C. RESOLUTION NO. 22-69 AMENDING THE AUTHORIZED SCHEDULE OF
COMPENSATION & BENEFITS FOR REGULAR NON-REPRESENTED
EMPLOYEES AND INCREASING GENERAL FUND APPROPRIATIONS FOR
REGULAR NON-REPRESENTED EMPLOYEE SALARIES AND BENEFITS
Over the last few months, staff has met with the Focus Group to discuss the status of the Authorized Schedule of Compensation and Benefits (ASCB) for the City’s regular non-represented employees and presented its recommendations for updating the ASCB for Fiscal Year (FY) 2022-23. Resolution No. 22-69 amends the ASCB for all regular non-represented employees, effective July 2, 2022. The amended ASCB for the City’s regular non-represented employees is expected to have an annualized cost impact of $382,133.
Recommended Action:
Staff recommends that the City Council adopt Resolution No. 22-69, which amends and approves the ASCB for the City’s regular non-represented employees for the period covering July 1, 2022, through June 30, 2023, and increases General Fund appropriations $307,261 and various other special funds $74,872 to cover increased costs to salaries and benefits for the City’s regular non-represented employees.
D. PROFESSIONAL SERVICES AGREEMENT WITH ARCHITERRA DESIGN
GROUP FOR LANDSCAPE ARCHITECTURAL PROFESSIONAL SERVICES On August 16, 2022, the City of San Gabriel issued a Request for Proposals (RFP 22-07) for a qualified firm to provide landscape design and plan check professional services. The City received three proposals and in staff’s opinion Architerra Design Group best met the criteria outlined in the RFP. The Fiscal Year 2022-23 budget includes $12,500 for landscape architectural services as an estimate of the services needed. If additional funds are needed due to activity in the City, the funds will be transferred, or additional appropriations will be requested. The additional activity will result in additional revenue.
Recommended Action:
Staff recommends that the City Council approve the Professional Services Agreement with Architerra Design Group and authorize the City Manager to execute said agreement and issue a purchase order.
City Council Regular Meeting Agenda – November 1, 2022 4 E. SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) GRANT
The Police Department has received a renewed grant from the Office of Traffic Safety (OTS) to participate in the Selective Traffic Enforcement Program (STEP) for Federal Fiscal Year 2022-2023. The grant will reimburse the City for personnel overtime costs incurred in participating in this campaign and the purchase of related equipment for training in the sum of $85,000. City Council’s approval of the resolution would authorize acceptance of the Grant Funding and amend the current budget approving the allocation of funds not to exceed the amount of $85,000 to be reimbursed by OTS based on actual funds used during the federal fiscal year grant (10-01-2022 through 09-30-2023).
Recommended Action:
Staff recommends that the City Council adopt Resolution No. 22-65 approving and accepting the OTS contact funding outlined in the staff report and increase the Revenue Budget Account 147-3229 by an estimated $85,000 to reflect receipt of the grant funds and increase Police Department Expenditure Budget by $85,000, in various accounts of fund 147, the OTS fund, which will be used for overtime costs and the purchase of any related equipment.

The Building & Safety Division and Fire Department staff have monitored and participated in the development of these codes closely and are engaging in training to ensure that the City’s building and safety and fire personnel are properly trained to implement the new standards.
