Public Comments will only be accepted in person during the meeting or in writing to the City Clerk. Participants viewing the Livestream will not have a comment option.
For those wishing to email public comments for the August 6, 2024, City Council meeting, please submit your comments to be read aloud at the meeting by the City Clerk. Email comments to [email protected]. Please put “PUBLIC COMMENT” in the email subject line.
Email comments on matters not on the agenda must be received before the time the Mayor calls the item for Public Comments. Email comments on the agenda items must be received before the time the Mayor closes public comments on the agenda item. All email comments shall be subject to the same rules as would otherwise govern speaker comments at the Council meeting.
Electronic comments on agenda items for August 6, 2024, may only be submitted via email.
Comments via text and social media (Facebook, Twitter, etc.) will not be accepted.
Reading of Public Comments: The City Clerk will read all email comments, provided that the reading shall not exceed three (3) minutes, or such other time as the Council may provide, consistent with the time limit for speakers at a Council meeting. The email comments submitted shall become part of the record of the Council meeting.

3. Authorize the City Manager to execute any documents necessary to implement the action.

3.A.6. Resolution No. 4040 Authorizing the Execution of a Purchase and Sale Agreement for the Acquisition of 280 Bissell Place, San Jacinto, CA 92582 (“Property”); Authorize the City Manager to Take any and all Actions Necessary to Implement the Agreement; Appropriate $680,000 for the purchase and rehabilitation of the Property.
RECOMMENDATION:
Staff recommends that the City Council:
1. Determine that the proposed Ordinance is EXEMPT from CEQA pursuant to pursuant to Sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), 15303 (Small Structures), and 15304 (Minor Alterations to Land) of Title 14 of the California Code of Regulations. Specifically, this Resolution authorizes the acquisition and rehabilitation of an existing City of San Jacinto Page 5 Updated 8/1/2024 4:35 PM
industrial property for the expansion of the existing corporate yard that will not result in a significant direct or reasonably foreseeable indirect physical change in the environment. Moreover, under Section 15061(b)(3) of the State CEQA Guidelines, this Ordinance is exempt from the requirements of CEQA because it can be seen with certainty that the provisions contained herein would not have the potential to cause a significant effect on the environment.
2. Appropriate $680,000 for the purchase and rehabilitation of 280 Bissell Place for the expansion of the City’s Corporate Yard to Capital Outlay, Account 199-9999-425.40-01, CIP #25-008.
3. Approve Resolution No. 4040 to authorize the execution of a Purchase and Sale Agreement for the acquisition of 280 Bissell Place, San Jacinto, CA 92582, and Authorize the City Manager to take any and all actions necessary to implement the Purchase and Sale Agreement.
