This City Council meeting is being conducted in-person and will be broadcast utilizing Livestream video. The City Council meeting may be observed virtually by joining the link on the City’s website.
Public Comments will only be accepted in person during the meeting or in writing to the City Clerk. Participants viewing the Livestream will not have a comment option.
For those wishing to email public comments for the September 3, 2024, City Council meeting, please submit your comments to be read aloud at the meeting by the City Clerk. Email comments to [email protected]. Please put “PUBLIC COMMENT” in the email subject line.
Email comments on matters not on the agenda must be received before the time the Mayor calls the item for Public Comments. Email comments on the agenda items must be received before the time the Mayor closes public comments on the agenda item. All email comments shall be subject to the same rules as would otherwise govern speaker comments at the Council meeting.
Electronic comments on agenda items for September 3, 2024, may only be submitted via email.
Comments via text and social media (Facebook, Twitter, etc.) will not be accepted.
Reading of Public Comments: The City Clerk will read all email comments, provided that the reading shall not exceed three (3) minutes, or such other time as the Council may provide, consistent with the time limit for speakers at a Council meeting. The email comments submitted shall become part of the record of the Council meeting.

RECOMMENDATION:
Staff recommends that the City Council approve the City Council Regular Meeting Minutes of August 20, 2024.

3.A.3. Memorandum of Understanding Between Riverside County Department of Environmental Health and the City of San Jacinto
RECOMMENDATION:
Staff recommends that the City Council:
1. Approve a five-year Memorandum of Understanding (MOU) between the City of San Jacinto (City) and the County of Riverside, Department of Environmental Health (DEH), to provide vector control services and environmental planning review, technical assistance, and plan review for onsite wastewater treatment systems (OWTS), commonly referred to as “septic systems. In an amount not-to-exceed $20,000 per contract year, unless there is prior approval by the City; and

2. Authorize the City Manager, subject to the approval of the City Attorney, or his designee, to execute the Memorandum of Understanding and any subsequent amendments in accordance with the terms of the Memorandum of Understanding.

RECOMMENDATION:
Staff recommends that the City Council receive and file the 2024 General Plan 2040 Annual Progress Report.

4. DISCUSSION ITEMS
4.1. Mayor and Mayor Pro Tem Rotation Policy Options
RECOMMENDATION:
Staff recommends that the City Council review and discuss the mayoral rotation policy options in this staff report and provide direction to staff to either:
• Make amendments to the City’s mayoral rotation policy and adopt at a later date a resolution to memorialize the amendment;
• Keep the current selection process; or
• Bring this item back at a later date for further discussion.
