TO: City Council
REQUESTED BY: Arthur Mullen, Water Utilities Superintendent APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Update on Artesia Main Water Line Emergency Replacement
RECOMMENDATION
Staff recommends that the City Council:
1. DETERMINE that the project is statutorily exempt from California Environmental Quality Act (CEQA) pursuant to Section 15269 (Emergency Projects) (b) as the activity is the emergency repair of the publicly owned service facilities (domestic water line) necessary to maintain service essential to the public health, safety or welfare as determined with the August 2, 2022 City Council Emergency Declaration; and,
2. RECEIVE AND FILE the report on the emergency replacement of the water main line on Artesia Street between N. Jordan Avenue and N. Algona Avenue; and,
3. DETERMINE that there is a need to continue the emergency action pursuant to San Jacinto Municipal Code §3.08.070(B)(1).
DISCUSSION
On August 2, 2022, the San Jacinto City Council authorized the emergency replacement of the water main line on Artesia Street between N. Jordan Avenue and N. Algona Avenue. Per San Jacinto Municipal Code §3.08.070(B)(1), the City Manager is required to submit a report at every regular City Council meeting until the emergency action is terminated.
Staff contacted six pipeline construction companies and has received preliminary estimates from two interested companies – Genesis Pipeline Construction and 4 West Pipeline Services. The scope of service includes the trenching and removal of 340 feet of existing pipe, installation of new C-900 pipe at 48 inches below grade, final connection of the new line, reconnection of service lines, backfilling the trench, and paving with 3 inch asphalt.
August 16, 2022 Update
The Engineering Department is finalizing the design and specifications to receive a more accurate bid. The proposals will be evaluated based on total cost, availability to begin work, and the contractor’s experience with similar projects.
September 6, 2022 Update
Public Utilities Staff identified one additional contractor, Taylor Underground, Inc., as having interest in bidding the project. The Engineering Department issued the final design and
3.A.6
Packet Pg. 148
specifications on August 23 and Staff held a site walkthrough with all three contractors on August 30. All three contractors requested clarifying information regarding details in the design specifications. Staff is working with the Engineering Department to respond to the requests for information. Once the requests for information have been answered the contractors will submit final bids and Staff will proceed with vendor selection and project award.
September 20, 2022 Update
After providing the requested information, the City received revised bids from 4 West Pipeline, Inc. and Taylor Underground, Inc. Genesis Pipeline Construction declined to bid the project. The two proposals were evaluated for scope of work, availability, qualifications, and cost. Staff found that 4 West Pipeline’s scope of work was more detailed than Taylor Underground’s scope of work, though both proposals satisfactorily addressed the required services. Both firms also have similar qualifications and hold the appropriate credentials and licenses.
The cost proposals submitted are as follows:
4 West Pipeline, Inc.: $323,393.00
Taylor Underground, Inc.: $361,879.00
4 West Pipeline has indicated that they are able to order materials immediately after receiving a Notice to Proceed. Material ordering will take approximately three weeks, after which 4 West will mobilize to the project site and begin work. Taylor Underground did not indicate their availability to begin work. Staff is currently working with the City Manager to confirm the vendor selection.
October 4, 2022 Update
Based on the criteria in the September 20, 2022 update, the City Manager has selected 4 West Pipeline, Inc. as the vendor for the project. The City Engineer and Engineering Department have assumed control of this project from Public Utilities. Contract documents have been prepared and sent to the vendor for execution.
October 18, 2022 Update
A pre-construction meeting was held on October 12, 2022 with 4 West Pipeline Inc., the San Jacinto Engineering Department, San Jacinto Public Utilities, RP General Construction (subcontractor), MEC, Inc. (subcontractor), and Inland Foundation Engineering (subcontractor).
All parties agreed that the Notice to Proceed will be issued with a project start date of October 17, 2022, pending the application for and approval of an encroachment permit. Working hours will be between 7:00am – 4:00pm Monday – Friday. Road access on Artesia Street will be restricted to residents and emergency services only. 4 West Pipeline, Inc. will notify residents at least 48 hours prior to any water service interruption and will limit service interruption to one day in length while service connections are tied into the new main line.
November 1, 2022 Update
3.A.6
Packet Pg. 149
4 West Pipeline, Inc. obtained its encroachment permit the week of October 17, 2022, mobilized on October 24, 2022, and began work on October 25, 2022. 4 West Pipeline, Inc. has a maximum of 60 working days to complete the project, with working hours of 7:00am – 4:00pm Monday – Friday. Road access on Artesia St. is restricted to accommodate residents and emergency services only. 4 West Pipeline, Inc. will notify residents at least 48 hours prior to any water service interruption and will limit service interruption to one day in length while service connections are tied into the new main line.
November 15, 2022 Update
4 West Pipeline, Inc. has removed and disposed of the old asbestos-concrete (AC) pipe from the previous road paving contractor. 4 West Pipeline Inc. has also completed the installation of the main replacement line and service lines on Artesia. A conflict with an existing natural gas line was found on Algona Ave, necessitating a minor adjustment to the water pipeline layout. Plans are being revised by the Engineering department to reflect this change.
December 6, 2022 Update
Work has been paused while the Engineering department finalizes the plan adjustment to accommodate for the existing natural gas line. Work is anticipated to resume the week of December 5.
January 3, 2023 Update
Engineering has finalized the plan adjustment to accommodate for the existing natural gas line and submitted to 4 West Pipeline for a change order quote. Change order quote is pending from 4 West Pipeline.
FISCAL IMPACT
There is no fiscal impact with regard to this update. On August 2, 2022, the City Council approved an appropriation of $600,000 in ARPA funds to cover the cost of the project. No additional expenditures are anticipated.

