SPECIAL MEETING OF THE SAN GABRIEL CITY COUNCIL
CALL TO ORDER
Mayor Ding called the special meeting of the San Gabriel City Council to order at 8:34 A.M. on Friday, August 5, 2022, in the Mission Playhouse Lobby, 320 S. Mission Drive, San Gabriel, Cal ifornia, 91776.

City Manager Mark Lazzaretto, Assistant City Attorney
Martin Koczanowicz, Community Services Director
Rebecca Perez, Police Chief Eugene Harris, Chief City
Clerk Sharon Clark, Public Works Director/City Engineer Greg de Vinck, Fire Chief Steven Wallace, Human
Resources/Risk Management Director Edward Macias,
Finance Director William Kaholokula, and Community
Development Director Aldo Cervantes.
There was no public comment.
2. STRATEGIC PLANNING SESSION
City Manager Lazzaretto introduced facilitator Patrick Ibarra of the Mejorando Group.
Discussion included benefits of good government; legacy goals; governing body and team effectiveness; and enhancing credibility as a governing body.
RECESS AND RECONVENE
The meeting was recessed at 9:45 A.M. and reconvened at 9:59 A.M. with all Council Members present.

Discussion continued on strategies for creating a more collaborative governing body; and the roles of elected officials, city manager, department directors, city staff, and community members.
City Manager Lazzaretto provided an update on accomplishments achieved in Fiscal Years 2020-2022 and initiatives in progress.

The meeting was recessed at 11 :39 A.M. and reconvened at 12:34 P.M. with all Council Members present.
STRATEGIC PLANNING SESSION (continued)
Discussion continued on various aspects and trends that inform the needs of the community; strategic planning as a concept and application; and review and refinement of the City's vision and mission statements.
RECESS AND RECONVENE
The meeting was recessed at 1 :37. P.M. and reconvened at 1 :42 P.M. with all Council Members present.
Discussion continued on proposed strategic directives as follows:
1. Build and improve the City's infrastructure:
a. Transportation
b. Traffic signalization
c. Street repairs
d. Repair of swimming pool
2. Generate economic development by fostering a business-friendly environment.
3. Engage the community to foster civic pride and ownership:
a. Communication with residents
b. Monument for veterans
c. Historic preservation
There was a consensus of the City Council to agendize overnight parking and businessfriendly discussions for future City Council meetings.
3. ADJOURNMENT
The meeting was adjourned at 3:42 P.M.
