the City's name and logo as an official co-sponsor in support of this inaugural event, recognizing its cultural, educational, and economic benefits to the community.
BACKGROUND/ANALYSIS:
See Attachment “A” that was submitted to request to agendize this item for the August 3, 2026 City Council Meeting.
BUDGET IMPACT:
There is no budgetary impact associated with discussing this item. If the City Council approves the co-sponsorship request, the estimated rental fee for the Recreation Park Gym is $1,198 (Attachment "E"). Because this rental fee represents an internal charge rather than a direct expenditure, such as staff time or other out-of-pocket costs, staff recommends waiving the fee.

Discussion and Direction to Staff Regarding Coordination and Support for the Independent Cities Association (ICA) Presidential Installation Ceremony
Councilmember Mary Solorio has been elected to serve as President of the Independent Cities Association (ICA), representing cities throughout Southern California. The ICA Presidential Installation Ceremony presents a unique opportunity to highlight the City of San Fernando, strengthen regional partnerships, and showcase the City's leadership within the association.
The purpose of this agenda item is to discuss the City's role in coordinating with the Independent Cities Association (ICA) Executive Team in planning the ICA Presidential Installation Ceremony.
Staff direction will help ensure effective collaboration between the City and the ICA Executive Team regarding logistics, communications, protocol, venue coordination, and other planning efforts necessary to support a successful event.

Discussion and Consideration of Amendments to the San Fernando Police Department Automated License Plate Reader (ALPR) Policy to Strengthen Data Privacy Protections and Ensure Compliance with California Civil Code
The City of San Fernando utilizes an Automated License Plate Reader (ALPR) system to assist the San Fernando Police Department in preventing and investigating crimes, locating stolen vehicles, identifying wanted suspects, and enhancing public safety. While the technology provides valuable investigative tools, community members have expressed concerns regarding how ALPR information is shared, who may access the information, and whether data could be disclosed to federal agencies or law enforcement agencies outside the State of California.
The San Fernando Police Department's current ALPR Policy (Policy 427.7 – Releasing ALPR Data) provides general guidance regarding the release of ALPR information; however, the policy does not expressly identify the limitations contained in California Civil Code Sections 1798.90.55(b) and 1798.90.5(f). As currently written, the policy may create ambiguity regarding whether ALPR data may be shared with federal agencies or law enforcement agencies located outside the State of California.
California Civil Code Section 1798.90.55(b) provides that a public agency shall not sell, share, or transfer ALPR information except to another "public agency" and only as otherwise permitted by law.
Civil Code Section 1798.90.5(f) defines "public agency" to include only the State of California, cities, counties, political subdivisions of the State, and California law enforcement agencies. The statutory definition does not include the federal government or public agencies outside the State of California.
See Exhibit "A" for continued language for discussion.

DISCUSSION/CONSIDERATION
To provide greater clarity, transparency, and public confidence, the City Council may wish to direct staff to amend the Police Department's ALPR policy to expressly incorporate the requirements of California law by:
• Clarifying that ALPR information shall only be shared with California public agencies as defined by Civil Code Section 1798.90.5(f).
• Expressly prohibiting the release of ALPR information to federal agencies or public agencies outside the State of California unless otherwise required by law. • Establishing standardized written request procedures for any agency requesting ALPR information.
• Requiring supervisory approval before any ALPR data is released. • Requiring documentation and retention of all approved requests to strengthen accountability and auditing procedures.
August 3, 2026 Special & Regular Mtg Page 277 of 294
EXHIBIT “A”
These revisions would improve policy transparency, reduce the risk of inadvertent data sharing, reinforce compliance with California law, and strengthen public trust while preserving the Police Department's ability to utilize ALPR technology for legitimate public safety purposes.
Motion: Direct the City Manager, Chief of Police, and City Attorney to review and amend San Fernando Police Department Policy 427.7 (Releasing ALPR Data) to expressly comply with California Civil Code Sections 1798.90.55(b) and 1798.90.5(f), strengthen data privacy protections, establish clear procedures governing the release of ALPR information, and return the proposed policy amendments to the City Council for consideration.

Subject: Discussion and Consideration to Request City Co-Sponsorship for a Backpack Giveaway
RECOMMENDATION:
I have placed this on the agenda (Attachment “A”) for City Council discussion to provide direction to staff to Co-Sponsor a Backpack Giveaway Event in an effort to support, event needs of Tables, Canopys, Traffic Cones and staff needs for a 2-hour event window.
BACKGROUND/ANALYSIS:
See Attachment “A” that was submitted to request to agendize this item for the August 3, 2026, City Council Meeting.
BUDGET IMPACT:
There is no immediate budget impact associated with discussing this item. If the City Council approves the co-sponsorship request, the estimated cost to support the event would be $1,080 for Public Works staff to prepare the parking lot for closure and provide traffic control to ensure the safe and efficient movement of vehicles while maintaining access to adjacent businesses. An additional $600 in equipment costs would normally apply; however, because these are internal equipment charges rather than direct expenditures such as staff time, staff recommends waiving this cost.
If approved, the $1,080 in staff costs could be funded through the General Fund Reserves or an individual Councilmember Community Investment Fund.
As an alternative, the event could be incorporated into the City's Birthday Celebration scheduled for Saturday, August 29, 2026. Under this option, there would be no additional staff support costs, as the giveaway could take place within the existing street closure area in front of City Hall. However, the giveaway could not be held in the parking lot because the parking lot is needed to support the operational needs for the City Birthday Celebration.

Sean M. Rivas Councilmember
Request of Consideration of City Co-Sponsorship for a Backpack Giveaway Vice Mayor Patty Lopez and Councilmember Sean M. Rivas have joined together to provide our families with some backpacks for the start of the new school year. Our request is for Co-Sponsorship from the City as we will be hosting this event utilizing the back parking lot of City Hall.
The City of San Fernando is a family-oriented community where many households have school-aged children. As the cost of living continues to increase, many families face financial challenges when purchasing school supplies.
Although this event would take place after the start of the LAUSD school year, it would still provide meaningful support to families by helping replenish school supplies and prepare students attending local charter and private schools, many of which begin classes later.
A City-led Backpack Giveaway helps ensure students have the supplies they need to succeed while easing the financial burden on families. The event also provides an opportunity to connect residents with City services, community organizations, and local resources, while bringing the community together in support of San Fernando's students and families. ✔

Victoria Garcia Mayor
Creation of a patrol system to address public works and public safety issues in the City It appears that the City does not have a systematic method to consistently and methodically monitor our streets, parks, and neighborhoods. Whether it is dirty bathrooms, broken glass near bus stops, illegal dumping, or encampments, these issues can persist for days and weeks. While there is a "My San Fernando App", it is unclear how many residents know about it, have access to it, or use it and there should be a method for addressing issues without requiring an email address. I propose that some type of patrol system be implemented by our Public Works Department and Police Department, to ensure that these issues are spotted and addressed.
Direction or motion as necessary to create some type of patrol system to address public works and public safety issues in the City.
