From time to time, revisions are required to the Rules of Order governing City meetings in order to conform with changes the City Council or Commissions have requested, and as efficiencies are identified to facilitate the orderly conduct of meetings. City Council Regular Meeting Agenda – July 19, 2022 4
Staff recommends that the City Council adopt Resolution No. 22-49 rescinding Resolution No. 21-12 and adopting revised Rules of Order for the conduct of City meetings.

F. RESOLUTION NO. 22-45 APPROPRIATING ADDITIONAL FUNDING IN THE AMOUNT OF $4,692 FOR THE OMITTED SALES TAX OF $14,145 ON THE

PREVIOUSLY-AUTHORIZED PURCHASE CONTRACT FOR AN ALTEC LIFT

BUCKET TRUCK
On April 19, 2022, City Council approved the purchase of a new Ford F-550 Truck with an Altec Lift Bucket System via a Sourcewell contract for the Field Operations Division. Unfortunately, the sales tax amount was inadvertently omitted on the quote and was overlooked by staff. The original proposed quote for $142,547 did not include sales tax on the vehicle. Staff has since acquired an updated quote that includes our 10.25% sales tax. The new purchase price with sales tax included is $156,692. The adopted Fiscal Year 2021-22 Budget included $152,000 from the Gas Tax budget account 124-800-41-99-767 for the purchase of an aerial lift bucket truck. If approved, an appropriation of $4,692 from the Gas Tax fund to budget account 124-800-41-99-767 will be required.

Recommended Action:

Staff recommends that the City Council adopt Resolution No. 22-45 and authorize the City Manager to approve a Purchase Order with Altec Industries Inc., in an amount not to exceed $156,692, which is inclusive of sales tax from the Gas Tax budget account 124-800-41-99-767 and void the previouslyapproved purchase order request for $142,547.

G. RESOLUTION NO. 22-43 APPROVING THE FILING OF A GRANT

APPLICATION FOR FUNDING FROM THE LOS ANGELES COUNTY

REGIONAL PARK AND OPEN SPACE DISTRICT FOR THE VINCENT LUGO

PARK ACCESS PATH AND BRIDGE REPLACEMENT PROJECT
In November 2016, the County of Los Angeles voters approved the Safe, Clean Neighborhood Park, Open Space, Beaches, River Protection, and Water Conservation Measure, also known as Measure A. The Measure A grant is funded through an annual special tax on all taxable real property in the County.

Funding is available for projects that repair and upgrade parks and recreational facilities; create new parks; preserve and protect open spaces and beaches, and support recreational programming. The Los Angeles County Regional Park and Open Space District (RPOSD) is responsible for implementing and City Council Regular Meeting Agenda – July 19, 2022 5
administering the Measure A grants. RPOSD facilitates online grant application and administrative processes and provides oversight. There is no fiscal impact on the budget at this time.

Recommended Action:

Staff recommends that the City Council:

1. Adopt Resolution No. 22-43;

2. Authorize the filing of the Grant Application with the Los Angeles County Regional Park and Open Space District; and

3. Authorize the City Manager or his designee to execute any further documents required for the project's funding.

H. AWARD CONSTRUCTION CONTRACT NO. 22-01 IN THE AMOUNT OF $845,000 TO COLICH & SONS, LIMITED PARTNERSHIP FOR THE

SUBMERSIBLE PUMP INSTALLATION FOR SEWER PUMP STATION
PROJECT AT THE CITY’S SEWER LIFT STATION
The City’s Sewer Lift Station is located at the corner of McGroarty Street and Mission Road, and was constructed in 2016 as a requirement of the Alameda Corridor-East (ACE) Train Trench Project. It is in need of multiple upgrades due to design and function deficiencies, which has led to multiple pump failures and two sewage overflows. The existing pump design with two Gorman-Rupp 40 horsepower-motor pumps, is unable to effectively process thick grease and solid materials, which frequently enter our pumps and overheats the motors.

This outdated design is prone to losing prime, fouling and cavitation at the impellers, and plugged at inlets, causing the loss of one pump and progressive overheating of the other. Public Works Staff has had to respond frequently to address these problems during events and weekends, in recent months. Funds are available in the Fiscal Year 2022-23 approved budget with Capital Improvement Project (CIP) 4-20-01 (Phase 2) and under sewer budget accounts 122-800-38-97-403.