TO: City Council
REQUESTED BY: Erika Gomez, Finance Director
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: EMWD Mountain Ave West Recharge Facility Interagency Agreement Amendment No. 1
RECOMMENDATION:
Staff recommends that City Council approve Amendment No. 1 (“Amendment”) to the Mountain Avenue West Recharge Facility Interagency Agreement (“Agreement”).
DISCUSSION:
On November 13, 2014, the City of San Jacinto City Council passed Resolution 3542, approving an interagency agreement with Eastern Municipal Water District (“EMWD”) to construct amenities surrounding the retention basin for community use and then transfer those assets to the City of San Jacinto (“City”), including funding to operate them for the next twenty years. The improvements are complete and EMWD and the City are prepared to transfer the assets. The amount due to the City, as determined per the calculation method approved in the Agreement, is $784,498.48.
EMWD has proposed an Amendment to the Agreement, which modifies Section 5 - Payment of Specified Operating Costs, in its entirety. As such, upon approval of the amendment, completion of improvements, and transfer of assets from EMWD to the City, EMWD will pay the predetermined amount to the City in two parts; the first fifty (50) percent payable to the City upon acceptance of amenities and the second fifty (50) percent payable upon dedication of right of way or conveyance of deed to the City. EMWD may make both payments concurrently.
FISCAL IMPACT:
Upon approval of the amendment, EMWD will pay to the City the sum of $784,498.48, which will be used to fund the operation and maintenance of accepted improvements for the next twenty years. Thereafter, the City will be solely responsible for the funding of costs associated with the operation and maintenance of such improvements.

TO: City Council
REQUESTED BY: Arthur Mullen, Water Utilities Superintendent APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: First Amendment to Landscape Maintenance Agreement with Inland Empire Landscape
RECOMMENDATION:
Staff recommends that the City Council:
1. AUTHORIZE the City Manager to execute the First Amendment to the Landscape and Irrigation Maintenance Agreement with Inland Empire Landscape in the amount of $117,372.00 annually for landscape and irrigation maintenance at Paseo Park DISCUSSION:
On January 1, 2023, the City assumed responsibility for the landscape and irrigation maintenance at Paseo Park from KB Homes. Located in the Cove development, Paseo Park is a 4-acre linear park that spans the length of Mulberry Street, between Cottonwood Avenue and Qeweewish Avenue. The park is largely comprised of walking paths and drought-tolerant landscaping with a play area in the southeast corner.
On January 22, 2019, the San Jacinto City Council approved two contracts to provide landscape and irrigation maintenance to over 150 acres of parks, parkways, and City right-of-ways. One of these contracts was awarded to Inland Empire Landscape in the amount of $406,641.96 after a Request for Proposal (RFP) process conducted through PlanetBids. The contract was effective on March 1, 2019, for an initial three-year term with five possible one-year extensions. City Council subsequently authorized the first one-year extension in February 2022.
In anticipation of assuming maintenance responsibilities of the Paseo Park from KB Homes, the Public Utilities Department solicited bids from three landscape companies and received the following bids:
R.A. Rispalje Construction………………………………………$10,400.00/month Innovative Growth Landscape…………………………………..$8,975.53/month Inland Empire Landscape……………………………………….$9,781.00/month
In evaluating the bids, Staff considered not only the price of services, but also the contractor’s capability to perform the work at adequate staffing levels. The majority of the acreage in Paseo
3.A.8
Packet Pg. 171
Park is not accessible by truck, necessitating a large portion of the work to be carried out using hand tools and manually hauling debris out of the park and into trucks. This increases the staffing and labor hours needed to properly maintain the park relative to other parks with the same acreage.
After reviewing the bids, Staff recommends selecting Inland Empire Landscape as the landscape and irrigation maintenance contractor for Paseo Park. While not the lowest bid, the City has contracted with Inland Empire Landscape since 2019, and they have demonstrated competence and care in their responsibilities for the City as well as an ability to scale their staffing to provide the additional labor hours that Paseo Park will require. In addition, Inland Empire Landscape provides the current right-of-way and park maintenance for the remainder of the Cove Development (LLPD2).
Staff recommends that Council authorize the City Manager to execute the First Amendment to the Landscape and Irrigation Maintenance Agreement with Inland Empire Landscape to include Paseo Park at an annual cost of $117,372.00. Funding is provided through CFD 2017-1 annual levy.
FISCAL IMPACT:
Funding for Paseo Park landscaping and irrigation maintenance is provided through CFD 2017-
1. CFD zones generate individual funding and are levied annually via the Riverside County property tax roll. In essence, each zone’s budget is financially self-sustaining. All costs associated with CFD 2017-1 are within budget and will not affect the General Fund.
Authorizing this First Amendment with Inland Empire Landscape will add $117,372.00 annually to Inland Empire’s existing Landscape and Irrigation Maintenance Agreement for a total annual cost not to exceed $524,013.96.

