On June 16, 2020, the City Council adopted Ordinance No. 664 establishing a non-exclusive vehicle towing franchise. On August 17, 2026, San Gabriel Police Department issued Request for Proposals (RFP) No. 26-14 for towing and storage services with the purpose of increasing the number of qualified towing and storage companies available to serve the department. Increasing the available number of qualified towing companies to a police department can significantly improve operational, financial, and public services. Additionally, having multiple towing companies available helps provide greater flexibility and more timely services to police personnel when needed. The City received five (5) responses to RFP 26-14. The responsive companies are Foothill Towing, Dickson’s Towing, Helms & Hill, Navarro’s Towing, and Henry’s Towing. The non-exclusive franchise agreements are for a term of three (3) years with two (2) one-year optional renewals.

D. CYBERSECURITY SUBSCRIPTION AGREEMENT WITH DARKTRACE FOR A THIRTY-SIX-MONTH PERIOD IN THE AMOUNT OF $148,078.93
Cybersecurity is essential to ensuring the uninterrupted operation of City services. While existing measures provide a foundation of protection, the sensitive nature of the Police Department’s Information Technology Network – as well as compliance requirements from the State and Federal Department of Justice – necessitate an additional layer of security. The City has utilized Darktrace to provide that extra layer of cybersecurity for the Police Department and City Hall over the past 36 months, during which the platform has demonstrated consistent value in threat detection and response.
California Environmental Quality Act (CEQA) Determination: Not a Project as defined in Section 15378 of the State CEQA Guidelines.

1. Approve staff’s recommendation for a sole-source approach and award a thirty-six-month subscription agreement with Darktrace in the total amount of $148,078.93 ($49,359.64 per year) for enhanced cybersecurity protection of the Police Department and City Hall Information Technology networks.

The majority of the purchase is funded by an award from Senator Sasha Renée Pérez with supplemental funds included for ambulance replacement in the approved Fiscal Year 2026-2027 budget. The San Gabriel Fire Department utilizes a variety of vehicles in its fleet to meet emergency response and administrative responsibilities. The Division Chiefs are assigned vehicles with communications and emergency response equipment to effectively respond to and assume command of large-scale incidents that occur in the City, and to commute to and from various meetings and conferences.
The new vehicles will replace a 2014 Toyota Highlander, a 2012 Toyota Highlander and a 2018 Ford Explorer that was recycled from the Police Fleet. In addition, a 2021 Ford Explorer will be re-assigned to the Fire Prevention Bureau.
Existing vehicles will be returned to the San Gabriel Public Works Fleet Division for re-assignment or removal from inventory subject to the City of San Gabriel policy.

In an effort to meet the increasing requests for Fire Department services and to plan for continuity of operations and continued growth in the future, staff has spent a considerable amount of time identifying revenue sources outside of traditional funding streams. Over the past several years, relationships between Fire Department Command Staff and Federal and State elected officials have been developed, leading to opportunities that are beneficial to both the City of San Gabriel and surrounding communities. The City of San Gabriel has been awarded budget funds from Senator Sasha Renée Pérez in the amount of $350,000 to purchase an additional Rescue Ambulance.
California Environmental Quality Act (CEQA) Determination: This item is not a project as defined in Section 15378 of the State CEQA Guidelines.

J. APPROVAL OF PROFESSIONAL SERVICES AGREEMENT WITH RKA
CONSULTING GROUP FOR ENGINEERING PLAN CHECKING SERVICES IN THE AMOUNT OF $250,000
Approximately five years ago, the City of San Gabriel awarded a professional services agreement to RKA Consulting Group to provide engineering plan checking services. RKA Consulting Group has satisfactorily performed these services during the agreement term. With the agreement term ending this year, the City issued a new Request for Proposals (RFP) to solicit qualified firms to provide continued engineering plan checking services. As a professional service, the selection of the engineering plan checking services is based on demonstrated competence and qualifications as well as responsiveness to the RFP’s directions/requirements rather than solely on the lowest proposed cost.

K. MEMORANDUM OF UNDERSTANDING WITH IRIS INTERACTIVE
FOUNDATION FOR USE OF THE GRAPEVINE ARBOR FOR FREE
COMMUNITY EVENTS
IRIS Interactive Foundation (IRIS) is a Southern California 501(c)3 operated by a team of approximately 80 volunteers. IRIS seeks to host events that focus on anime and gaming with live in-character performers, original story experiences, themed food and beverage, and interactive activity stations at the Grapevine Arbor. These events are free to attend, though food and merchandise is available for purchase. IRIS hosted two events at the Grapevine Arbor previously and both drew a large crowd. IRIS would like to offer these events on an ongoing basis and develop a partnership with the City of San Gabriel. Since the primary draw for these events is teens and young adults, which is not typically a demographic seen at other community events, staff agrees that this may prove to be beneficial and enhance the offerings to the San Gabriel community.
Additionally, the events have potential economic benefits for the Mission District.

A. STREET NAME SIGN REPLACEMENT SPECIAL MAINTENANCE PROJECT -
DISCUSSION AND POTENTIAL PURCHASE
Staff replace various street name signs throughout each year, but many are over 15 years old and highly faded. In response to this, $200,000 of additional funding for street name sign maintenance was included in the Fiscal Year (FY) 2025-2026 Adopted Budget to purchase sufficient street name signs for staff to install city-wide. The funding was carried over into the FY 2026-2027 Adopted Budget while staff inspected existing sign locations and conditions to estimate necessary quantities. Based on questions and debate around the current street name sign design, including how sign color affects its useful lifespan due to fading in particular, the City Council has been presented with alternative recommendations on how to potentially proceed.
California Environmental Quality Act (CEQA) Determination: This project is determined to be Categorially Exempt per CEQA Section 15301 – the project consists of minor alterations to existing public right-of-way facilities. No potential for significant impacts to the environment is anticipated in this project.
Recommended Action:
Staff recommends that the City Council:
1a. Review and discuss the street name sign design and specifications; 2a. Approve the purchase of street name signs from Pacific Products and Services, LLC as the lowest qualified bidder;
3a. Adopt Resolution No. 26-50 appropriating $51,416 from the Measure R fund to Account number 124-800-58-97-747;
City Council Regular Meeting Agenda – October 6, 2026 10 4a. Authorize the City Manager to issue a purchase order in the amount of $228,560 for the supply and delivery of the street name signs; and 5a. Authorize separate purchase order in the amount of $22,856 for a 10% contingency, for a total authorized amount of $251,416.
Or:
1b. Review and discuss the street name sign design and specifications; and 2b. Provide direction to staff on alternate courses of action to explore regarding sign design and specifications.
