February 4, 2025
TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: 7-Day Road Closure on Appaloosa Drive
RECOMMENDATION:

Staff recommends that the City Council approve a 7-day road closure for Appaloosa Drive at the Appaloosa Drive and Lyon Avenue intersection for the construction of sewer improvements in Lyon Avenue.

DISCUSSION:

Tract 38202 is an 181-lot single-family development located on the east side of Lyon Avenue and approximately 600 feet north of Cottonwood Avenue, currently under construction by Lennar Homes (“Developer”). The Sewer, Water, & Recycled Water Improvement Plan for this tract was approved by the City Engineer on December 23, 2024. As a result, the Developer has submitted an encroachment permit application for Engineering’s review to tie the in-tract sewer to the City’s sewer main in Lyon Avenue. As part of the application, the Developer has furnished the attached traffic control and detour plan. Final details of the traffic control plan will be approved prior to issuance of the associated encroachment permit, ENCR24-00188.

The Developer intends to complete the work over seven consecutive days. That said, the proposed traffic control would temporarily limit the road capacity of Lyon Avenue. Therefore, for safety reasons, Engineering is recommending the closure of Appaloosa Drive from Monday, February 17, 2024, through Sunday, 2/24/24. These dates coincide with the holiday closure of Monte Vista Middle School and would help to alleviate the impact to parents and students in the area. The road closure allows for the quickest solution and the least inconvenience to the public. For that reason, the City Engineer has deemed the closure necessary.

Electronic message boards would be placed on Appaloosa Drive and the surrounding streets approaching the work area to provide motorists with advanced warning for the impending closure for seven days prior to the start of construction. Once construction begins, depending on which direction a motorist would approach the intersection, a detour will route motorists around the work area to Cottonwood Avenue. The neighborhood park at the southwest corner of Appaloosa Drive and Lyon Avenue would remain open.

The contractor shall notify all emergency services, street sweeping, trash pickup companies, school district(s), and post offices prior to road closure.

Engineering recommends that the Council approve the road closure.

FISCAL IMPACT:
