This City Council meeting is being conducted in-person and will be broadcast utilizing Livestream video. The City Council meeting may be observed virtually by joining the link on the City’s website.
Public Comments will only be accepted in person during the meeting or in writing to the City Clerk. Participants viewing the Livestream will not have a comment option.
For those wishing to email public comments for the August 20, 2024, City Council meeting, please submit your comments to be read aloud at the meeting by the City Clerk. Email comments to [email protected]. Please put “PUBLIC COMMENT” in the email subject line.
Email comments on matters not on the agenda must be received before the time the Mayor calls the item for Public Comments. Email comments on the agenda items must be received before the time the Mayor closes public comments on the agenda item. All email comments shall be subject to the same rules as would otherwise govern speaker comments at the Council meeting.
Electronic comments on agenda items for August 20, 2024, may only be submitted via email.
Comments via text and social media (Facebook, Twitter, etc.) will not be accepted.
Reading of Public Comments: The City Clerk will read all email comments, provided that the reading shall not exceed three (3) minutes, or such other time as the Council may provide, consistent with the time limit for speakers at a Council meeting. The email comments submitted shall become part of the record of the Council meeting.

RECOMMENDATION:
Staff recommends that the City Council approve the City Council Regular Meeting Minutes of August 6, 2024.

3.A.3. Warrants and Disbursements - June 2024
RECOMMENDATION:
Staff recommends that the City Council review and approve the Warrants and Disbursements for the period of July 2024 in the amount of $11,599,603.08.

3.A.4. San Jacinto Sheriff’s Station – Real Time Crime Center RECOMMENDATION:
Staff recommends that the City Council:
1. Appropriate $91,500 for the purchase of Flock camera rights to facilitate the implementation of a Real Time Crime Center;
2. Find that in accordance with Section 3.08.070(C)(1) of the City’s Municipal Code, the use of Flock is necessary to ensure compatibility with other City equipment; and
3. Authorize the City Manager to execute the associated agreement or amendment.

3.A.5. Approval of a proposal for a Sports Tourism Feasibility Report RECOMMENDATION:
Staff recommends that the City Council Approve the proposal, Appropriate funding in the amount of $52,500 to The Sports Facilities Companies; and Authorize the City Manager to sign the agreement subject to review by the City Attorney

3.A.6. ESRI Enterprise Agreement
RECOMMENDATION:
Staff recommends that the City Council:
1. Approve the Enterprise Agreement with ESRI for a total of $129,150;
2. Authorize the City Manager to execute the agreement; and
3. Find that in accordance with Section 3.08.070(C)(1) of the City’s Municipal Code the use of ESRI is necessary to ensure continued compatibility with other City software.

4. PUBLIC HEARING - HOUSING AUTHORITY
4.1. Resolution Approving the Purchase and Sale Agreement for the Sale of Property Located at 239 W. 7th Street, (APN 437-094-006) to New Ananda Realty, LLC RECOMMENDATION:
Staff recommends that the Board of Directors of the San Jacinto Housing Authority approve Resolution No. 4043 to authorize the execution of a Purchase and Sale Agreement for the sale of 239 W. 7th Street, San Jacinto, CA 92583, more particularly described as Riverside County Assessor Parcel Number 437- 094-006 (the “Property”) and authorize the Executive Director to take any and all actions necessary to implement the Purchase and Sale Agreement.
