7. NEW BUSINESS
A. FUND BALANCE RESERVE POLICY AMENDMENT AND ESTABLISHING RESERVE BALANCES FOR FISCAL YEAR 2022-2023
A key component of a well-managed organization is a written policy that provides for prudent fund balance reserve levels. The City’s fund balance reserve policy was established in May 2019 and has been amended multiple times. The proposed amendment to the policy refines the City’s contingency reserve levels as well as adding a commitment of fund balance option to set funds aside for capital replacement and the retiree healthcare liability. Additionally, this report recommends reserve levels for Fiscal Year 2022-23, which is currently under audit. Contingency reserves of 25% will be established in the general fund as well as committing funds for capital replacement and Other Post-Employment Benefits (OPEB) funding for Fiscal Year ended June 30, 2023.
California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
Staff recommends that the City Council adopt the following resolutions:
1. Resolution No. 23-61 Amending the Fund Balance Reserve Policy; and
2. Resolution No. 23-62 Establishing Unassigned General Fund Contingency Reserves and Committing Fund Balance in the General Fund.
B. ADOPTION OF RESOLUTION NO. 23-63 APPROVING THE CITYWIDE
HISTORIC RESOURCES SURVEY REPORT
A citywide historic resource survey is a list of potentially-eligible cultural resources throughout a city. A historic resource survey provides the basis for an inventory of cultural resources. On September 13, 2023, the Historic Preservation and Cultural Resource Commission adopted a resolution recommending the City Council to approve the Citywide Historic Resources Survey Report. There is no fiscal impact related to this item.
This project is exempt from the requirements of the California Environmental Quality Act (CEQA), pursuant to Sections 15061(B)(3) and 15262 of the CEQA Guidelines. This includes a section known as the general rule and exempts City Council Regular Meeting Agenda – October 3, 2023 6 projects where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
