D. FISCAL YEAR 2025-26 YEAR-END APPROPRIATION ADJUSTMENTS [RESOLUTION NO. 26-57]
City Council Regular Meeting Agenda – October 20, 2026 4 As the City’s Fiscal Year 2025-2026 financial books are being closed, it becomes necessary to make budget adjustments prior to the forthcoming audit. These adjustments are necessary to allocate additional funds to general fund departments or other funds that have surpassed their initially-allocated or amended budgets. This report seeks the approval of the City Council for these budget adjustments, which may involve transferring appropriations between general fund departments or appropriating funds to a fund that has exceeded its budgeted appropriations. COMPANY FOR THE FISCAL YEAR 2026-27 COMMUNITY DEVELOPMENT
BLOCK GRANT PEDESTRIAN RAMP IMPROVEMENT PROJECT IN THE
AMOUNT OF $228,737, PLUS A 10% CONTINGENCY OF $22,873.70, FOR A TOTAL POTENTIAL AMOUNT OF $251,610.70
The City of San Gabriel (City) allocates a portion of the Community Development Block Grant (CDBG) Program funding it receives each year towards the City’s Capital Improvement Program Project #1-14-02 for street repairs and sidewalk improvement projects in low-to-moderate-income residential areas. Due to the amounts received and infrastructure needs, the City typically accumulates two years of funds to use annually rather than every year, and for pedestrian ramp improvements in particular.
California Environmental Quality Act (CEQA) Determination: This project is determined to be Categorially Exempt per CEQA Section 15301 – the project consists of minor alterations to existing public right of way facilities. No potential for significant impacts to the environment are anticipated in this project.

F. RESOLUTION NO. 26-55 RESCINDING AND REPLACING RESOLUTION NO. 26-43 AND RATIFYING THE MEMORANDUM OF UNDERSTANDING WITH THE SAN GABRIEL FIRE MANAGEMENT GROUP FOR THE JULY 1, 2025 THROUGH JUNE 30, 2027 PERIOD AND INCREASING GENERAL FUND
APPROPRIATIONS FOR FIRE DEPARTMENT SALARIES AND BENEFITS On August 18, 2026, City Council adopted Resolution No. 26-43 ratifying a twoyear successor Memorandum of Understanding (MOU) between the City and Fire Management Group (FMG).
