DISCUSSION ITEMS
4.1. AD 2003-1, 2023 Maintenance Cycle Project
Contract City Engineer Stuart McKibbin presented the staff report.
M/S/C (Ruiz/Ledezma) made a motion to approve the plans and specifications for the AD 2003-1, 2023 MAINTENANCE CYCLE Project, reject the bid protest of VSS International, Inc. as meritless, award the construction contract to the lowest responsible bidder submitting a responsive bid, American Asphalt South, Inc., for the sum of $2,495,489.60, appropriate funding for the maintenance projects in the various zone funds, allocate 10% of the total bid for each bid schedule for administration, inspection, and testing, allocate 10% of the total bid for each bid schedule for construction contingencies, and authorize the City Manager to execute the construction contract. Motion carried 5/0.

4.2. Ordinance No. 24-06. An Ordinance Adding Chapter 9.46 to Title 9 of the San Jacinto Municipal Code Establishing Regulations Prohibiting the Unlawful Possession of Catalytic Converters in the City
City Attorney Craig Hayes presented the staff report.

M/S/C (Ruiz/Vandever) made a motion to conduct a first reading by title only of Ordinance No. 24-06: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN JACINTO, CALIFORNIA, ADDING CHAPTER 9.46 (UNLAWFUL
POSSESSION OF A CATALYTIC CONVERTER PROHIBITED) TO TITLE 9
MUNICIPAL CODE, ESTABLISHING REGULATIONS PROHIBITING THE UNLAWFUL POSSESSION OF CATALYTIC CONVERTERS IN THE CITY.
Motion carried 5/0.
