TO: City Council
REQUESTED BY: Stuart McKibbin, City Engineer
APPROVED BY: Robert A. Johnson, City Manager
SUBJECT: Cawston Avenue Right-of-Way
RECOMMENDATION:
Staff recommends that the City Council:
. Adopt Resolution No. 4067, accepting dedication of Lot G for public road and for drainage use into the City of San Jacinto Road System, per final map dedication recorded on February 28, 1977, in Book 32 of parcel maps, pages 36-42; and
2. Authorize the City Clerk to record the acceptance of dedication with the Riverside County Clerk and Recorder.
DISCUSSION:
On February 28, 1977, Final Parcel Map 6832 was recorded with the Riverside County Clerk and Recorder in Book 32 of parcel maps, at pages 36-42, Lot G, Cawston Avenue. The City acceptance statement of dedication for public roads and general utility purposes, drainage purposes, and the relinquishment of abutter’s rights is contingent upon the completion of all street improvements. As of today, Final Parcel Map 6832 has not been developed/improved.
Acceptance of this right of way is to facilitate the construction of Final Tract Map 37881, as the developer must build a drainage facility in the newly accepted right of way from their detention basin to the natural discharge point of the area near the Metropolitan Water District property.
Stormflows currently adversely impact Cottonwood Avenue; the drainage facility would allow the City to mitigate those impacts by directing the flows away from Cottonwood Avenue and providing an adequate outlet for the Tract’s onsite flows.
The City Engineer recommends that the Council accept the dedication of Lot G, Cawston Avenue, for public road and drainage use.
FISCAL IMPACT:
There is no fiscal impact associated with the acceptance of Cawston Avenue from Parcel Map 6832.
