E. RESOLUTION NO. 22-72 AMENDING THE AUTHORIZED SALARY
SCHEDULE TO INCORPORATE THE CALIFORNIA MINIMUM WAGE RATE City Council Special Meeting Agenda – December 6, 2022 4 On January 1, 2023, the State minimum wage will increase by 3.5% to $15.50 per hour. Senate Bill 3 (“SB 3”), which was approved in 2016, gradually raised the minimum wage to $15.00 per hour by January 1, 2022 for employers with 26 or more employees. For 2023, the state minimum wage is scheduled to be increased by the national Consumer Price Index (CPI) or 3.5%, whichever is less.
Due to a historically high CPI for the past fiscal year, the minimum wage will be increased by 3.5% to $15.50 per hour in 2023. The minimum wage and equity adjustments are expected to have an annualized cost impact of $153,098.

Staff recommends that the City Council adopt Resolution No. 22-72, which amends the City’s Authorized Salary Schedule by increasing the pay rage of all part-time position classifications by the 2023 minimum wage rate requirement and applying an equity adjustment to the pay range of all regular nonrepresented full-time positions except for the Police Captain, effective December 31, 2022, and increases General Fund appropriations by $57,118 and various other special funds $19,431 to cover increased costs to salaries and benefits for Fiscal Year 2022-2023.

I. 2023 LUNAR NEW YEAR FESTIVAL
Since 2016, the City of San Gabriel has hosted a Lunar New Year Festival in the Mission District. For the 2023 event, celebrating the Year of the Rabbit, staff is recommending that the city work with media partner MRBI/KAZN (KAZN) to host the Lunar New Year celebration proposed to be held on Saturday, February 4 from 10:00 am to 9:00 pm. As part of the FY 22-23 budget, the City Council allocated funding for community engagement events with a portion of that funding designated for the 8th Annual Lunar New Year Festival. With the event being hosted by KAZN, event costs will be significantly lower with the city funding only the opening gathering for dignitaries.
CEQA Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
Staff recommends that the City Council approve the proposal and the draft Professional Services Agreement to authorize KAZN to host the 2023 Lunar New Year Festival and authorize the City Manager to sign the final agreement, subject to its approval by the City Attorney.
