December 3, 2024
TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: A 2-Day Closure for Northbound Traffic on San Jacinto Avenue at the San Jacinto Avenue and Shaver St
RECOMMENDATION:

Staff recommends that the City Council approve a 2-day closure for northbound traffic only along San Jacinto Avenue at the San Jacinto Avenue and Shaver Street intersection for construction to improve existing road conditions.

DISCUSSION:

On June 20, 2024, the City Council awarded a $ 4,439,230 public works contract to RJ Noble Company, in part for the pavement rehabilitation along San Jacinto Avenue and Shaver Street.

The rehabilitation will correct the steep incline in the pavement at the San Jacinto Avenue and Shaver Street intersection as the paving transitions from Shaver Street into San Jacinto Avenue.

The incline presents a potential safety concern for motorists. RJ Noble will remove the existing asphalt in the northbound lanes along San Jacinto Avenue at the Shaver Street intersection to construct a new, less steep asphalt transition to alleviate those safety concerns.

The Engineering Department is recommending the closure of the San Jacinto Avenue northbound travel lanes and the southbound left-turn lane to perform the work over two days, from 7:00 am to 4:00 pm. Shaver Street left, and right-turn movements at this intersection will be closed during this period as well. The intersection would be opened to traffic at the conclusion of each working day. RJ Noble has furnished Engineering with the attached preliminary traffic control and detour plan. The road closure allows for the quickest, most practical solution and least inconvenience to the public. Therefore, the City Engineer has deemed the closure necessary.

Electronic message boards will be placed on San Jacinto Avenue and the surrounding streets approaching the work area to provide motorists with advanced warning for the impending closure at least three days prior to the start of construction. Once construction begins, a detour will route motorists to Hewitt Avenue and back to San Jacinto Avenue. All driveways for the surrounding businesses will remain open. The contractor will coordinate with the neighboring property owners directly if there is a potential need for any driveway closures.

The dates of the closure will be determined after approval by the City Council, subject to weather and project progress. The Contractor shall notify all emergency services prior to the road closure.

The City Engineer recommends the City Council approve the 2-day closure.
