4.1. Ordinance No. 24-12 Granting a Franchise to Southern California Edison ("SCE") City Manager Rob Johnson presented the staff report.
Mayor Ayala opened the Public Hearing at 7:20 pm.

M/S/C (Ruiz, Ledezma) made a motion to hold the public hearing related to granting a franchise to SCE; and introduce Ordinance No. 24-12, An Ordinance of the City Council of the City of San Jacinto Granting a Franchise to SCE, and Determining the Ordinance Exempt from the California Environmental Quality Act. Motion carried 5/0.