REQUESTED BY: Arthur Mullen, Water Utilities Superintendent APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Supplemental Appropriation for the Purchase and Implementation of Recyclist Program Tracker Software
RECOMMENDATION:
Staff recommends that the City Council:
1. APPROPRIATE CalRecycle Local Assistance Grant Program funding in the amount of $29,410.00 for the purchase and implementation of the Recyclist Program Tracker software.
DISCUSSION:
In June 2022, the California Department of Resources Recycling and Recovery (“CalRecycle”) awarded the City $73,283 in Local Assistance Grant Program funding to assist with the implementation of SB1383 solid waste requirements. City Staff identified the need for a solution to comply with the recordkeeping requirements of SB1383. SB1383 requires the City to store compliance documentation including (but not limited to) education and outreach efforts, route reviews, bin audits, enforcement actions, and food recovery information. Any compliance documentation must be provided to CalRecycle within 10 days of their request.
The Recyclist Program Tracker is a cloud-based compliance and outreach database platform designed specifically for municipal solid waste and recycling managers. The Program Tracker enables the City to create, store, and retrieve compliance documentation for all commercial and multi-family residential properties, and provides the City with the following:
Complete comprehensive jurisdictional recordkeeping and reporting for SB1383, meeting all of CalRecycle’s jurisdictional recordkeeping and reporting requirements. A central system for aggregation of data collected from multiple sources and/or systems for essential SB1383 reporting purposes (e.g., edible food recovery and matching platforms, waste hauler hauling and billing platforms, environmental health data, spreadsheets, etc.)
Ability to export reports and data at the click of a button to share with CalRecycle, boards, councils, and any other necessary entity.
3.A.9
Packet Pg. 215
Collaborative recordkeeping model designed to facilitate aggregation and real-time collection of data from numerous stakeholders in one central location, as stipulated by the regulators.
In October 2022, the City signed a three-year agreement with Recyclist for a total contract of $83,030, but no fiscal appropriation was made at that time. While most of the contract amount is off-set by the CalRecycle grant for $73,283, staff recommends that City Council formally appropriate $29,410 for Fiscal Year 2022-2023, which will cover one-time implementation costs as well as the annual service fee. Future appropriations will be requested through the annual budget process.
FISCAL IMPACT:
The City has already received Local Assistance Grant Program funding from CalRecycle in the amount of $73,283. Staff recommends that City Council approve appropriations of $29,410 for Fiscal Year 2022-2023 to accounts 010-4200-410-3405 (Public Utilities Administration – Contract Services) and 010-0000-309-0770 (Miscellaneous Grants).

