A. APPROVAL OF MINUTES
The minutes are a record of the official actions taken at the City Council meeting.

1. Minutes of the City Council Regular Meeting of June 18, 2024.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

City Council Regular Meeting Agenda – July 2, 2024 3
Recommended Action:

C. FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH

ARCHITECTURAL RESOURCES GROUP (ARG) FOR PREPARATION OF
HISTORIC RESOURCES SURVEY PHASE 2
The Community Development Department is requesting a First Amendment to an existing professional services agreement with Architectural Resources Group (ARG) for preparation of a citywide historic resources survey. On October 3, 2023, the City Council approved the Professional Services Agreement with ARG and authorized the City Manager to execute said agreement and issue a purchase order in the amount of $40,000. The project is nearing completion, but additional time is needed for the full completion of the survey report and district maps. No additional funds are requested as part of this term extension.

Funds have already been allocated as part of Fiscal Year 2024-2025.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council:

1. Approve the First Amendment to the Professional Services Agreement with Architectural Resources Group (ARG) to extend the term of the agreement till December 3, 2024; and

2. Authorize the City Manager to execute the amendment.

D. ACCEPTANCE OF GRANT FROM ASSEMBLYMEMBER FONG’S OFFICE,

AGREEMENT WITH LA CASA DE SAN GABRIEL COMMUNITY CENTER TO

INCLUDE APPROVAL OF IMPROVEMENT PROJECT AND ACCEPTANCE OF NOTICE OF EXEMPTION [RESOLUTION NO. 24-16]
The City was notified that it would be receiving targeted state funding on behalf of La Casa de San Gabriel Community Center. As the recipient and administrator of the funds, the City has developed an agreement with La Casa to ensure proper compliance with the requirements of the grant. For the administration of the La Casa grant, La Casa will pay for the received services and, through the City, will request reimbursement from the State agency. As with the similar City Council Regular Meeting Agenda – July 2, 2024 4
grant for Friends of La Laguna, staff is recommending that the City forego collecting an administrative fee to oversee the grant.

California Environmental Quality Act (CEQA) Determination: The improvement projects to be completed at La Casa are exempt from the requirements of CEQA, per Guidelines 15331, Class 31, which applies to “projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings (1995), Weeks and Grimmer.”

4. Authorize the City Manager to act as the authority on the City’s behalf.

5. Adopt Resolution No. 24-16, required for the grant with La Casa.

E. SERVICE AGREEMENT WITH CINTAS CORPORATION FOR UNIFORMS

RENTALS, REPAIRS, AND LAUNDRY SERVICE FOR PUBLIC WORKS IN THE AMOUNT OF $26,400 ANNUALLY
The Public Works Department requires all field staff to wear a City-issued uniform. In August 2019, the City entered into a five-year service agreement with Cintas Corporation to provide uniform services, including uniform rental, laundry, and repair for all field staff. The contract will expire on August 31, 2024.

This item requests Council’s approval to enter a five-year Service Agreement with Cintas Corporation through OMNIA Partners, a nationwide cooperative purchasing organization. The cost of service will be $26,400 annually and is included in the Fiscal Year 2024-2025 budget.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

City Council Regular Meeting Agenda – July 2, 2024 5
Recommended Action:

Staff recommends that the City Council approve a five-year Service Agreement with Cintas Corporation and authorize the City Manager to approve a Purchase Order with Cintas Corporation for $26,400 annually using Field Operations Division budget account 121-800-02-43-000 for $19,200 and Sewer budget account 137-800-01-43-000 for $7,200.

F. PURCHASE OF A FIRE DEPARTMENT STAFF VEHICLE NOT TO EXCEED THE BUDGETED AMOUNT OF $80,000
The San Gabriel Fire Department utilizes a variety of vehicles in its fleet to meet emergency response and administrative responsibilities. The proposed new vehicle will replace a 2004 Chevrolet Tahoe that has more than 215,000 miles and has served as the primary emergency vehicle for the past five Fire Chiefs, Fire Prevention, and is currently assigned to a Division Chief. The total purchase price, including tax, documentation and delivery is not to exceed $80,000. The acquisition is included in the Fiscal Year 2024-2025 budget and funded in the Fleet Replacement Fund.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council authorize the City Manager to issue a purchase order in an amount up to $80,000 to a dealership with a suitable vehicle as detailed in the Staff Report.

