2 Project Proposal
2.1 Project Overview
City of San Jacinto has requested that RoviSys provide a proposal in response to the City of Jacinto Bath Well Site Portable Water Improvements project (designed by CIVILTEC Engineering Inc). Bath Well Improvements effort will run in parallel with ongoing Potable Water SCADA Migration. Bath Well Improvements calls for City’s Preferred Integrator (RoviSys) to:
• Design Radio Communications
o 5 GHz radio and flat panel antenna to be provided by the City’s preferred integrator.
• Design/build RTU-100 control panel
o NEMA 12 enclosure with subpanel
o Fuses, breakers, terminal blocks, relays
o Dual power supplies and UPS
o Labelled wires and color coding per specs
o Field IO and ethernet network wiring terminating at existing Bath SCADAPack PLC Panel to be extended to new RTU-100 PLC Panel. Field install/wiring to be done by others.
• RTU-100 OIT (Operator Interface Terminal) Configuration ▪ RTU-100 OIT will be part of VTScada plant wide SCADA instance. ▪ If radio fails, thin client can still run RTU-100 locally. ▪ RTU-100 SCADA programming shall verify that a “TREATMENT SYSTEM READY SIGNAL” is present from FCP-100 prior to sending a “WELL PUMP START COMMAND (YC-100)” to the Well Pump. The Treatment System Ready Signal will verify correct valve lineup and that no Backwash Operations are present.
▪ Ensure that Filter System Control Panel (FCP-100) I/O and alarm information, is communicated (mapped) to new RTU-100 Control Panel and communications established via Ethernet.
▪ Ensure that PLC panel I/O and alarm information at existing booster pump station is communicated to new RTU-100 Control Panel, and communications are established via Ethernet.
• RTU-100 PLC (Programmable Logic Controller) Configuration ▪ Booster Pump Motor Control Center PLC will be connected to RTU-100 via Ethernet connection in next phase of work.
▪ Treatment System Ready Signal from FCP-100 via Soft IO, prior to sending a Well Pump Start Command YC-100 to the Well Pump. ▪ PLC will be programmed to provide a well pump hardwired run permissive in the event of Reservoir NO.1 or NO.2 high level condition.
P24SAJ01A November 7, 2024
Bath Well Improvements Page 6 of 27
▪ In the event that Reservoir Level drops to the Well Pump “START” setpoint, the following signals shall be transmitted between RTU-100 and FCP-100 prior to Bath Well or Artesia Well starting in AUTO and sending flows through the treatment system:
1. Well Pump “PERMISSION TO START” from RTU-100 to FCP-100.
2. FCP-100 “CALL FOR WATER” signal is received from FCP-100. ▪ Well Pumps shall not start until a “CALL FOR WATER” signal is received from FCP-100.
▪ PLC to be programmed to provide a digital output in the event that a Sodium HypoChlorite Tank Leak Alarm (LS-661) is actuated at the Filter Control Panel (FCP-100). The digital output signal will cause the Chlorine Alarm Panel (CAP-660) Local Beacon and Buzzer to annunciate. ▪ RTU-100 PLC to include programming that provides a “WELL PUMP DISCHARGE FLOW” analog output. Analog output to be wired to a local loop-powered indicator display. Display provided by others.

2.4 RoviSys Assumptions
This proposal is based upon the following assumptions:
1. This proposal is based on quantities detailed in the Basis for Proposal section.
2. RoviSys has assumed that equipment and systems will be available when required to support the scheduled field activities without causing any delays. Delays of system availability may impact project schedules or resource availability, as well as price.
3. Field devices including instrumentation, transmitters, sensors, switches or other networking interfaces, network cables, all field wiring, VFDs, motor starters and drives will be procured and installed by others.
4. The programming of field instruments or the verification of field instrument wiring and calibration will be provided by others.
5. Physical installation of control system hardware, wiring, instrumentation, field panels, and HMIs will be performed by others.
6. PLC-1 former SCADAPack PLC cabinet at some point will have a running Schneider PLC (replacing legacy Schneider SCADAPack PLC). The RTU-100 control panel shall be temporarily installed adjacent to existing PLC-1 cabinet. 2 conduits to be installed in between panels. Once PLC-1 cabinet is ready to be decommissioned, relocate RTU-100 (and Unistrut if possible) to the new building. Installation and wiring to be done by others.
7. Booster Pump MCC PLC-2 section at some point will have a running remote Schneider PLC (replacing legacy Rockwell SLC500).
