Resolution No. 3904, which rate and method is by this reference incorporated herein.

The special tax has previously been levied in the original territory of the District beginning in Fiscal Year 2020 pursuant to Ordinance No. 20-08 passed and adopted by the City Council on July 7, 2020, and the special tax is hereby levied commencing in Fiscal Year 2022/23 in the District, including the Annexation Territory identified as Annexation No. 6 (Tax Zone No. 7), and in each fiscal year thereafter to pay for the services for the District and the costs of administering the District.

Section 3. The City Manager of the City or designee or employee or consultant of the City is hereby authorized and directed each fiscal year to determine the specific special tax to be levied for the next ensuing fiscal year for each parcel of real property within the District, including the Annexation Territory, in the manner and as provided in Resolution No. 3904.

REQUESTED BY:

SUBJECT:

Stuart McKibbin, Contract City Engineer
Robert A. Johnson, City Manager
San Jacinto Street Pavement & Sidewalk
Improvements Project
RECOMMENDATION:

Approve the plans and specifications for the San Jacinto Street Pavement & Sidewalk Improvement Project (CIP 21-006); Award the construction contract to Copp Contracting, Inc., for the sum of $768,666.41; Allocate 10% of the bid amount for soft costs and 10% for construction contingencies; Reject all other bids; Authorize the City Manager to execute the construction contract; and allocate an additional $174,835 from SB-1 RMRA to the project.

DISCUSSION:

In recent years, the City has been aggressively focused on making improvements to local streets.

As funding has been an on-going issue over the past 10 years, City staff has sought creative ways to identify grant funds. As such, the City identified this area as a qualified project for Community Development Block Grant (CDBG) funds and the project was accepted and approved by Riverside County during last year’s allocation.

The project involves the widening of Artesia Street from Camino Los Banos to approximately 130 feet East of Mistletoe Avenue, and the pavement rehabilitation and widening of neighboring streets. Project construction items include the installation of new pavement, curb and gutter, sidewalk, curb ramps, and residential driveway approaches. Construction is planned to begin early May 2022, and 60 working days have been allocated to complete the project.

On February 24th, 2022, nine bids were revealed via Planet Bids for the San Jacinto Street Pavement & Sidewalk Improvement Project. Bids ranged from $768,666.41 to $1,147,307.60.

The low bid was submitted by Copp Contracting, Inc. The proposal has been reviewed and found responsive and responsible. The City Engineer’s Office has contacted the Contractor’s references and all references responded that the contractor’s work was satisfactory.

The Engineer’s Estimate for construction is $850,000. The project’s available budget is $747,565. $554,800 is funded by CDBG funds, and $240,200 is funded by SB1 RMRA funds.

To cover the total expenditures, including contingencies and soft costs, staff recommends that the City Council authorize an additional $174,835 from SB1 RMRA fund to the project budget.

Staff recommends that the City Council approve the plans and specifications, award the project to Copp Contracting, Inc., reject all other bids, and authorize 10% of the bid amount for construction contingencies, and 10% of the bid amount for soft costs (inspection, contract administration, survey, geotechnical testing), and authorize the City Manager to execute the

Founded in 1957, the International Council of Shopping Center (ICSC) is the leading shopping center industry trade association with over 70,000 members located throughout 100 countries.

ICSC RECON is the global convention, which will be held May 22-24, 2022, in Las Vegas.

With approximately 37,000 attendees and over 1,000 exhibitors, it is the largest gathering of retail estate professionals.

Approximately 50 percent of all retail deals are concluded at the annual ICSC RECON event held each May. Consequently, the annual meetings in May in Las Vegas, the October Western Division Conference in Los Angeles, the February Southern California Idea Exchange in Anaheim, and the March Monterey Idea Exchange events are essential to keep San Jacinto fresh in the minds of retailers and developers as new locations are considered.

Ongoing efforts at these ICSC events have resulted in the attraction and development of Dunkin’ Donuts & Baskin Robbins (D31), Dutch Bros Coffee, Popeye’s Louisiana Chicken, the Habit Burger, and Tommy’s Car Wash to San Jacinto.

In addition, staff has been able to meet with multiple developers regarding various development locations throughout the City of San Jacinto. With ongoing and active commercial activity and the increased residential construction, this has generated increased interest by retail developers and brokers looking for sites along San Jacinto’s main corridors. In order to accommodate the anticipated meeting schedule and to continue to enhance the City’s visibility, the City will have its own booth to host developers and provide maximum exposure to San Jacinto.

In 2019, City staff conducted over 50 meetings with potential developers and retailers throughout the three-day conference. With meetings held in the City’s booth, San Jacinto attracted attention from additional interested retail and residential developers and others enjoying the conference who were just walking past.

Councilmembers routinely accompany staff at the annual ICSC RECON event and are teamed with staff to handle individual and group meetings. The team effort establishes, builds, cements, and maintains relationships with shopping center developers, retail tenants, and their representatives to show how engaged the city staff and elected are in obtaining new retailers.

The travel requests are being submitted now for City Council consideration in order to take advantage of the advance booth rates.

FISCAL IMPACT:

The estimated cost for each Councilmember to attend is $2,000. This includes the ICSC membership, food, and travel related expenses. Conference registration costs are included in the City’s booth registration; therefore, individual registration costs are not required. Funds are available in the FY 2021-2022 Budget, Account #010-1100-411-3120 (Conference and Seminars).