G. APPROVAL OF FISCAL YEAR 2024-2025 FIRE DEPARTMENT SUPPLIES AND

EQUIPMENT OPEN PURCHASE ORDERS OF UP TO BUDGETED AMOUNTS $84,210 AND $65,000
The San Gabriel Fire Department, during daily operations, maintains a supply of expendable items and durable equipment to fulfil its mission. Open purchase orders, renewed each Fiscal Year (FY) are used to keep the Department stocked with personal protective equipment, paramedic, and firefighting supplies, delivered on an as-needed basis. Vendors, reviewed regularly, are selected through competitive bid, piggyback and cooperative purchasing agreements.

Paramedic and Firefighting equipment and supplies are budgeted for FY 2024- 2025 as line items in the amount of $84,210 (Emergency Medical Service Supplies) and $65,000 (Personal Protective Equipment). Allocation for these City Council Regular Meeting Agenda – July 2, 2024 6
purchases is made from the 121-761-00-21-000 account and are fully funded in the adopted budget.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council authorize the issuance of open purchase orders of up to the budgeted amounts of $84,210 for Life Assist, Inc. and of up to the budgeted amount of $65,000 to Municipal Emergency Services.

All purchases are to be made pursuant to Title III, Section 34.35 of the San Gabriel Municipal Code, permitting the City to piggyback on a contract or cooperative purchasing agreement prepared by and processed through another local, state, or federal government agency.

H. 2025 SAN GABRIEL LUNAR LANTERN FESTIVAL
Since 2016, the City of San Gabriel has hosted a Lunar New Year Festival in the Mission District. For the 2025 event, celebrating the year of the Snake, staff proposes a two-day event with co-producer World Journal Los Angeles (WJLA) held on Saturday, February 1, from 12:00-9:00 pm and Sunday, February 2, from 12:00-8:00 pm. Event costs will be covered by WJLA and associated sponsors.

In-kind costs of staff time for street closures, public safety personnel, etc. will be covered by the City. Additionally, the costs of the welcome gathering for dignitaries, which is approximately $300, will be covered by the City. This cost constitutes a great savings from the $30,000 budget allocated for this event.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines, as a short two-day event will not have any foreseeable impacts on the environment.

Recommended Action:

Staff recommends that the City Council approve the proposal and draft the Professional Services Agreement to authorize World Journal Los Angeles to produce the 2025 Lunar Lantern Festival and authorize the City Manager to sign the final agreement.

5. PUBLIC HEARING
A. ORDINANCE NO. 709 AMENDING CHAPTER 153 OF THE SAN GABRIEL

MUNICIPAL CODE RELATING TO EMERGENCY SHELTERS, GROUP
City Council Regular Meeting Agenda – July 2, 2024 7

HOMES, LOWER BARRIER NAVIGATION CENTER, SUPPORTIVE AND
TRANSITIONAL HOUSING (ZTA24-003) – INTRODUCTION AND FIRST

READING
The proposed Zone Text Amendment would amend Chapter 153 of the San Gabriel Municipal Code relating to Emergency Shelters, Group Homes, Lower Barrier Navigation Center, Supportive and Transitional Housing. The proposed Zone Text Amendment is intended to implement the goals and programs identified in the 2021-2029 Housing Element. The Fiscal Year 2024-2025 Adopted Budget includes the cost for required legal publication (Account No. 121-702-00-65-000) and codification (Account No. 121-702- 00-22-000) of the ordinance, if adopted by the City Council.

California Environmental Quality Act (CEQA) Determination: The proposed amendments were reviewed for compliance with the California Environmental Quality Act (CEQA). An initial Study/Negative Declaration (IS/ND) was prepared for the 2021-2029 Housing Element, as required by CEQA, Public Resources Code (PRC) Section 21000 et seq., the CEQA Guidelines, and the City of San Gabriel Local Guidelines for Implementing CEQA. The IS/ND considered the policies and programs outlined in the Housing Element. The Housing Element establishes the objectives, policies, and programs to assist the City in achieving state-mandated housing goals. No formal land use changes or physical development are proposed at this time and future land use and physical development would require separate environmental evaluation.

Recommended Action:

Staff recommends that the City Council:

1. Conduct the public hearing and discuss proposed Ordinance No. 709;

2. Waive full reading and introduce Ordinance No. 709 by title only:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
GABRIEL, CALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE)

OF THE SAN GABRIEL MUNICIPAL CODE RELATING TO EMERGENCY

SHELTERS, GROUP HOMES, LOWER BARRIER NAVIGATION CENTER, SUPPORTIVE AND TRANSITIONAL HOUSING.

