5. PUBLIC HEARING – None.
6. CONTINUED BUSINESS
A. DISCUSSION REGARDING POTENTIAL PROHIBITION OR REGULATIONS
FOR THE INSTALLATION AND USE OF ARTIFICIAL TURF OR SYNTHETIC
GRASS ON CITY PARKWAYS
Current State of California law encourages the use of drought tolerant landscaping, including artificial turf or synthetic grass on residential properties.
Pursuant to the law, cities may adopt laws that provide standards for the type and installation of such materials, but may not adopt standards that would effectively preclude the use of such materials. State law is silent on the private installation of artificial turf on City property, such as a residential parkway.
Currently, the City of San Gabriel’s Landscape Code only addresses the use of artificial or synthetic turf on private property, but not within City owned parkways. At the May 16, 2023, City Council meeting, the Council requested that staff return with information regarding a potential process to allow artificial turf or synthetic grass in the right of way. There is no known fiscal impact for this item.
California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
City Council Regular Meeting Agenda – July 18, 2023 10
Staff recommends that the City Council discuss the use of artificial turf on cityowned parkways, and direct staff to either prohibit the use of these materials or amend the standards to allow artificial turf on city-owned parkways. In either case, staff will return with a formal Code amendment to implement City Council’s direction.
7. NEW BUSINESS
A. DISCUSSION AND DIRECTION ON ESTABLISHING A SISTER/FRIENDSHIP
CITY POLICY AND WHETHER TO CONSIDER ESTABLISHING
RELATIONSHIPS WITH ADDITIONAL CITIES

The City also endorsed a Friendship City with Changhua, Guandong, Taiwan through the San Gabriel Chamber of Commerce in 1986. In the past few years, City officials have been approached by additional cities with requests to establish new Sister City relationships. There is no fiscal impact related to this item.
California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
Staff recommends that the City Council discuss the Sister/Friendship City program and provide direction on how to proceed. The following options may help to guide the discussion:
