D. ADOPTION OF THE 2025 SEWER SYSTEM MANAGEMENT PLAN UPDATE [RESOLUTION NO. 25-30]
This item seeks adoption of the City’s 2025 Sewer System Management Plan (SSMP) Update, as required by the State Water Resources Control Board. The SSMP is designed to ensure the effective management, operation, and maintenance of the City’s sanitary sewer system. There is no significant fiscal impact associated with the approval of the 2025 SSMP.
California Environmental Quality Act (CEQA) Determination: Sewer System Management Plan is exempt from the California Environmental Quality Act (CEQA) pursuant to Title 14, Sections 15061 (b)(3) (common sense exemption), 15301 (existing facilities) and 15308 (regulatory process).

E. ADOPTION OF A RESOLUTION APPROVING A LAND AND WATER
CONSERVATION FUND PROGRAM GRANT APPLICATION [RESOLUTION NO. 25-31]
The City of San Gabriel has the opportunity to apply for Land and Water Conservation Fund (LWCF) grant funds through the National Park Service, administered by California Department of Parks and Recreation. With this funding, the state will award approximately $35 million in competitive grants for acquisition or development projects for outdoor recreation opportunities in communities across California. If awarded, the City would use LWCF funding for the renovation of Smith Park Pool and the replacement of the playground at the northeast corner of Smith Park. While there is no fiscal impact at this time as staff is simply requesting approval of the Resolution to apply for the grant funding, should the grant be funded, there is a match requirement of 50% of the awarded amount. Should the grant be funded, the item will be brought back to City Council for acceptance and appropriations of the funds needed to meet the match requirement.
California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
Staff recommends that the City Council adopt Resolution No. 25-31 approving the City’s application for grant funds through the Land and Water Conservation Fund Grant Program.

A. PROFESSIONAL SERVICES AGREEMENT WITH GRIFFIN STRUCTURES FOR
THE PREPARATION OF A POLICE FACILITY SPACE NEEDS ASSESSMENT STUDY FOR $127,000 PLUS A 10% CONTINGENCY [RESOLUTION NO. 25- 29]
The San Gabriel Police Department building is in need of critical improvements to provide employees with an adequate, efficient, and safe working environment. Public Works staff developed a Request for Proposal for the Police Facility Space Needs Assessment Study Project and following interviews, staff determined that Griffin Structures is the most qualified and cost-effective City Council Regular Meeting Agenda – July 15, 2025 5
firm for this project. The total cost for Griffin Structures to complete the Space Needs Assessment Study is $127,000 with an additional 10% contingency of $12,700, bringing the total project budget to $139,700. Resolution No. 25-29 would appropriate the necessary funds into the City’s Fiscal Year 2025-2026 budget.
California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
Staff recommends that the City Council authorize the City Manager to execute a Professional Services Agreement with Griffin Structures and approve a purchase order in the amount of $127,000, and a purchase order for a 10% contingency using Police Facility Development Impact Fees (Budget Account 124-751-40-96-586). Additionally, staff recommends adoption of Resolution No. 25-29 to appropriate the necessary funds for completion of the project.
B. GENERAL PLAN UPDATE REQUEST FOR PROPOSAL RESPONSES
Pursuant to Government Code Section 65300, each city shall prepare and adopt a comprehensive, long-term general plan for the physical development of a city consisting of a statement of development policies including eight mandatory elements: land use, circulation, housing, conservation, open space, noise, safety, and environmental justice. The City of San Gabriel adopted its general plan in January 1990 and a comprehensive update in 2004. On July 2, 2024, the City Council directed staff to obtain cost estimates for both a comprehensive and focused update. There is no fiscal impact associated with this discussion item, which is informational only. Should the City Council decide to move forward with the General Plan Update, the overall cost would be spread over a two-tothree-year fiscal period and would be funded by the General Fund. A 5% General Plan fee is accessed with every construction permit specifically for General Plan purposes.
California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
Staff recommends that the City Council appoint two City Council Members to interview the three consulting firms along with staff and provide directions to finalize the selection process of the consultant.

C. MEMORANDUM OF UNDERSTANDING WITH ARTS BRIDGING THE GAP
ON BEHALF OF SAN GABRIEL VALLEY SYMPHONY FOR USE OF THE SAN
GABRIEL MISSION PLAYHOUSE
The City has been approached by a newly-established professional orchestra based in the San Gabriel Valley for a proposed partnership with the San Gabriel Mission Playhouse. San Gabriel Valley (SGV) Symphony is working in conjunction with an established non-profit, Arts Bridging the Gap, for development of this partnership with the Playhouse. While there is no direct fiscal impact for the proposed use, there is a potential for loss of revenue should the concerts not bring in adequate revenue, as expected, to cover the costs of Playhouse use. There is a potential economic benefit to San Gabriel based on artists and audience members visiting San Gabriel’s local restaurants and hotels.
California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.
Recommended Action:
Staff recommends that the City Council:
1. Approve the Memorandum of Understanding with Arts Bridging the Gap on behalf of San Gabriel Valley Symphony, thus approving the waiver of certain costs and post-performance payment; and
2. Authorize the City Manager to execute the Memorandum of Understanding and any other necessary documents pending review and approval by the City Attorney.
Alternatives to Staff Recommendation:
1. Discuss alternate terms to the phased partnership with Arts Bridging the Gap and San Gabriel Valley Symphony.
2. Send the item back to staff to determine additional alternatives.
3. Other options that the City Council determines after discussing the item.
8. CITY MANAGER’S REPORT
9. COUNCIL COMMENTS AND CONFERENCE/MEETING REPORTS
