1. Hold the Public Hearing related to the Annexation of Territory into CFD 2003-1;

2. Adopt Resolution No. 4050, authorizing the annexation of territory to CFD 2003-1 and the levy of a Special Tax, and submitting the levy of Special Tax to the Qualified Electors;

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN

JACINTO LEVYING A SPECIAL TAX WITHIN CITY OF SAN JACINTO COMMUNITY FACILITIES DISTRICT NO. 2003-1, INCLUDING CERTAIN

ANNEXATION TERRITORY
DISCUSSION:

The City Council and Planning Commission previously identified the need for additional funding for police protection, fire protection, and suppression services. This includes funding for increased service levels necessitated by new development within the City. In response, the City Council formed Community Facilities District 2003-1 (the "CFD") and approved the levy of special taxes therein.

The City levies a special tax on eligible parcels within the CFD to mitigate the added cost of providing public safety services to new development. Based upon a petition from the property owner(s), the City Council declared its intention to annex this territory – commonly known as the site of Tract 38339 (76 SFR units) of DR Horton’s Serrano Pointe residential development located southeast of Cottonwood Avenue and South Kirby Street and northwest of Oostam Drive and Ivy Crest Drive – into CFD 2003-1 by adopting Resolution 4045 at their meeting of October 15, 2024, which also established the Public Hearing date to tonight.

The City Clerk has received the ballots from the property owner(s) necessary to declare the results of the Special Election.

FISCAL IMPACT:

The annexation of territory into CFD 2003-1 will assist in mitigating the cost of providing police protection, fire protection, and suppression services. Based on Fiscal Year 2024/2025, it is anticipated that the CFD will collect approximately $49,553.52 in special tax revenue based upon full project buildout.