SUBJECT: San Jacinto Sheriff’s Station Ford Transit Van RECOMMENDATION:
Staff recommends City Council approve the purchase of one Ford Transit van with a special buildout for field operations.
DISCUSSION:
Staff is requesting approval of the purchase of one Ford transit transport van with a special buildout for field operations. The transport vehicle would increase the Sheriff’s Station effectiveness and efficiency by providing transport of Deputy Sheriffs during special operations such as search warrants, rescue missions, sweeps, and drone deployments, and will serve as a mobile command post.
We request to use Quality Vans & Specialty Vehicles for the purchase and buildout. They have the experience and expertise to build the custom van. The Riverside County Sheriff’s Department has utilized this company in the past successfully, and they have proven to be a reliable company.
The City will make the initial purchase which will be reimbursed via the Riverside County Sheriff’s Department. The funds have been set aside and approved for this purchase.
A quote for the vehicle has been included, and the vehicle has been reserved contingent on Council’s approval.
FISCAL IMPACT:
There is no net effect on the General Fund, as funds from the County will be received to cover the purchase. An increase in budgeted revenue and expenditures is requested as such:
#010-0000-309.07-73 Police Grant Revenue $ 125,676.00
#010-3100-431.40-45 Capital Outlay $ 125,676.00

SUBJECT: Successor Agency - Administrative Budget
RECOMMENDATION:
Staff recommends that the Successor Agency Board, by motion, approve the Successor Agency’s proposed administrative budget and adopt the Resolution No. SA 23-01.
BACKGROUND:
Pursuant to Health and Safety Code Section 34172, the Redevelopment Agency of the City of San Jacinto (“Agency”) was dissolved as of February 1, 2012. The City of San Jacinto (“Successor Agency”) is the successor agency of the Agency, and pursuant to Health and Safety Code Section 34173(g), the Successor Agency is now a separate legal entity from the City.
The Oversight Board is responsible for approving the actions of the Successor Agency pursuant to Health and Safety Code Section 34179. Per legislation, effective fiscal year 2018-19, the County of Riverside has established the Countywide Oversight Board, which conducts the business formerly conducted by the Successor Agency’s Oversight Board, which has accordingly been dissolved.
One of the Successor Agency’s responsibilities pursuant to Health and Safety Code Section 34177(j) is to prepare a proposed administrative budget. The proposed administrative budget must be approved by the Oversight Board. The Successor Agency has prepared a proposed budget for the year of July 1, 2023 through June 30, 2024 (“Administrative Budget”) and will submit the Administrative Budget to the Countywide Oversight Board for approval.
DISCUSSION:
Pursuant to Health and Safety Code section 34177(j), the Administrative Budget is required to include all of the following: (1) estimated amounts for Successor Agency administrative costs for the fiscal period; (2) proposed sources of payment for all administrative costs; and (3) proposals for arrangements for administrative and operations services provided by the City of San Jacinto.
The proposed amount for the Administrative Budget has been included on the ROPS 23-24, covering the period of July 1, 2023 through June 30, 2024.
Pursuant to Health and Safety Code Section 34179(h), because the Department of Finance (“DOF”) may review Oversight Board actions, the Successor Agency Board’s action to approve

SUBJECT: Successor Agency - ROPS 23-24
RECOMMENDATION:
Staff recommends that the Successor Agency Board approve the Recognized Obligation Payment Schedule (“ROPS”) for July 2023 to June 2024 and adopt Resolution No. SA 23-02.
BACKGROUND:
Pursuant to Health and Safety Code Section 34172, added by AB 1X 26, the Redevelopment Agency of the City of San Jacinto (“Agency”) was dissolved as of February 1, 2012. The City of San Jacinto (“Successor Agency”) is the successor agency of the Agency.
One of the Successor Agency’s responsibilities pursuant to Health and Safety Code Section 34177 is to prepare a Recognized Obligation Payment Schedule (“ROPS”) listing all of the minimum payment amounts and due dates of payments required by enforceable obligations, forward looking for each fiscal period. The ROPS must be approved by the Oversight Board, and submitted to the County Auditor-Controller, the State Controller and the Department of Finance.
Pursuant to AB 1484, signed into law by the Governor and effective June 27, 2012, the Oversight Board approved ROPS for the period July 1, 2023, to June 30, 2024 must be submitted no later than February 1, 2023.
DISCUSSION:
The ROPS for the period July 1, 2023, to June 30, 2024, was prepared by the Successor Agency and will be submitted to the Oversight Board for its approval. It requires Oversight Board approval in order to become effective pursuant to Health and Safety Code Sections 34177 and 34180(g). Once it is approved by the appropriate agencies, the Successor Agency may receive funds from the Auditor-Controller to pay the existing debts and obligations provided in the ROPS. Upon Oversight Board approval, the Successor Agency must, prior to February 1, 2023,
3.B.2

provide a copy of the approved ROPS to the County Auditor-Controller, the State of California Controller and the DOF, and post the approved ROPS on the Successor Agency’s website.
Pursuant to Health and Safety Code Section 34179(h), because the DOF may review Oversight Board actions, the Successor Agency Board’s action to approve the ROPS is not effective for five business days after Oversight Board approval, pending a request for review by the DOF.
FISCAL IMPACT:
No funds are involved with the approval of the ROPS.
