TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: 1-Week Night Closure @ West 7th Street and State Street Intersection – State Street Improvement form
RECOMMENDATION:
Staff recommends that the City Council approve an approximate one-week night closure, from 10 pm to 6 am, at the West 7th Street/State Street intersection for full depth removal and installation of aggregate base material along with base pavement.
DISCUSSION:
On June 20, 2024, the City Council awarded a $4,439,230 public works contract to RJ Noble Company to rehabilitate the entire asphalt pavement from 9th Street to Idyllwild Drive on State Street. The asphalt operation consists of roughly 460,000 square feet of grind and overlay, varying from 0.2’ to 0.5’, in addition to approximately 111,000 square feet of complete full depth asphalt/base removal along with replacement.
Closing the intersection of west 7th Street and State Street would speed up the staging of the full depth removals and rehabilitation and simplify traffic control. To minimize disruption and inconvenience to the public, RJ Noble would close the intersection and work there only at night (10 pm – 6 am).
RJ Noble has provided a detour plan that will ensure the safety of motorists and construction crew during the period. The detour will route motorists to Palm Avenue and back onto State Street at Cottonwood Avenue and West Esplanade Avenue.
Neighboring businesses will be notified twice of the impending closure. The first notification will occur two weeks prior, and the second will be three days prior to the intersection closure.
Message boards will be posted one week prior to advice the motoring public.
The dates of the closure will be determined after approval by the City Council subject to weather and project progress. The Contractor shall notify all emergency services prior to the road closure.
The City Engineer recommends the City Council approve the 1-week nighttime intersection closure