Recommended Action:

Staff recommends that the City Council:

1. Approve plans and specifications for Installation of Three Submersible Pumps at the Sewer Lift Station per Construction Contract No. 22-01; City Council Regular Meeting Agenda – July 19, 2022 6

2. Award the Contract to Colich & Sons, LP and authorize the City Manager to execute Construction Contract No. 22-01 with Colich & Sons, LP for a total bid amount of $845,000; and

3. Authorize the City Manager to approve a Purchase Order with Colich & Sons, LP for an amount not to exceed $925,000 which includes a 10% construction contingency.

I. RESOLUTION NO. 22-46 APPROVING A REQUEST FOR TEMPORARY STREET CLOSURE ON THE 400 BLOCK OF SEGOVIA AVENUE
The Public Works Department received a request from Louis Felix, resident at 453 Segovia Avenue, for a temporary street closure. The purpose of this request is to hold a block party which will be held on Sunday, August 14, 2022, on the 400 block of Segovia Avenue between Roses Road and Leslie Drive from 4:00 p.m. to 8:00 p.m. There is no fiscal impact to the budget for this event.

Recommended Action:

Staff recommends that the City Council adopt Resolution No. 22-46 authorizing closure on Segovia Avenue between Roses Road and Leslie Drive from 4:00 p.m. to 8:00 p.m. on Sunday, August 14, 2022.

J. ACCEPTANCE OF LOS ANGELES COUNTY MEASURE B GRANT FUNDING IN THE AMOUNT OF $163,860 FOR THE PURCHASE OF THREE CARDIAC

MONITOR DEFIBRILLATORS
The San Gabriel Fire Department has been awarded $163,860 grant, form Los Angeles County Measure B funds, a special assessment approved by voters in 2002 to improve Emergency Medical Services, Trauma Centers and Bioterrorism Response capabilities within Los Angeles County. The grant funds will be used to purchase three Zoll X Series Cardiac Monitor Defibrillators and upgrade current X Series Monitor Defibrillators. The City was awarded $163,860 from the County of Los Angeles Measure B Special Assessment.

Recommended Action:

Staff recommends that the City Council:

1. Make a motion to adopt Resolution No. 22-51, which will increase account 186-3234 by $163,860 (revenue account);

2. Increase the Fire Department budget by $163,860 in account 124-761-57- 99-380;
City Council Regular Meeting Agenda – July 19, 2022 7

3. Authorize the City Manager to accept the Measure B award per the attachments of “Measure B Advisory Board Recommendation for Funding” and “Los Angeles County Measure B Monitor Purchase Agreement;” and

4. Authorize the Fire Chief to purchase three (3) Zoll X Series Cardiac Monitors and upgrades for existing monitors as specified in attachment “Zoll Medical Quotation.”
K. FISCAL YEAR 2022-2023 FIRE DEPARTMENT SUPPLIES AND EQUIPMENT

OPEN PURCHASE ORDERS
The San Gabriel Fire Department, in the course of daily operations, maintains a supply of expendable items and durable equipment to fulfill its mission. Open purchase orders are requested at the beginning of each Fiscal Year (FY) used to keep the Department stocked with personal protective equipment, paramedic and firefighting supplies, delivered on an as-needed basis. Vendors, reviewed regularly, are selected through competitive bid, piggyback and cooperative purchasing agreements. Paramedic and Firefighting equipment and supplies are budgeted for FY 2022-2023 as line items.

Recommended Action:

Staff recommends that the City Council authorize the issuance of open purchase orders in the amount of $60,000 to Lift Assist, Incorporated and in the amount of $55,000 to Municipal Emergency Services. Pursuant to Title III, Section 34.35 of the San Gabriel Municipal Code, the City may piggyback on a contract or cooperative purchasing agreement prepared by and processed through another local, state, or federal government agency.

A. CONSIDERATION OF ADOPTION OF POLICE DEPARTMENT LEXIPOL POLICY, SECTION 707, MILITARY EQUIPMENT, PURSUANT TO ASSEMBLY BILL (AB) 481 MILITARY EQUIPMENT ACQUISITION, USE, AND

REPORTING
In the wake of several high-profile incidents, recent policing reform efforts have resulted in changes in legislation that directly impact policing in the City of San Gabriel. As a result of emerging concerns related to the use of military-style City Council Regular Meeting Agenda – July 19, 2022 8
equipment by local law enforcement, and the requisite oversight and accountability, Assembly Bill 481 was passed. It mandates certain requirements for the acquisition, use, and funding of military-style equipment including the development of “Council”-approved and publically-posted Department policies and procedures. This item, if approved, would meet that requirement.

Recommended Action:

Staff recommends that the City Council approve and adopt San Gabriel Police Department, Lexipol Manual Section 707, Military Equipment, and associated protocols pursuant to AB 481.
