D. 2026 CONFLICT-OF-INTEREST CODE BIENNIAL UPDATE – RESOLUTION NO. 26-48
City Council Regular Meeting Agenda – September 15, 2026 4 Form 700 (Statement of Economic Interests) is a public document intended to inform public officials and members of the public about the type of financial interests that may create conflicts of interests. Under the Political Reform Act, public agencies are required to adopt a conflict-of-interest code designating positions required to file Statements of Economic Interests and assigning disclosure categories specifying the types of interests to be reported. The conflict-of-interest code must be reviewed every two years so that amendments may be made as needed.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council effectuate the necessary changes to the City’s Conflict-of-Interest Code by adopting Resolution No. 26-48 entitled: “A Resolution of the City Council of the City of San Gabriel, California, Amending the City of San Gabriel Conflict-of-Interest Code and Rescinding Resolution No. 24-61.”
E. AWARD CONTRACT NO. 25-58 FOR THE LAS TUNAS DRIVE STREETSCAPE ENHANCEMENT PROJECT AWARD CONSTRUCTION CONTRACT NO. 25- 58 TO GREEN GIANT LANDSCAPE, INCORPORATED, FOR THE LAS TUNAS

DRIVE STREETSCAPE/PEDESTRIAN ENHANCEMENTS PROJECT IN THE AMOUNT OF $680,600, PLUS A 10% CONTINGENCY
The Las Tunas Drive Streetscape/Pedestrian Enhancements Project, which was adopted in the City of San Gabriel’s Capital Improvement Program (CIP) as Project #1-08-33, will construct a new landscaped median with a monument sign on Las Tunas Drive at the western City limit, along with enhancing and beautifying the corridor and pedestrian amenities with 27 new street trees, 56 pedestrian and street lighting fixtures, 20 benches, 16 bicycle racks, and 20 trash receptacles.

California Environmental Quality Act (CEQA) Determination: This project is determined to be Categorically Exempt per CEQA Section 15301 – Existing Facilities. The project includes improvements to the existing corridor and the addition of new street trees, street lighting and facilities to the existing roadways within the public right-of-way.

Recommended Action:

City Council Regular Meeting Agenda – September 15, 2026 5 Staff recommends that the City Council:

1. Approve the plans and specifications for the Las Tunas Drive Streetscape Enhancement Project (CIP 1-08-33);

2. Award Construction Contract No. 25-58 to Green Giant Landscape, Incorporated in the amount of $680,600, plus a 10% construction contingency, for a potential total contract authorization amount of up to $748,660; and

3. Authorize the City Manager to execute Construction Contract No. 25-58 and approve a purchase order in the amount of $680,600, and a separate purchase order for a 10% construction contingency in the amount of $68,060.

F. APPROVE MEMORANDUM OF UNDERSTANDING AGREEMENTS WITH

THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION

AUTHORITY FOR MOBILITY IMPROVEMENT PROJECTS
The Los Angeles County Metropolitan Transportation Authority (LACMTA) projects will make improvements to reduce congestion at Valley Boulevard’s intersections with New Avenue, San Gabriel Boulevard and Del Mar Avenue, and at Mission Drive’s intersection with Las Tunas Drive. Upon executing the Memorandums of Understanding (MOU), the LACMTA would continue completing their pre-construction phase responsibilities on behalf of the City, and the City and LACMTA will then execute a separate Measure R funding agreement to cover the City’s reimbursable project activities during the construction phase. It is tentatively anticipated that construction would be complete by June 30, 2028, depending largely upon the duration of the rightof-way acquisition phase of pre-construction.

California Environmental Quality Act (CEQA) Determination: This item is not a project as defined in Section 15378(b)(4) of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council:

1. Approve MOU agreements with LACMTA to accept $17,400,000 in Measure R funds for the City of San Gabriel’s intersection projects on Valley Boulevard at New Avenue (MR5.2.1.04), Del Mar Avenue (MR5.2.1.08) and San Gabriel Boulevard (MR5.2.1.06), and at Mission Drive and Las Tunas Drive (MR5.2.1.05); and
City Council Regular Meeting Agenda – September 15, 2026 6

2. Authorize the City Manager to execute the MOU agreements on behalf of the City.

G. RENEWAL OF A PROFESSIONAL SERVICES AGREEMENT WITH DUKE’S

ROOT CONTROL, INCORPORATED FOR SEWER LINE ROOT CONTROL
SERVICES FOR $116,542.32 PLUS A 10% CONTINGENCY
In order to properly maintain the City of San Gabriel’s sanitary sewer system and comply with its 2016 consent judgement with the Los Angeles Regional Water Quality Control Board, the City of San Gabriel must maintain a root control program. The proposed agreement provides for Duke’s Root Control, Inc. to apply the chemical root agent Razorooter™ inside sanitary sewer lines to treat existing root intrusion and inhibit new growth.

California Environmental Quality Act (CEQA) Determination: The proposed chemical root control program is not considered a “project” under the CEQA pursuant to CEQA Guidelines Section 15378, because it constitutes routine maintenance of existing public facilities involving no expansion of use.

Furthermore, the operation, repair, and maintenance of existing public utility systems is exempt under Class 1, Existing Facilities (Section 15301). Therefore, no further CEQA review is required.

Recommended Action:

Staff recommends that the City Council:

1. For the reasons outlined above, find that the purchase is exempt from the City’s formal procurement contract procedures as a sole purchase under Section 35.35(C) of the San Gabriel Municipal Code;

2. Authorize the City Manager to execute the Professional Services Agreement with Duke’s Root Control, Incorporated for sewer line root control services in the amount of $128,196.55 including a 10% contingency; and

3. Authorize the City Manager to approve a Purchase Order for $39,738.24 plus a 10% contingency of $3,973.82 from the Sewer Contractual account 137- 800-01-22-000 for Fiscal Year 2026-27 and authorize the issuance of a Purchase Order in Fiscal Year 2027-28 for $76,804.08 plus a 10% contingency of $7,680.41 from the same account.

City Council Regular Meeting Agenda – September 15, 2026 7 H. FIRST AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH ADVANTAGE MAILING LLC IN THE AMOUNT OF $9,999.81 PER ISSUE In 2023, the City transitioned from the Grapevine Guide to the Discover San Gabriel publication. During this time an agreement was executed with Advantage Mailing LLC for the printing and mailing of the new Discover San Gabriel Publication. The initial agreement term was for three years, through September 4, 2026, with the option to be renewed for two additional one-year terms.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council authorize the City Manager to execute the First Amendment to the Professional Services Agreement with Advantage Mailing LLC in the amount of $9,999.81 per issue for a one-year period.

I. THREE-YEAR RENEWAL OF RINGCENTRAL RINGEX TELEPHONE SERVICES CONTRACT IN THE AMOUNT OF $150,275.88
The City currently utilizes RingCentral RingEX services for its business telephone needs. The current subscription includes 162 DigitalLine Unlimited lines, 34 DigitalLine Basic lines, and 71 additional local numbers. The current subscription and proposed renewal both provide these services at the same monthly pricing, with the proposed renewal identifying the DigitalLine Unlimited service as DigitalLine Unlimited Standard. The renewal proposal was prepared by RingCentral for the City of San Gabriel on August 20, 2026.

RingCentral’s telephone services are an integral component of the City’s communications infrastructure, supporting day-to-day communications for City staff and the public. Given the importance of reliable telephone service to City operations, it is necessary to ensure continued availability and functionality through renewal of the current contract.

California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

Recommended Action:

Staff recommends that the City Council authorize the City Manager to enter into a three-year renewal subscription agreement with RingCentral.
