4. DISCUSSION ITEMS

4.1. Mistletoe Park Restroom Improvements (CIP# 23-003) (SJ-540) RECOMMENDATION:

Staff recommends the City Council take the following actions:
1) Approve the plans and specifications for the Mistletoe Park Restroom Improvements (CIP #23-003) (SJ-540);
2) Award the construction contract to the lowest responsible bidder submitting a responsive bid, Cora Constructors Inc., for the sum of $560,000; 3) Appropriate an additional $224,800 for project expenditures ($222,500 CDBG Fund #029 and $2,300 transferred from CIP #18-007 (Economic Development Incentives));
4) Allocate 12.14% ($68,000) of the total bid for administration, inspection, and testing;
5) Allocate 8% ($48,000) of the total bid for construction contingencies; and 6) Authorize the City Manager to execute the construction contract.

BACKGROUND:

The County of Riverside (County) receives CDBG funds as a qualified urban county under the U.S. Department of Housing and Urban Development’s (HUD) CDBG Program. The County, through the Housing, Homelessness Prevention & Workforce Solution (HHPWS), distributes the CDBG funds through its Urban County Program to cooperating cities like the City of San Jacinto. The City Council authorized the City Manager to submit the application for the Mistletoe Park Restroom Facility Improvement Project on December 6, 2022. The application was approved for $480,000. The County has since agreed to authorize the use of an additional $222,500 in future CDBG allocations for the Project, as City of San Jacinto Page 4 Updated 9/26/2024 6:09 PM
the bids received were higher than expected.

The project will consist of removing/replacing the existing restroom facility, and installation of a new restroom facility that conforms with current ADA accessibility standards and requirements.

This project is exempt from CEQA requirements under CCR 15301(c).

Department: Engineering

4.2. Discussion and Direction on Cannabis Tax Rates
