A. POLICE DEPARTMENT NEEDS ASSESSMENT CONCEPTUAL DESIGN

DISCUSSION
The San Gabriel Police Department building requires critical improvements to provide a safe, efficient, and functional work environment for staff. Built in 1962, the facility is outdated, lacks modern amenities, and no longer meets the standards of a modern police department. The Department has grown substantially over the last several years and a modern facility is needed to keep pace with the evolving landscape and needs of law enforcement. In July 2025, the City contracted Griffin Structures to help prepare a Police Space Needs Assessment Study to evaluate options for constructing a new facility or renovating and/or expanding the existing building. The study evaluated current and future Police Department facility space needs based on industry standards, trends and best practices, and a comprehensive assessment of the existing facility and the Department’s operational needs. Based on this, five general concept alternatives were developed with preliminary cost estimates based upon an analysis of square footage and industry-specific construction cost estimates.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council:

1. Receive and file this final draft report;

2. Review and discuss it in the broad context of potential future facility options, capital improvement funding needs and related strategy decisions and actions; and

3. Direct staff on any additional general information to be included in the final report.
