TO: City Council
REQUESTED BY: Mathew Osborn, Superintendent
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Change Order for Bath Well Improvements (SCADA Upgrades) CIP # 25- 005
RECOMMENDATION:
Staff recommends that the City Council:
. Appropriate additional funding in the amount of $114,946 from the Water Enterprise Fund's unrestricted net position for CIP 25-005, SCADA Replacement Program. .
. Approve the supplemental purchase of the additional SCADA system components from RoviSys.
DISCUSSION:
On July 16, 2024, the City Council approved a contract with RoviSys in the amount of $605,407 to replace the City’s outdated Supervisory Control and Data Acquisition (SCADA) system. This new SCADA system, crucial for monitoring and controlling water treatment and distribution operations, is currently being integrated into City facilities.
Upon initiating communication between RoviSys and the Bath Well Treatment Plant construction contractor, Pacific Hydrotech, additional needs were identified for the system to function as intended. Specifically, a new electrical sub-panel, updated wiring, and a Programmable Logic Controller (PLC) are required to fully operate the Bath Well Treatment Plant on the new SCADA controls.
The primary function of the new PLC will be to serve as the control center for the SCADA system at the Bath Well site. It will manage operations such as the starting and stopping of the Bath and Artesia wells, activation of booster pumps, regulation of treatment plant processes, and control of chlorine dosing pumps. Without the PLC and new panel, the SCADA system at the Bath Well Treatment Plant site will lack the necessary functionality, limiting the City's ability to manage one of its most essential water sites effectively.
The need for the additional panel and PLC components was not identified in the original scope for the Bath Well Treatment Plant construction project and will be included in the SCADA replacement project instead.
RoviSys was selected for the SCADA replacement project through a competitive bidding process, offering a bid of $605,407, significantly lower than the next bid of $1,234,986 from Stellar Technology.
CONCLUSION:
To fully operationalize the Bath Well Treatment Plant on the new SCADA system, City staff recommends proceeding with the purchase and installation of the necessary panel, wiring, and PLC components. These components are essential to ensure the Bath Well and Treatment Plant site achieves the required control capabilities under the updated SCADA system.
FISCAL IMPACT:
The supplemental purchase, totaling $114,946, will be funded through the Water Enterprise Fund's unrestricted net position, with no impact on the General Fund.
