D. ADDITIONAL FUNDS FOR ADDITIONAL SCOPE OF WORK FOR THE

PICKLEBALL COURT PROJECT AT SMITH PARK IN THE AMOUNT OF $13,200 PLUS A 10% CONTINGENCY
On July 18, 2023, City Council approved $18,300 towards work at Smith Park.

This item is requesting additional funds to the existing contract with Taylor Tennis Courts, Inc. to include installation of four permanent pickleball courts on the east Court and additional pickleball play lines on the west court at Smith Park. The revised quote to complete the additional scope of work at Smith Park is $31,500. Due to the fact that this is an expansion of resources, with the addition of four permanent pickleball courts, this is an eligible expense to Parks Development Impact Fee account.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines, as installation and resurfacing of tennis/pickleball courts in an existing City Park does not reasonable create a possibility that the work will have any significant affect to the environment.

City Council Regular Meeting Agenda – December 19, 2023 4 Recommended Action:

Staff recommends that the City Council authorize the additional Scope of Work as mentioned in Attachment A of the staff report, increase the purchase order amount by $13,200, plus a 10% Contingency for a total increase of $14,520, from Impact Fund account 124-850-40-97-817, and authorize the City Manager to execute the contracts with Taylor Tennis Courts, Inc. accordingly.

One Maverick will be used as a general-purpose vehicle for transporting staff, tools, and materials. Two Mavericks will be assigned to the Public Works Department inspectors for transporting staff and equipment to construction and inspection sites throughout the City. One Ford Maverick will become a pool car and generalduty vehicle at Public Works. Funds are available in the fiscal year 2023-24 approved budget under Account Code 124-800-51-99-767.

California Environmental Quality Act (CEQA) Determination: Not a project as defined in Section 15378 of the state CEQA Guidelines, as acquisition and replacement of city vehicles is not an activity that creates a reasonable possibility of significant impact on the environment.

Recommended Action:

Staff recommends that the City Council waive formal bidding and authorize the Cooperative Purchase Agreement consistent with the piggyback bidding requirements pursuant to Municipal Code Section 34.35 and authorize the City Manager to approve a purchase order with National Auto Fleet Group in the amount not to exceed $159,032.88 from Special Project AQMD budget account 124-800-51-99-767.

G. AGREEMENT BETWEEN THE CITY OF SAN GABRIEL, RELATED COMPANIES (DEVELOPER), AND THE SAN GABRIEL VALLEY HOUSING TRUST RELATED

TO THE USE OF PERMANENT LOCAL HOUSING ALLOCATION (PLHA) FUNDING FOR THE 405 SOUTH DEL MAR AVENUE PROJECT
The Los Angeles County Development Authority (LACDA), on behalf of Los Angeles County and its participating cities, has applied for funding for the grant program known as the Permanent Local Housing Allocation (PLHA) Program from the California Department of Housing & Community Development. The allocation is based on real estate recording fees, and the City of San Gabriel will be allocated $334,526 from the $18 million grant for the period July 1, 2023- June 30, 2024 (Year 3). The City has already been allocated $480,191 from LACDA for PLHA funding. The City of San Gabriel has the opportunity to utilize this funding opportunity toward eligible housing activities as identified in the PLHA grant guidelines. As such, staff will be utilizing the $814,777 toward the affordable housing project at 405 South Del Mar Avenue. 5. PUBLIC HEARING
A. RESOLUTION NO. 23-72 FISCAL YEAR 2024-25 COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAMS: BUDGET AND ALLOCATION Each fiscal year, the City of San Gabriel receives an allocation from the Los Angeles County Development Authority for the Community Development Block Grant Program. For the Fiscal Year (FY) 2024-25, the City should expect to receive $293,032 (a 2% reduction from the current year’s allocation) to be used toward developing viable communities and serving low- and moderate- income populations. It is important to note that the final adopted allocations distributed by the Los Angeles County Development Authority may vary slightly since Congress is finalizing the budget at the time of submission of this staff report. The Fiscal Year 2024-25 Community Development Block Grant Program and Budget Plan proposes to allocate the funding to the following programs:

Youth Services Program, Code Enforcement, the Street Improvement Project, and a Graffiti Control Program. There is no fiscal impact for the current year 2023-2024. The Community Development Block Grant funding allocation estimate of $293,032 outlined in this report are for the 2024-25 fiscal year and represents a 2% decrease (approximately $2,567) from the current year allocation.

California Environmental Quality Act (CEQA) Determination: Not a project as defined in Section 15378 of the state CEQA Guidelines, as grant acceptance in and of itself, does not have a potential for any adverse impacts to the environment. Prior to construction, separate environmental review of individual construction projects may be required.

Recommended Action:

Staff recommends that the City Council:

1. Adopt Resolution No. 23-72 authorizing the allocation of Community Development Block Grant funds for FY 2024-25 from Los Angeles County Development Authority for activities and projects described above.

City Council Regular Meeting Agenda – December 19, 2023 7

2. Carry over any Community Development Block Grant funds unspent at the close of FY 2023-24 and recognize the receipt of FY 2024-25 Community Development Block Grant Program funds awarded by Los Angeles County Development Authority to the City in the City FY 2024-25 Budget.

The City will additionally be in receipt of property tax by the sale and improvement of the project site.

California Environmental Quality Act (CEQA) Determination: The proposed project was reviewed for compliance with the California Environmental Quality Act. The City prepared an Initial Study to determine the proposed project’s potential impact on the environment.
