TO: City Council
REQUESTED BY: Arthur Mullen, Water Utilities Superintendent APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Update on Artesia Main Water Line Emergency Replacement
RECOMMENDATION
Staff recommends that the City Council:
1. DETERMINE that the project is statutorily exempt from California Environmental Quality Act (CEQA) pursuant to Section 15269 (Emergency Projects) (b) as the activity is the emergency repair of the publicly owned service facilities (domestic water line) necessary to maintain service essential to the public health, safety or welfare as determined with the August 2, 2022, City Council Emergency Declaration; and,
2. RECEIVE AND FILE the report on the emergency replacement of the water main line on Artesia Street between N. Jordan Avenue and N. Algona Avenue; and,
3. DETERMINE that there is a need to continue the emergency action pursuant to San Jacinto Municipal Code §3.08.070(B)(1).
DISCUSSION
On August 2, 2022, the San Jacinto City Council authorized the emergency replacement of the water main line on Artesia Street between N. Jordan Avenue and N. Algona Avenue. Per San Jacinto Municipal Code §3.08.070(B)(1), the City Manager is required to submit a report at every regular City Council meeting until the emergency action is terminated.
Staff contacted six pipeline construction companies and has received preliminary estimates from two interested companies – Genesis Pipeline Construction and 4 West Pipeline Services. The scope of service includes the trenching and removal of 340 feet of existing pipe, installation of new C-900 pipe at 48 inches below grade, final connection of the new line, reconnection of service lines, backfilling the trench, and paving with 3-inch asphalt.
August 16, 2022 Update
The Engineering Department is finalizing the design and specifications to receive a more accurate bid. The proposals will be evaluated based on total cost, availability to begin work, and the contractor’s experience with similar projects.
September 6, 2022 Update
Public Utilities Staff identified one additional contractor, Taylor Underground, Inc., as having interest in bidding the project. The Engineering Department issued the final design and

Packet Pg. 51
specifications on August 23, and Staff held a site walkthrough with all three contractors on August 30. All three contractors requested clarifying information regarding details in the design specifications. Staff is working with the Engineering Department to respond to the requests for information. Once the requests for information have been answered, the contractors will submit final bids, and Staff will proceed with vendor selection and project award.
September 20, 2022 Update
After providing the requested information, the City received revised bids from 4 West Pipeline, Inc. and Taylor Underground, Inc. Genesis Pipeline Construction declined to bid the project. The two proposals were evaluated for scope of work, availability, qualifications, and cost. Staff found that 4 West Pipeline’s scope of work was more detailed than Taylor Underground’s scope of work, though both proposals satisfactorily addressed the required services. Both firms also have similar qualifications and hold the appropriate credentials and licenses.
The cost proposals submitted are as follows:
4 West Pipeline, Inc.: $323,393.00
Taylor Underground, Inc.: $361,879.00
4 West Pipeline has indicated that they are able to order materials immediately after receiving a Notice to Proceed. Material ordering will take approximately three weeks, after which 4 West will mobilize to the project site and begin work. Taylor Underground did not indicate their availability to begin work.
Staff is currently working with the City Manager to confirm the vendor selection.
October 4, 2022 Update
Based on the criteria in the September 20, 2022, update, the City Manager has selected 4 West Pipeline, Inc. as the vendor for the project. The City Engineer and Engineering Department have assumed control of this project from Public Utilities. Contract documents have been prepared and sent to the vendor for execution.
October 18, 2022 Update

SUBJECT: CFD 2020-1 Annexation 12 (Tax Zone 13) - Rancho Madrina
RECOMMENDATION
Staff recommends that the City Council adopt the Resolution of Intention to Annex Territory, commonly known as Rancho Madrina, into Community Facilities District No. 2020-1 and Authorize the Levy of Special Taxes therein.
DISCUSSION
The City Council and Planning Commission previously identified the need for a financing mechanism to address maintenance and services associated with improvements resulting from new development within the City. In response, the City Council formed Community Facilities District 2020-1 (the "CFD") and approved the levy of special taxes therein. The CFD provides funding for services including, but not limited to: maintenance of landscaped areas, parkways, and median improvements throughout the CFD, and maintenance and servicing of streetlights, traffic signals, and appurtenant facilities (the "Services"). The City levies taxes on eligible parcels within the CFD to mitigate the added cost of providing the Services to new development.
The property owner has submitted a Petition to annex into Community Facilities District No. 2020-1. Adoption of the Resolution of Intention is required to annex the territory into the CFD.
The Resolution of Intention approves the CFD annexation boundaries -- commonly known as the site of Rancho Madrina, a residential community consisting of 150 units located at NW Lyon Avenue and Seventh Street -- and sets the Public Hearing date for February 21, 2023, during a regularly scheduled meeting of the City Council. A ballot will be mailed to the property owner(s) within the annexation territory to vote for or against the annexation.
FISCAL IMPACT:
The annexation of this territory into the CFD will assist in mitigating the cost of providing the Services. In Fiscal Year 2023/2024, it is anticipated that the CFD will collect $199,650.00 in special tax revenue based on full project buildout. If the property owner fails to perform maintenance of certain improvements to the City's standards, an additional contingent special tax defined in the CFD's Rate and Method of Apportionment would also be levied.

