A. PROFESSIONAL SERVICES AGREEMENT WITH TYLER TECHNOLOGIES FOR

THE PURCHASE, IMPLEMENTATION, AND SOFTWARE LICENSING AND MAINTENANCE OF TYLER’S ENTERPRISE RESOURCE PLANNING (ERP) SOFTWARE FOR A ONE-TIME COST OF $417,208 AND ANNUAL
SUBSCRIPTION OF $125,169
The City of San Gabriel currently utilizes Tyler Technologies’ Eden system for financial management, which has been in place for over 22 years. However, Tyler has announced that support for Eden will end in February 2027, necessitating the transition to a new Enterprise Resource Planning (ERP) system to avoid operational disruptions. After a thorough evaluation process, which included a comprehensive needs assessment and vendor demonstrations, Tyler Technologies' Enterprise ERP system emerged as the best solution to meet the City’s financial and human resource management needs. The new system will integrate financial management, payroll, human resources, procurement, budgeting, and reporting, improving efficiency and eliminating outdated, paper-based processes. The total one-time implementation cost is $417,208, with an annual subscription fee of $125,169. The implementation will take approximately 18 to 24 months, beginning October 1, 2025.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
