Mayor Phil Ayala called the meeting to order at 6:30 p.m.

City Council Regular Meeting Action Minutes December 17, 2024 M/S/C (Hawkins/Ledezma) motioned to approve the City Council Consent Calendar and the Successor Agency to the Redevelopment Agency of the City of San Jacinto Consent Calendar. Motion carried 5/0.

4. OATH OF OFFICE
Community Development Clerk Lori Matley administered the Oath of Office to incumbent Councilmember Crystal Ruiz, incumbent Councilmember Phil Ayala, and newly elected City Treasurer Tylisha A. Julienne. Pastor Jon Henry from Church 412 administered the Oath of Office to Councilmember-Elect Clarissa A. Sanchez.
5. REORGANIZATION OF THE CITY COUNCIL
Mayor Pro Tem Vandever asked for a motion to appoint the new Mayor based on the new rotation system approved by Resolution No. 4042:
Mayor Ayala nominated Mayor Pro Tem Vandever.
M/S/C (Ledezma/Ruiz) motioned to reject the confirmation of Mayor and Mayor Pro Tem as listed on the Staff Report and to bring back for discussion the previous policy for Mayor and Mayor Pro Tem appointments at the January 7, 2025, City Council Meeting.
Motion carried 3/2.

Nays: Ayala, Vandever
Absent: None
Abstain: None
Mayor Ayala left the meeting at 8:13 pm.
Mayor Pro Tem Vandever was the presiding officer for the remainder of the meeting.
6. DISCUSSION ITEM
6.1. Art in Public Places Program - Mural Installation at 109 W Main Street Community Development Manager Rene Yarnall presented the staff report.
Councilmember Ledezma recused himself from this item and left the dais at 8:14 pm.
City Council Regular Meeting Action Minutes December 17, 2024 M/S/C (Ruiz/Vandever) made a motion to approve the mural installation as conceptually presented in the attached exhibit at 109 W. Main Street; authorize the City Manager to execute necessary contracts, subject to minor modifications by the City Attorney; and appropriate $100,000 from the DIF: Community Amenities Fund, Account 131-2510-425- 4022. Motion carried 3/0.
