TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: 7-Night Road Closure on Commonwealth Avenue
RECOMMENDATION:
Staff recommends that the City Council approve the requested road closure for westbound through traffic only along Commonwealth Avenue from approximately 600 feet east of San Jacinto Avenue, up to the westerly Walmart Supercenter driveway for seven working nights.
DISCUSSION:
An encroachment permit application to connect 275 E. Commonwealth Avenue, a single-family residence, to sewer, has been submitted to Engineering for review and approval. While the residence is located on the north side of Commonwealth Avenue, the sewer main runs along the south side of Commonwealth Avenue.
For safety reasons, the applicant is requesting to close the westbound travel lanes to perform the work over seven working nights, from 7:00 pm to 5:00 am. Due to the narrowness of the street, the work would leave no room for traffic. Therefore, as part of their encroachment permit application, the applicant has requested a closure along Commonwealth Avenue for westbound through traffic only, and has furnished Engineering with the attached traffic control and detour plan. The road closure allows for the quickest solution and the least inconvenience to the public.
Therefore, City Engineer has deemed the closure necessary.
Electronic message boards will be placed on Commonwealth Avenue and the surrounding streets approaching the work area to provide motorists with advanced warning for the impending closure for seven days prior to the start of construction.
Once construction begins, depending on which direction a motorist approaches the intersection, a detour will route motorists around the work area along Commonwealth Avenue. All driveways for the surrounding businesses will remain open. The contractor will coordinate with the neighboring residential property owners directly if there is a potential need for any driveway closures.
The contractor shall notify all emergency services, street sweeping, trash pickup companies, school district(s), and post offices prior to road closure.
Engineering recommends that the Council approve the road closure.