TO: City Council
REQUESTED BY: Travis Randel, Deputy City Manager, Development Services APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: CIP Budget Adjustment Sallee Park Project
RECOMMENDATION:
Staff recommends that the City Council APPROVE a CIP budget adjustment and APPROPRIATE funds in the amount of $196,984 towards the costs of the Sallee Park Improvement Project.
DISCUSSION:
On June 5, 2018, California voters approved Proposition 68, the “Parks and Water Bond Act of 2018” (Senate Bill 5). A number of grant programs for drought, water, parks, climate, coastal protection, and outdoor access are supported with Proposition 68 bond proceeds. One is the “Per Capita Program,” which provides $185,000,000 to cities and counties statewide for local park rehabilitation, creation, and improvements on a per capita basis, with a minimum award of $200,000. Funds are limited to local park rehabilitation, creation, and improvement. Grant recipients are encouraged to utilize awards to rehabilitate existing infrastructure and to address deficiencies in neighborhoods lacking access to the outdoors. The City of San Jacinto is eligible to apply for state grant funding utilizing the Proposition 68 Per Capita Program (Prop 68 PCP).
The City’s request was submitted to the Office of Grants on May 28, 2019. On June 24, 2020, staff was notified that the grant funding allocation for all cities and local districts who submitted an application for funding was $177,952. The City was also notified of eligibility to receive $19,032 in Urban County Per Capita funds.
The process to obtain these funds was initiated by City Council adoption of a Resolution authorizing the City of San Jacinto to apply to the PCP. The Council was required to adopt the Resolution language as provided by the State by December 31, 2020. At the October 20, 2020, City Council meeting, the Council adopted Resolution 3837, approving the filing of application(s) for Prop 68 PCP funds and authorized the City Manager to submit an application(s) for Prop 68 PCP and execute any agreements necessary for the use of grant funds.
On September 27, 2021, staff submitted the application for the Salle Park Improvement Project, CIP #23-004. The project consists of the removal and replacement of the existing basketball court, the installation of an approximately 340 foot concrete walking path, the installation of multiple outdoor exercise equipment stations and solar lighting. The State approved the application, and on February 2, 2022 the contract with the State and the City was fully executed.
3.A.6
Packet Pg. 75
The cost of the project is anticipated to be fully funded by the PCP grant; however, the grant is reimbursable, therefore the City will need to expend funds in order to be reimbursed. The request today is to appropriate the necessary funds to allow the City to incur costs that will then be reimbursed by the grant. This project must be completed by December of 2023.
FISCAL IMPACT:
There is no fiscal impact to the general fund associated with the appropriation of funds, as expenditures will be reimbursed by the Per Capita Grant Program that the City has been awarded. Approval of this item will formally appropriate revenue and expenditures totaling $196,984 in accounts 010-0000-309-0770 (miscellaneous grants) and 199-9999-425-4001 (capital outlay).
If it is determined that the project costs will exceed the amount of funding awarded, staff would seek Council approval for additional funding allocation.

REQUESTED BY: Julia Espinoza, City Clerk
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Mayor's Local Appointments List
RECOMMENDATION:
Staff recommends that the City Council review the Mayor’s Local Appointments List and accept Mayor’s recommendations for appointments for the year 2023.
DISCUSSION:
Typically, following the City Council reorganization, the Mayor appoints members of the City Council as representatives to other agencies and any City Council Committee. The Mayor usually gathers input from the Councilmembers concerning committee assignments in which each has an interest. The Mayor has the ultimate decision to appoint councilmembers to the committee that he/she determines serves the best interest of the City.
FISCAL IMPACT:
There is no fiscal impact.
