Under the Sewer Consent Judgement entered into between the City and the Regional Water Quality Control Board, San Gabriel is required to adopt and perform a complete sewer maintenance program. Staff seeks to continue the current annual preventative maintenance program with a chemical roach control agent. Golden Bell Products, Inc. has the sole source right for the application of Insecta, the only registered product of its type with an active ingredient labeled for use in sewer manholes. The four-year agreement with Golden Bell Products, Inc. shall not exceed $76,700. The adopted Fiscal Year 2024-2025 budget includes funding for the first year of this Professional Services Agreement in the Sewer budget account 137-800-01-22-000, which is $18,200. The annual costs will fluctuate over the duration of the agreement.

Future Fiscal Year funding will be planned and budgeted accordingly. Certificate of Insurance policies will be updated annually to ensure accurate coverage.

F. APPROPRIATION OF FUNDS TO PAY THE FINAL INVOICE FOR THE

SOUTHERN CALIFORNIA EDISON (SCE) FACILITIES RELOCATION (RULE 20B) PER AGREEMENT, IN THE AMOUNT OF $508,778.48
In February 2020, City Council approved the Southern California Edison (SCE) Facilities Relocation Agreement (Rule 20B) to start constructing the underground overhead electric utility facility on Del Mar Avenue at Valley Boulevard. The final invoice is $508,778.48. Funding for this cost is not included in the FY 2024-2025 adopted budget. Staff is requesting an appropriation of $508,778.48 from the General Fund to account 122-800-15-96-743. Since the City is making the payment for the offsite improvements, there will be less of an offset of transient occupancy tax (TOT) in the future to reimburse the developer for the offsite improvement cost. In the future, if a loan agreement is entered, where the City would loan the funds to the developer and the developer would provide the funds to the City to make the payment, then this payment may not be viewed as an expenditure but rather a loan receivable.

City Council Regular Meeting Agenda – December 17, 2024 5 Prior to this appropriation, the General Fund was projecting a $209,000 surplus.

With this appropriation of $509,000, the General Fund will project a $300,000 deficit which will be taken from the General Fund’s unrestricted reserves.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council authorize the City Manager to approve a purchase order in the amount of $508,778.48 to pay the final invoice for the Southern California Edison (SCE) Facilities Relocation (Rule 20B) for the underground project on Del Mar at Valley Boulevard; and approve an appropriation of $508,778.48 from the General Fund to account 122-800-15- 96-743.

G. RESOLUTION NO. 24-69 AMENDING THE AUTHORIZED POSITION CLASSIFICATION AND SALARY SCHEDULE TO INCORPORATE THE 2025

STATE MINIMUM WAGE INCREASE, UPDATE THE LIST OF AUTHORIZED

PART-TIME LIMITED-SERVICE POSITIONS, AND ADJUST THE PART-TIME

RECREATION AND AQUATICS PROGRAM POSITION PAY SCHEDULE TO

LOCAL MARKET RATES
On January 1, 2025, the State minimum wage will increase to $16.50 per hour, which represents a 3.13% increase to the current minimum wage. City-wide there are approximately 80 part-time limited-service employees who will be affected by the minimum wage increase, and there approximately 2 part-time Recreation and Aquatics employees who will be affected by the minimum wage increase and market rate adjustments to the part-time Recreation and Aquatics program positions. The minimum wage and market rate adjustments as described in this report are expected to have a combined annual cost impact of $45,145. The cost impact for Fiscal Year (FY) 2024-2025 is $22,573, with the General Fund incurring approximately $8,304 (36.8%) of the total increase. An additional appropriation of $14,269 in general funds and $8,304 in various other special funds is needed to cover the increase to part-time salaries in FY 2024-2025.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

City Council Regular Meeting Agenda – December 17, 2024 6 Staff recommends that the City Council adopt Resolution No. 24-69, which amends the City’s authorized Salary Schedule by increasing the pay range of all part-time limited-service positions by the 2025 minimum wage rate increase, updating the list of part-time limited service positions by adding three new positions and retitling two existing positions, and adjusting the pay for the key part-time Recreation and Aquatic program positions to the local market rate, effective December 28, 2024, and increases General Fund appropriations $14,269 and various other special funds $8,304 to cover increase costs to parttime position salaries for Fiscal Year 2024-2025.