3. Waive future reading of the Ordinance and schedule the second reading and adoption of the Ordinance for the next regular City Council meeting.

The Ordinance would then become effective 30 days after adoption.

City Council Regular Meeting Agenda – July 2, 2024 8

6. CONTINUED BUSINESS – None.

7. NEW BUSINESS
A. PURCHASE OF AUTOMATED LICENSE PLATE READER SYSTEM AND

BALLISTIC HELMETS FROM FLOCK SAFETY AND PROFORCE LAW
ENFORCEMENT UNDER 2021 STATE HOMELAND SECURITY GRANT
PROGRAM IN THE AMOUNT OF $61,500 AND $57,920.79

RESPECTIVELY
The U.S. Department of Homeland Security provides funding to State and local governments through the State Homeland Security Program (SHSP).

San Gabriel Police Department is allocated $119,354, which is exclusively dedicated to procurement of Automated License Plate Readers (ALPRs) and Ballistic Helmets. The 2021 SHSP sub-recipient agreement and Resolution No. 23-21 were presented and approved by the City Council on May 2, 2023, which awarded the City $119,354 in grant funds. This program does not require matching funds from the City. The initial outlay of $119,354 for the ALPRs and Ballistic Helmets will be fully funded by the 2021 SHSP grant award. The deadline to use these funds is November 2024 and will be reimbursed within 120 days of the submission of a reimbursement request.

In year 2 and onward, the annual subscription with FLOCK Safety for the ALPRs will be $60,000 per year, funded by the General Fund.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council authorize the City Manager to purchase FLOCK Safety Automated License Plate Readers and PROFORCE Law Enforcement Ballistic Helmet equipment using the allocated State Homeland Security Program grant funding.

B. GENERAL PLAN UPDATE DISCUSSION
Under the provisions of Government Code Section 65300, each City and County shall prepare and adopt a comprehensive, long-term general plan for the physical development of a City and County. The general plan shall consist of a statement of development policies and include the following eight mandatory elements: land use, circulation, housing, conservation, open space, noise, safety, and environmental justice. The City of San Gabriel City Council Regular Meeting Agenda – July 2, 2024 9
adopted it general plan in January 1990 and a comprehensive update in 2004. There is no fiscal impact at this time.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council discuss a potential general plan update and provide direction to staff to initiate a comprehensive update of the 2004 General Plan. This will allow the City to update all the mandated elements in the General Plan as well as add newly required elements. A comprehensive update will allow all the elements to be consistently current.

A comprehensive update will be a multi-year project with associated costs.

If the City Council provides direction to proceed with a comprehensive or focus update, and Request for Proposal (RFP) will be issued to select a qualified consulting firm to work on the project and to work with staff to facilitate the process. Either concurrent or subsequent to selecting a qualified consulting firm, the City Council can also initiate the process to form an advisory committee.

Alternative 1: Initiate a focus update and update elected elements in the General Plan. This can potentially be accomplished within a year’s time and the costs would be less than a comprehensive update. This City Council can prioritize which elements, such as adding an Environmental Justice Element to identify objectives and policies to reduce health risks to disadvantaged communities and promote food access, safe and sanitary homes, and physical activity, or updating the Safety Element to address risks associated with earthquakes, flooding, wildland, and urban fires.

Alternative 2: Maintain the General Plan. This means all the policies and goals identified in the existing 2004 General Plan will remain the same with no changes until a future time.

C. VALLEY BOULEVARD SPECIFIC PLAN AMENDMENT DISCUSSION
On May 4, 2021, the Community Development Department provided an update to the City Council on the state of the local retail industry in San Gabriel, data on the impacts of the pandemic on sales tax, and efforts in place to assist existing and new businesses. On July 6, 2021, a follow up report was provided to the City Council to address requested supplemental information raised at the May 4th meeting. This report serves as a follow-up to the City Council’s direction to staff to initiate the process to amend the City Council Regular Meeting Agenda – July 2, 2024 10
Valley Boulevard Specific Plan to allow ground floor office use. Additionally, Staff is seeking direction on establishing minimum densities within the Valley Boulevard Specific Plan area as outlined in Program 12 of the 2021- 2029 Housing Element. There is no fiscal impact, this is an information item only.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council provide comments or directions on ground floor office use and establishing minimum densities.
