H. JOINT EXERCISE OF POWERS AGREEMENT WITH THE SAN GABRIEL

VALLEY COUNCIL OF GOVERNMENTS TO JOIN THE SAN GABRIEL VALLEY

REGIONAL HOUSING TRUST
The San Gabriel Valley Regional Housing Trust (SGRVHT) is a Joint Powers Authority (JPA) which allows member agencies in the San Gabriel Valley to bring affordable housing resources to the region. The SGVRHT is governed by a ninemember Board of Directors and receives public and private financing and funds to support these projects throughout the San Gabriel Valley region. A specific SGVRHT funding source for member agencies is the Revolving Loan Fund (RLF) which has $8 million (from the $20 million earmark from the State budget) to support projects in earlier stages with predevelopment loans. The City is currently an affiliate member of the SGVRHT, however full membership in the JPA would allow the City access to the funding and technical assistance opportunities, including the RLF, for affordable housing projects such as 405 South Del Mar Avenue. The current year annual full member fee is $15,210.68, which will increase by Consumer Price Index (CPI) each year. For this year, LACDA is willing to pay half of the membership fee which reduce costs to the City to $7,605.34.

City Council Regular Meeting Agenda – October 4, 2022 6 Recommended Action:

Staff recommends that the City Council approve the City’s full membership in the San Gabriel Valley Regional Housing Trust so that the City may have access to the San Gabriel Valley Regional Housing Trust funding and technical assistance opportunities for affordable housing projects such as 405 South Del Mar Avenue, and authorize the execution of the Joint Powers agreement.
