J. RENEWAL OF DIGITAL EMS ELECTRONIC PATIENT CARE RECORD (EPCR)

CONTRACT
As a Public Agency Paramedic Provider Agency, the San Gabriel Fire Department must generate and submit a Patient Care Record (PCR) for each patient contact made in the delivery of emergency medical service. The requirement to submit this data in an electronic format (ePCR) has been in Los Angeles County EMS Agency Policy Ref. 607 since 2009. To meet this requirement the Fire Department has utilized the Digital EMS Solutions, Incorporated Medic Clipboard software package since 2011. The yearly total cost for the Medic Clipboard package is based on the actual number of reports (units) generated. Each report is billed at a rate of $5.50 per unit (PPU) and the San Gabriel Fire Department enjoys a discounted rate of $4.85 per unit. In addition to the PPU, the City pays a fee of $0.10 per PPU to fax run sheets from the system server to the base hospital per Los Angeles County Ref. 607 policy.

The $4.85 PPU charge is recovered as part of the Dispatch Fee charged for each call per the current fee schedule. The total estimated cost per year is $10,817 for Fiscal Year 2024-2025 and $10,766.25 for the subsequent two years through Fiscal Year 2026-2027 and is captured in the Fire Department Contractual Services Account No. 121-761-00-22-000.

7. NEW BUSINESS
A. APPROVAL OF PLACEMENT OF VETERAN’S MEMORIAL DISPLAY
San Gabriel Veterans’ Memorial Coalition (SGVMC) was established in 2020 for the purpose of honoring San Gabriel’s veterans and working toward the development of a memorial in San Gabriel. Throughout the last two years, staff has met with the group and worked with them to determine a location for the memorial. The group has had various leaders and has worked to identify a design for the memorial. The group initially proposed a location in Smith Park, but more recently has decided on a preferred location in Plaza Park. The selected site is under the palm trees in Plaza Park and is near the locations where we have held the Veterans Day and Memorial Day events.

Approval of the proposed memorial location does not have a fiscal impact.

Should the location be approved, staff has discussed that the City may cover the cost of the Veteran’s Memorial to honor the military branches and SGVMC could fund Phase 2 of the memorial, including names of those who served. Staff will come forward at a future meeting with a proposed Veteran’s Memorial and proposed budget.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:
